The impact of mergers on managers and educators in public FET Colleges at Buffalo City College, East London

The merger of higher institutions in South Africa after 1994 was an important change seen by the ANC-led government to break the shackles of the apartheid era. Notwithstanding the many positives that resulted from these mergers a lot of problems were experienced. This research study sets out to investigate the impact of mergers on managers and educators in the Buffalo City Public FET College (BCC) in East London in the Eastern Cape Province. The purpose of the study was to establish whether the working conditions of managers and educators at BCC had improved and whether managers and educators of the Public FET Colleges were able to interpret the FET Act, No. 16 of 2006 properly in order to improve the operational functions of the BCC. It tried to establish what measures were taken to assist managers and educators to improve the participatory decision-making within the structure of management of the college and whether the merger had any influence on the existing human relationship between staff members from different colleges. To this end an exhaustive literature review was conducted looking at an international perspective as well as a national perspective. The empirical design was a case study which made use of structured interviews to collect data from the three satellite campuses of BCC, using managers and educators. Emerging from the case study was that the merger policies within the FET sector have not properly addressed what might be the issues which would be expected to be achieved. The FET Act, Act No. 16 of 2006 affects the operational functions of the college in such a manner that some educators decided not to transfer their services to the College Council. There was a contradiction in terms of accountability, in the sense that when the employees had grievances the Provincial Department of Education referred the matter to the College Council and the College Council referred back to the Provincial Department of Education. It seemed that nobody would like to deal with the challenges of the college. Most of the participants expressed their dissatisfaction that principals and senior managers were remained employees of the Department of Education, while they, the educators, were classified as employees of the College Council. As far as the conditions of service were concerned, the participants mentioned that the qualified educators were not interested to join the FET College sector because of the salary structure; instead they opted to join the industrial sector where they received better salaries and conditions of service than at the college. Based on the findings emerging from the literature and case study it was recommended that the college must formulate credible policies for effective and efficient operations. A committee should be established to deal with fund-raising. The college must be given a chance to govern their affairs (autonomous status) as the FET Act, Act No. 16 of 2006 stipulates very clearly. Transparency in operational issues was seen as an important prerequisite. Transparency in Public FET Colleges means handling matters in such a manner that such as done openly either in the presence of all affected parties or allowing such parties to demand explanations or documentation or both.

The effects of professional development for early childhood educators on emergent literacy

This research study had two primary purposes. The first purpose was to evaluate the effectiveness of professional development training sessions with early childhood educators by measuring the emergent literacy skills of their students. The second purpose was to begin to establish concurrent validity for a fairly new skills-based instrument with an established norm-referenced instrument.A pretest-posttest design to assess the children's emergent literacy skills was utilized. After the pretest was conducted with the subjects, ages 3-5 years old, their teachers from the experimental group attended professional development sessions to address emergent literacy strategies for their early childhood classrooms. The teachers in the control group did not participate in the professional development sessions. At the conclusion of the intervention period the children's emergent literacy skills were posttested.The pretest and posttest assessments were conducted following best practice guidelines for early childhood education assessments. The early childhood educators who knew the children well completed the skills-based instrument through an observation process with a rating scale. The primary researcher conducted the norm-referenced instrument with each of the children in a one-on-one situation at the child's early childhood center.The scores of the two instruments were analyzed to evaluate the gains of the children, the significance of independent variables, and to examine the relationship between the two instruments. The data showed that the children in the treatment condition did make significant gains over the control group in the area of Readiness skills, but not in other areas assessed. Additionally, the independent variables of subject's gender and teacher's years of experience were significant for few of the subscales of the assessment tools. This study did begin to establish concurrent validity for the Language Arts Objective Sequence (LOS) with the Test of Early Reading Ability-Third edition (TERA-3). The LOS did possess internal consistency and demonstrated a positive correlation with the TERA-3 at the pretest. Further studies to establish concurrent validity with posttests as well as pretests need to be conducted. / Department of Special Education

Its relevance is justified by the analysis of narratives and documents such as autobiographies, letters, diaries, poetry and chronicles written by popular educators who have been participating in the literacy programs of young and adults, including this researcher educator. These sources have proven very powerful in providing insights from the movements of re-creating knowledge along life. The reflexive and autobiographic notes written a posteriori the live experiences reveal the understanding of the personal history deeply involved in the personal histories of the individuals/object. The educators attitude as a writer manifested in the texts and in their life choice as educators indicates that the emancipating conception of the production of knowledge experienced in the Popular Education gives rise to the development of the intellect, of creative energies, and of solidarity in overcoming the social constraints and restrictive conditions. The written texts also give rise to a new meaning of life as a work of art still to be finished and open to new experiences. This investigation amplifies the voices that have been silenced in the official culture and in the academy, and brings light to other versions for discussions and new propositions to be worked out in the social contexts where educational practices take place. Esta é representada pela “Ação Cultural de Criação Saberes e Fazeres da Mata Atlântica”, desenvolvida entre os anos de 2005 e 2010, envolvendo alunos e professores da rede pública de ensino de cinco municípios da região. A partir disso, objetivou-se compreender a repercussão que o processo educativo desenvolvido nessa Ação Cultural de Criação gerou nas práticas pedagógicas das educadoras que dele participaram. Historicamente, a criação e implantação de UCs esteve vinculada a uma perspectiva dissociativa da relação ser humano-natureza, sendo apreciadas como “ilhas de natureza intocável”. No Brasil, foram regulamentadas pela lei do Sistema Nacional de Unidades de Conservação (SNUC), configurando-se em espaços com diferentes características e fins, de acordo com sua categoria, sendo que a educação e a interpretação ambiental apresentam-se dentre os objetivos de unidades da categoria “parque”. Nesse sentido, as ações de educação ambiental propostas pela ONG foram empreendidas principalmente nesses espaços protegidos, com a intenção de trabalhar com as escolas inseridas nos microcorredores ecológicos definidos para a região do Litoral Norte. Para a elucidação dos resultados gerados, a investigação foi feita a partir de pesquisa qualitativa, adotando como procedimentos metodológicos a análise de relatórios das ações educativas realizadas com professores e a realização de entrevistas semiestruturadas com educadoras que participaram dessa ação. A sistematização dos dados foi feita a partir da análise textual discursiva (ATD), aliada à compreensão do subtexto. Para isso, foram consideradas três categorias a priori na pesquisa: práxis, consciência e autonomia. A análise foi feita à luz do materialismo histórico dialético e da EA crítica transformadora emancipatória, entendendo-se a questão ambiental configurada na integração e inter-relação entre as dimensões biológica, social, econômica e política. Os resultados encontrados permitem concluir que ações de EA continuam a ser desenvolvidas nas escolas da região, com a incorporação e apropriação de práticas pedagógicas ressignificadas pelas educadoras, em uma confluência de ações vinculadas tanto a práticas mais comportamentalistas de EA quanto a propostas mais críticas e com potencial transformador. Com isso, propõese que UCs podem se constituir em importantes espaços educativos, potencializadores na construção de uma “práxis ambiental”. / This work consisted in an investigation that analyzed the experience of environmental education (EE) developed by the non-governmental organization (NGO) “Instituto Curicaca” in protected areas (PAs) in the North Coast of Rio Grande do Sul. This experience is represented by the cultural action "Ação Cultural de Criação Saberes e Fazeres da Mata Atlântica”, developed between the years 2005 and 2010, involving students and teachers of public schools of five cities in the region. The research aimed to understand the impact of this educational process in the pedagogical practices of the teachers who participated of it. Historically, the creation and deployment of PAs has been linked to a dissociative perspective of the relationship between human beings and nature, being assessed as "islands of untouched nature." In Brazil, they were regulated by the law of the National System of Protected Areas (SNUC), setting up in spaces with different characteristics and purposes, according to its category, and environmental education and interpretation are presented among the goals of units of the category "park." In this sense, environmental education actions proposed by the NGO were mainly undertaken in these protected areas, with the intention of working with schools embedded in ecological micro-corridors defined for the North Coast region. For the elucidation of the results, the investigation was made from qualitative research, adopting methodological procedures as the analysis of reports of educational activities with teachers and conducting semi-structured interviews with educators that participated in this action. The systematization of data was made from the discursive textual analysis (DTA), coupled with the understanding of the subtext. Three categories were considered a priori: praxis, consciousness and autonomy. The analysis was made in the light of historical and dialectical materialism and of the critical transformative emancipatory EE, understanding the environment as the integration and interrelationship between the biological, social, economic and political aspects. The results allow us to conclude that schools continue to develop EE actions, with the incorporation and appropriation of pedagogical practices resignified by educators in a confluence of actions linked to both behavioral practices and critical proposals with transformative potential. It is proposed that PAs may be important educational spaces, contributing to the construction of an "environmental praxis".
