This study was conducted at Intsika Yethu Local Municipality of Chris Hani District Municipality in the Eastern Cape Province, in the Republic of South Africa. The study has as its main thrust: The role of councillors in service delivery: The case of the Intsika Yethu Local Municipality of Chris Hani District Municipality. This municipality consists of 21 wards and 21 ward councillors. The Preamble to the Constitution of the Republic of South Africa, 1996, states that the injustices of the past have to be addressed and those who suffered for justice and freedom in the country should be honoured. The results of the 1994 national and 1995 local government elections marked a political breakthrough in South African politics. The new democratic and social reconstruction agenda necessitated the transformation of the legislative framework in various areas. The legislative prescriptions that underpin the operations and activities of municipal councillors in delivering public services to citizens and in ensuring the effective and efficient implementation of government policies are therefore crucial. In this study, the role of ward councillors in service delivery was interrogated and investigated to establish whether the Intsika Yethu Local Municipality community in Tsomo and Cofimvaba has benefited in accessing basic services. Furthermore, the study seeks to find ways through which the relationship between community and ward councillors could be managed to harmonise the relationship between them in order to improve service delivery in Intsika Yethu Local Municipality. In this regard, a legislative framework regulates and guides municipal councillors in performing their developmental duties to achieve local government developmental outcomes.

Activities, functions and structure of public sector pharmaceutical and therapeutics committees in the Eastern Cape Province, South AfricaHenge-Daweti, Vatiswa January 2017 (has links)
The Council of Australian Therapeutic Advisory Groups (CATAG) (2013) define a Pharmaceutical and Therapeutics Committee (PTC) as a ‘multi-disciplinary team committee with a commitment to the overall governance of the medicines management system in health service organizations to ensure the judicious, appropriate, safe, effective and cost-effective use of medicines’. The multi-disciplinary team includes the health care providers, who are actively participating in the health care systems, such as doctors, pharmacists, nurses, administrators, finance officers, quality improvement managers and other staff members who participate in the medicine use processes according to their knowledge and skills. The major role of this committee is to evaluate and promote rational drug use by health care providers and consumers. In addition, this committee is responsible for developing systems and strategies to prevent adverse medicine reactions and medication errors, enhance rational prescribing and dispensing, provide educational activities and ensure the use of quality and cost-effective medicines. This is a cross-sectional study that was aimed at exploring the structure, activities and functions of public sector institutional Pharmaceutical and Therapeutics Committees (PTC) in the Eastern Cape (EC) Province in South Africa (SA). The primary objectives of the study were to (i) investigate and describe the structure, functions and the activities of the institutional PTCs, and (ii) explore and describe the perception of PTC secretariats on the functionality of the institutional PTCs. A purpose-designed questionnaire including both quantitative and qualitative aspects adapted from other international studies was piloted prior to being used for data collection. The secretariats of the institutional PTCs were requested to complete the questionnaire. Data were analysed using descriptive statistics for the quantitative aspects and thematic analysis for the qualitative component of the questionnaire. Data collection commenced after approval by the relevant ethics committees had been granted. The findings of the study reflected that the majority of the PTCs in the EC province, SA are district/sub-district PTCs which are a cluster of a number of health care institutions in close proximity. The PTC members were appointed by the executive authority as recommended by the literature and other guiding documents. As expected the nurses were dominant as the members of the PTCs in these district/sub-district PTCs. The secretariats were the pharmacists where pharmacists were available and chairperson were doctors. These findings correspond to the recommendations by the National Department of Health PTC policy (2015) and the studies conducted in other countries. A number of PTCs had sub-committees formed e.g. ABC analysis review committee, medicine utilization evaluation (MUE) committee and pharmacovigilance committee to optimise their functionality. Out of 15 PTCs only five PTCs with sub-committees reported functions and interventions, establishment of policies and SOPs. The rest had no outcomes or interventions reported. Poor production of policies and SOPs was observed which differs from other countries’ PTCs. The focus of sub-committees in other countries is the development of formulary and policies related to medicine use. These findings pose a question regarding the functionality and effectiveness of the existing institutional PTCs in the province. In addition, the basic documents that are required to run the PTC were unavailable in a number of PTCs. Barriers to the functionality of PTCs were reported i) Lack of pharmacists and training in PTCs. ii) The rural nature of the EC province and iii) Unavailability of resources including lack of re-imbursement of personal costs. These findings reveal that budget allocation for institutional PTCs is crucial for their functionality. It can be concluded that in the EC province the institutional PTCs which are active and effective are low in number and do not cover all geographical areas. Secondly there is a need for training and educating the PTC members on the role of the PTC members, role of sub-committees, development of policies, SOPs and the basic documents for the functionality of the committee. It is also important that during training the monitoring and evaluation of the effectiveness of the committee is emphasised. Therefore, the choice of the PTC objectives should be measurable as they can assist as indicators of effectiveness. Support by the executive authority has been observed.

Teachers' talk regarding inclusion: a comparative discursive studyBomela, Yolisa Faith January 2006 (has links)
Much research on the educators' perceptions of and attitudes towards inclusive education has been conducted both in South Africa and abroad. What is absent in this literature is an acknowledgement of the socially constructed nature of teachers' responses to inclusive education and its recipients. In this study, the talk of educators involved in piloting inclusive education is compared to that of educators who are not involved, in order to determine the discourses from which educators draw in their construction of inclusive education. It is a comparative study premised on the social constructionist perspective in which discourse analysis was employed. The sample was drawn from schools piloting inclusive education in the East London District of the Eastern Cape Province in South Africa and was compared with schools not involved in the pilot, but in the same area. Semi- structured interviews were conducted with eight educators spread across two piloting and two non piloting schools. The analysis revealed significant similarities and quite minimal differences in the manner in which educators across the two settings construct their experiences of inclusive education. Even though the educators draw on the rights driven anti-discriminatory discourse, they still embrace the special needs/medical/expertise and charity discourses. These discourses construct disability around notions of disputed degrees of impairment, feared status and perceptions of disability as a personal issue rather than a public responsibility, and they undermine the status of people with a disability while supporting notions of dependency. In this article, I will argue that the historical legacy within which these discourses were originally constructed, will essentially continue unless there is a change in how diversity is viewed.

Thesis (MTech (Tourism))--Cape Peninsula University of Technology, 2016. / This dissertation deals with an audit of community tourism projects that were invested in, in the Eastern Cape as part of government intervention to create job opportunities and contribute to the growth of the Eastern Cape economy through the tourism industry. The focus is on projects that received capital allocations for infrastructural development rather than operational costs. The study sought to achieve the following objectives:
• Determine the status quo of publicly funded capital tourism projects developed since 2004.
• Determine the modus operandi followed with regard to capital tourism projects.
• Determine the reasons for the successes or failures of these projects.
• Provide recommendations to address gaps and failures in tourism projects. The key informants to the study were steering committees that were established to implement community tourism projects. The steering committees are represented by government officials (local, provincial and national), consultants and community trusts or any community structure that represents the broader community. The study revealed three types of community projects, namely:
• Projects that are operational – although there are projects operating, the number is insignificant and it is unlikely that they would achieve the objectives that they were built for. The overall operational status does not warrant the R500m that was invested by government.
• Projects that operated before but closed hence, referred to as ‘white elephants’ – there are a number of projects that were in business but currently closed due to poor management and lack of skills.
• Projects that were under planning during the survey – these are projects that have been under planning for a very long time.

Selected marketing and branding practices among small and medium-sized family business in the Eastern CapeRichardson, Bianca January 2017 (has links)
Based on the importance of small and medium-sized family businesses, with regard to their economic contributions, as well as the fact that their high failure rates limit their ability to positively contribute to the economic growth of South Africa, this study focused on selected marketing and branding practices of South African family SMEs, and whether these practices influence their financial performance and ultimately their survival. Against this background, the primary objective of this study was to investigate selected marketing and branding practices adopted by family SMEs in the Eastern Cape. An overview of the literature was provided whereby the nature and importance of SMEs, and more specifically family SMEs, were described. The various challenges SMEs face were explored, with marketing and branding being identified as one of the main challenges that contributes to the high failure rate of family SMEs. In addition to the marketing challenges faced by non-family SMEs, family SMEs face extra marketing hurdles, given the overlapping subsystem of family and business. However, despite these challenges, family SMEs are able to make use of their familial aspect by marketing and branding the business as family-owned. A positivistic research paradigm and quantitative research methodology was adopted for this study, using a descriptive research approach. The primary data collection procedures involved selecting the population, the sample, sampling techniques, and sample size. For the purpose of this study, the population consisted of all family SME owners operating within the borders of the Eastern Cape province. From the population, a sample was selected using both judgemental and convenience sampling. A total of 500 questionnaires were distributed, which resulted in 325 usable questionnaires, giving an effective response rate of 65.00 per cent. Given the cross-sectional nature of this study, a survey research method using a structured, selfadministered questionnaire was used to collect the primary data. The scales used to measure the factors under investigation were developed based on previous research. In order to assess the validity of the ordinal scales, tests for unidimensionality were undertaken. Only factor loadings exceeding the 0.5 cut-off point were considered significant. Not all the items loaded as expected. Only five of the original six items intended to measure the dependent variable Perceived financial performance loaded onto this factor. The researcher, together with two experts in the field of marketing and family businesses, deemed the items for the dichotomous questions to show evidence of content validity. The reliability of the ordinal scales was assessed by calculating Cronbach’s alpha coefficients, whereby coefficients greater than 0.7 were deemed a scale to be reliable. Cronbach’s alpha coefficients of greater than 0.7 were returned for all the factors measured using ordinal scales, except one factor namely Customer service differentiation. This factor was not considered for any further statistical analyses. The reliability of the dichotomous questions was assessed using the Kuder-Richardson Formula 20 (K-R 20). For the purpose of this study, Kuder-Richardson values greater than 0.5 deemed the dichotomous questions to be reliable. Kuder-Richardson values of greater than 0.5 were reported for the dichotomous items relating to Branding of the family name, but not for Marketing function. However, given that the questions were used for descriptive purposes only, the items measuring Marketing function were used for statistical analysis. The independent variables returned mean scores of between 3.220 and 3.773, with the majority of respondents feeling neutral or agreeing with the statements measuring these factors. The dependent variable Perceived financial performance returned the highest mean score of all the factors with the majority of respondents agreeing with the statements measuring this factor. The dichotomous questions relating to the Marketing function indicated that majority of respondents did not have a written marketing strategy or a separate department that deals with marketing for their family business. The dichotomous questions relating to Branding of the family name revealed that in most instances the family name (surname) does not appear in the name, brand, logo or advertising material of the family business. Most of the independent variables (Promotion of family business, Family business image and Stakeholder perception) reported significant and positive relationships with each other. The independent variable Perceived financial performance reported significantly positive relationships with two independent variables, namely Product differentiation and Family business image. The multiple regression analyses undertaken revealed that only one of the independent variables, namely Product differentiation, had a significant positive influence on the dependaet variable Perceived financial performance. This study found that the independent variables Promotion of family business and Family business image did not have a significant influence on the dependent variable Perceived financial performance. The results of the two single regression analyses revealed that a significant positive linear relationship exists between Stakeholder perception and Promotion of family business, as well as between Stakeholder perception and Family business image. The findings of the analysis of variance found that Number of employees was the only demographic variable that exerted a significant influence on Product differentiation. The results also indicated that Age of respondent, Generation ownership and Nature of family business had an influence on Promotion of family business. However, the post-hoc Scheffé test revealed that only Generation ownership had a significant influence on Promotion of family business. The analysis of variance also found that the demographic variables Age of respondent, Generation ownership and Number of employees exerted a significant influence on Family business image; however, the post-hoc Scheffé found that only Generation ownership had a significant influence on Family business image. Based on the findings of this study, numerous recommendations were proposed to assist the owners of family SMEs to ultimately improve their business’s financial performance by adopting appropriate marketing and branding practices. The findings of this study showed that by adopting a Product differentiation competitive orientation, family SME owners can enhance their financial performance. It is hoped that the findings of this study will provide family SME owners with practical suggestions on how to use a product differentiation competitive orientation to ultimately increase their longevity, and that the suggestions for future research will inspire future researchers to continue investigating the unique marketing and branding practices of family SMEs.

The academic and social integration of first-year students into higher education: a systematic reviewKnipp, Shereene Natacha January 2017 (has links)
Success rates remain a critical challenge in higher education. National and international data continue to suggest that the majority of students entering higher education withdraw before graduation. There is a strong indication in the literature that a student’s integration into the academic and social systems of higher education plays a critical role in student retention, persistence and success. In addition, research data demonstrates that student success is strongly influenced by the experiences students encounter in their first year of study. Established interventions have not helped to stem the tide of dropout rates. The primary aim of the study was therefore to investigate the academic and social integration of first-year students into the higher education system. The specific objectives were to explore the factors that contribute to academic and social integration, as well as the outcomes of academic and social integration in the first year of study. The study is grounded in Tinto’s theory of student integration, which holds at its centre, the constructs of academic and social integration. Tinto’s model proposes that academic and social integration are instrumental to students’ persistence in higher education. The methodology employed for the study is a systematic review, in an attempt to sum up the best available research in response to the research question. It involved identifying, selecting, appraising and synthesising all quality research relevant to the academic and social integration of first-year higher education students. Several themes emerged from the systematic review. The main factors found to be contributing to academic integration were: interaction with academic staff, classroom and curriculum centrality, preparatory education, self-efficacy, interaction with peers, academic engagement, motivation and issues related to first-generation higher education students. Those for social integration were: interaction with peers, sense of belonging and identity, interaction with staff, involvement and accommodation issues. The main outcomes for both academic and social integration were found to be student retention, persistence and academic success. The findings are consistent with past research on academic and social integration. Based on the emergent themes, recommendations were made with the aim of improving success rates in higher education. The results of the study could be of particular value in the South African higher education context by offering insights into the global and local trends with regard to academic and social integration. The findings could hopefully offer possible responses to current critical student success challenges experienced in South African higher education, especially in the light of the call by the #FeesMustFall movement for free and decolonised education.

Perceptions of nurses with regard to staffing in the operating rooms of a private hospitalKriel, Dora Jenice January 2017 (has links)
Despite a number of research studies showing the correlation between higher nurse staffing levels and improved outcomes, RCN members continues to report lower nurse-to-patient ratios than what research results suggests (RCN, 2011:1). This reflected a general concern within the nursing profession. The operating room requires appropriate staffing which is critical to the safety of surgical patients and quality of patient care. The research study was motivated by the researcher’s own experiences while working in an OR in a private hospital where continuous discussions were held with management about the shortage of skilled staff; and where a shortage of OR nurses resulted in the use of Central Sterilizing Department (CSD) staff to do OR duties. The objective of the study was to explore and describe the perceptions of nurses regarding staffing in the operating rooms of a private hospital in the Nelson Mandela Bay Health District. The researcher used qualitative methods and designs to explore and described the perception of nurses regarding staffing in the operating room (OR) of a private hospital in the Nelson Mandela Bay Health District. The research population of the study included all the nurses working in the OR of a private hospital. The total number of 20 OR nurses was individually interviewed by means of semi-structured interviews. Three main themes emerged that includes nurses ‘perceptions with regard to the implications of inadequate staffing in the OR; nurses experiences towards top management with regard to staffing in the OR and recommendations from participants to improve staffing in the OR. Research findings concluded that nurses have a perception that shortage of OR nurses causes lack of communication, physical, emotional and psychological strain. They also perceived OR nurses to work under unrealistic conditions and to receive added responsibilities due to staff shortages, which affect the overall delivery of quality patient care. Comments included failure of management to attend to staff complaints and the perception of high staff turnover due to a lack of recognition and acknowledgement of overworked staff.

Community perceptions of Cannabis Sativa (dagga) in the Mzintlava location, Ingquza Hill Local Municipality, Eastern Cape ProvinceLum, Niba Rosemary January 2013 (has links)
Nowadays young people and other members of the society often find themselves in many malpractices such as rape, suicide, murder dropping out of school and other harmful activities due to the use of cannabis sativa (dagga) which is on the rise. This study concentrated on the use of cannabis sativa (dagga) in Mzintlava, Ngquza Hill Local Municipality in the Eastern Cape Province of South Africa. Young people are actually the victims of the consequences of the use of dagga. Indications are that parents often ignore their children to use cannabis sativa until they can no longer stop them. Earlier researches on substance use in South Africa have always been descriptive. This resulted in sketchy understanding of factors that predisposed young children to the use and even abuse of dagga and the reasons why parents and the community underestimated the practice until the stage of addiction. Without this understanding, it will be difficult to introduce effective ways of abolishing dagga use among young children and other members of the community. Finding effective measures to prevent substance use has been difficult. Research is therefore needed in order to understand the basis of the problem. This study attempts to examine factors that make parents and the communities to leave children to taking substances until the stage where they can longer stop them. It will also lead to establishing factors that put young children or teenagers particularly at risk to the use of dagga.

Knowledge, attitudes and practices of adolescents regarding contraceptives in the Maluti sub-districtCingo, Andiswa Linda January 2017 (has links)
The researcher observed a high incidence of pregnancy, sexually transmitted infections and abortions, including illegal abortions among adolescents in the Maluti Sub-District in the Eastern Cape Province. The researcher noted when speaking to the adolescents about contraceptives that they appeared to have a lack of knowledge as well as some misconceptions about contraceptives. The study therefore explores the knowledge, attitudes and practices of adolescents regarding contraceptives. To achieve the purpose of this study, a quantitative, explorative and descriptive survey was used to conduct this study. The research population in this study comprised all Grade 11 and 12 female adolescents enrolled at the selected senior secondary schools in the Maluti Sub-District. Simple random sampling was used to select the research sample. A structured self-administered questionnaire was used as a data collection tool. Descriptive and inferential statistics were used with the help of a statistician to analyse the data. A pilot study was conducted prior to the actual study being conducted, using the same design and research methods. The study findings revealed that participants had a low level of knowledge about contraceptive methods and there were some misconceptions regarding contraceptives prevailing among the participants. More than half (54%) of the participants are currently sexually active and less than a third of the participants indicated that they were using contraceptives The study concludes with recommendations for nursing practice, education and research. Ethical principles have been maintained throughout the study.

The establishment of an effective farming system for the Allan Waters communal area in the Eastern Cape ProvinceKing, Bryan Rhodes January 2002 (has links)
Allan Waters, a communal area near Queenstown in the former Ciskei of the Eastern Cape Province of South Africa, have about 80 households who are involved in agriculture. These households were surveyed with two questionnaires. The first was at household level, focusing on the current socioeconomic situations and farming systems. Data were collected from sixty-three households in the village. The socio-economics questionnaire was divided into sections: demographic information, land and agricultural information, income and expenditure. In order to improve the livelihood of the households and to secure food production and food security, a situation analysis of the rural farmers was carried out using typology as a research tool. Typologies were built in order to analyze the diversity of production units (farms) or households (agricultural households). To define household typologies, factors such as land, source of income, modes of farming and composition of the family were used to identify six typology categories and to divide these into two main groups. The two main groups comprised of (a) livestock farming and (b) non-livestock farming or very little farming activities. The six types are as follows: Type 1: Poverty-stricken households Type 2: Newly arrived households Type 3: Households’ depending on old age pensions Type 4: Households’ main income from old age pensions and supported by substantial farming Type 5: Households’ revenue generated from business, wages and farming Type 6: Full time farming Five types had access to grazing and arable land for agricultural purposes, but type two had not yet been granted the rights to graze or the use of arable fields for agricultural purposes by the village. The source of income for the households in type one was made up of welfare grants and remittances. Types three and four, mainly depended on pensions when compared to the other four types. The households in type five mainly received incomes from farming and business. In type six, the main income received was from farming. The most common modes of farming for the types were: garden-poultry- dry land- crop- cattle-sheep-goats. Using the data from the first questionnaire, the three active agricultural types were targeted with a production survey (28 households). The production survey revolved around animal production, but a number of questions had to do with general information concerning agriculture. From the survey, the households reported that the main aim for keeping livestock and chickens was self- consumption and sale of animals, except in the case of sheep, which were kept for wool production. In the case of the wool farmers, the committee controlled activities such as mating of animals, grazing management, shearing, dipping of animals and wool sorting. The other tasks were left to the farmer himself. Wool data obtained for 2001 indicated that the average fleece weight was 3.88 kg greasy wool per sheep, with an A- to C- length. The fibre diametre of the wool in general fell in a medium class (21.1 micron). From the survey a number of projects were identified to assist the rural farmers in improving the livelihood of the households and in securing food production and food security.
