Identification of Basic Characteristics of Managing Higher Education by Objectives

The main purpose of this study was to identify basic characteristics of managing higher education by objectives (HEBO). Six interrelated and interdependent research questions , which reflected other purposes of the study, were established. A sixty-two-statement questionnaire, from the review of MBO literature, was developed to use in the study. Statements were categorized into (1) philosophy of the educational enterprise, (2) identification of institutional goals, (3) specification of objectives, (4) definition of role responsibility, (5) the implementation process, (6) evaluation of organization, and HEBO limitations and requirements. Participants were requested to respond to each statement on a three point Likert scale consisting of "Agree," "Disagree," and "Modifications." Conelusions--(1) Experts and authors approved the characteristics of managing higher education by objectives (HEBO) as proposed in the study. (2) In order to be efficient and effective, an HEBO program should contain a mission statement, clear goals and objectives, well-defined role responsibilities, and also evaluation. (3) The HEBO implementation process requires more than a mere decision to institute such a program; it requires strong leadership, orientation programs , and MBO consultants. (4) Any HEBO model should have as its major purpose the securing of higher performance accountability. (5) In the policy- and decision-making process, the overall constituencies of a higher education should get involved in connection with HEBO implementation.

Aesthetic Justifications for Music Education: a Theoretical Examination of Their Usefulness

Justifications for music education have been studied only by examining historical trends in statements of aesthetic versus utilitarian values, and not from the perspective of evaluating the justifications' usefulness. A number of prominent writers in the music education field, while supporting aesthetic values as important for music education, have expressed doubts about the effectiveness of aesthetic justifications when used for convincing outsiders of the importance of music in the public school curriculum. These doubts, along with a preponderance of aesthetic justifications in the recent music education literature, led to the present study, which conducted a theoretical examination of the usefulness of aesthetic justifications for music education. The study addressed three research problems, namely: (1) the attitudes of the clientele groups of the public schools in terms of their values toward music as a subject in the schools; (2) the attitudes of the groups within the music education profession in terms of their values for music in the public schools and for the profession itself; and 3) the likelihood that justifications based upon "aesthetics" as a system of values would be accepted by the groups both inside arid outside the music education profession. A philosophical-sociological perspective was chosen for the theoretical analysis because the problems of the study concern the manner in which values are accepted or rejected by groups of people. The particular sociological theory chosen combined the symbolic interaction theory of George Herbert Mead and the sociology of knowledge as described by Peter Berger and Thomas Luckmann. Conclusions: Problems arise in justifying music education using aesthetic theory because (1) the symbolic universe of aesthetic theory is complex and is not well-understood by music educators or the clientele of the public schools; and (2) aesthetic theory represents gestures of a reference group with norms and values not usually found in the music educator or clientele groups.

This work deals with sex education in the Czech Republic and Roma Catholic's concept of sex education. The first part is focused on concept of sexuality, the definition of sex education, its objectives, principles and methods in relation to the concept of education institutions and selected experts. It also includes a description of the historical context of the development of education. The second part is devoted to the Roman Catholic's view of human sexuality, sexual pedagogy, the role of parents in sex education, its principles and methods. The last part is focused on comparing the Christian concept of sex education with the opinion of experts of different professions, whose gaze is focused mainly on sex educaion in educational institutions.

Following from this cognitive framework this study secondly determined the objectives and philosophy of the Rural Foundation. The adult education programme of the Rural Foundation closely corresponds to radical adult education thinking. The theoret i ca 1 substructure of the programme is comp at i b 1 e with contemporary deve 1 opment thought which emphasises people-centred, participatory and sustainable development and focuses on development as a learning process. With their theoretical premises, the Rural Foundation succeeds in establishing an adult education programme which supports non-racial, non-sexist and democratic learning principles.
