V úvodu práce je popsán rozvoj informační společnosti a e-governmentu v Evropské unii a nastíněny hlavní trendy vývoje státní informační politiky České republiky. Dále práce analyzuje úroveň využití elektronické komunikace v daňovém řízení, její výhody, bariéry a praktické aspekty. Hodnotí složitost procesu získání kvalifikovaného certifikátu a upozorňuje na omezenou využitelnost elektronického podpisu. Závěrečná analýza administrativních nákladů poukazuje na dosavadní nekomplexnost on-line služeb daňové správy a formuluje doporučení pro daňové subjekty ohledně možného využití elektronického způsobu komunikace v daňovém řízení.

Η Ηλεκτρονική Διακυβέρνηση (e-government), με τη συνεχή αύξηση της σπουδαιότητας της, απλώνεται σε όλες τις βαθμίδες της δημόσιας διοίκησης, τόσο σε Εθνικό όσο και σε Ευρωπαϊκό επίπεδο. Τα τελευταία χρόνια, η Ευρωπαϊκή Ένωση έχει προσδώσει βαρύνουσα σημασία στην εφαρμογή υποδομών αλλά και εφαρμογών Ηλεκτρονικής Διακυβέρνησης, σαν μέσο αναβάθμισης της ποιότητας των υπηρεσιών που παρέχουν οι δημόσιοι οργανισμοί στον πολίτη και τις επιχειρήσεις. Επιπλέον, η νέα αυτή τάση υπόσχεται μια μοντέρνα, αξιόπιστη και ανοικτή λύση η οποία θα συμβάλει στην γενικότερη αναδιάρθρωση της διοίκησης σε όλα τα επίπεδα. Για τον καθορισμό των κατευθύνσεων και των προδιαγραφών των συστημάτων Ηλεκτρονικής Διακυβέρνησης, διαμορφώθηκε το πλαίσιο eEurope, το οποίο εξειδικεύει τις αποφάσεις της στρατηγικής της Λισσαβόνας για την ανάπτυξη των τεχνολογιών Πληροφορικής και Επικοινωνιών (ΤΠΕ), με σκοπό να καταστεί η Ευρώπη η πιο ανταγωνιστική και βασισμένη στη γνώση οικονομία, στοχεύοντας παράλληλα στην ανάπτυξη και την κοινωνική συνοχή. Στη παρούσα διπλωματική εργασία περιγράφονται οι βασικές αρχές της Ηλεκτρονικής Διακυβέρνησης, το πλαίσιο μέσα από το οποίο εφαρμόζεται μέχρι σήμερα καθώς και ποιες είναι οι νέες τάσεις και προκλήσεις στο χώρο αυτό (Κεφ. 1 και 2). Στη συνέχεια, αναλύεται λεπτομερώς ένας από τους σημαντικότερους χώρους εφαρμογής της Ηλεκτρονικής Διακυβέρνησης, η Ηλεκτρονική Ψηφοφορία. Συγκεκριμένα, προτείνεται ένα μοντέλο ασφαλούς ηλεκτρονικής ψηφοφορίας (evoting) με τη χρήση της τεχνολογίας των έξυπνων καρτών (smart cards). Η τεχνολογία των έξυπνων καρτών διασφαλίζει το απαιτούμενο επίπεδο ασφάλειας που απαιτείται σε τέτοιου είδους συστήματα, στα οποία η διακινούμενη πληροφορία πολλές φορές αφορά ευαίσθητα και προσωπικά δεδομένα (Κεφ. 3). Τέλος, παρουσιάζεται μια πιλοτική εφαρμογή ηλεκτρονικής ψηφοφορίας, η οποία χρησιμοποιείται σε ένα αντιπροσωπευτικό δείγμα «ψηφοφόρων». Οι απαντήσεις της «ψηφοφορίας» αποτελούν τα τελικά δεδομένα – αποτελέσματα τα οποία αναλύονται τόσο ποσοτικά όσο και ποιοτικά (Κεφ. 4). Από τα δεδομένα αυτά, προκύπτουν τα τελικά συμπεράσματα όσον αφορά την εξοικείωση των πολιτών για θέματα Ηλεκτρονικής Διακυβέρνησης (Κεφ. 5). / -

The thesis identifies the role of e-business and ICT in the economy of the present European Union and their function in increasing EU's competitiveness in the world's economy. It maps and evaluates help of the public sector of the European Union for this important component of modern economy. The thesis also describes current state of e-business and ICT both in the European Union and the world and outlines their probable future development.

The aim of this thesis is to describe and evaluate policie, programs and projects of the European Union's information policy. It is focused on the librarianship with a reflection of Czech projects in this area. In the introduction, the so-called Bangemann report is mentioned, which is considered as a milestone in the development of information society. This report laid the foundation for other strategic documents, which were the eEurope, including following action plans. There are other two important documents mentioned in the following chapters, i.e. i2010 - European information society for growth and employment, and EUROPE 2020 - A strategy for smart, sustainable and inclusive growth. The core of the work is formed by a description of programs, funding European projects in the area of librarianship and projects, which originated from those programs. Given the trend of the 21st century is the digitization, projects in this area are described in this thesis. This is especially the European Digital Library, Europeana, and many other partial projects. The penultimate chapter is devoted to current projects in the field of digitization in the Czech Republic. The thesis deals with the topic of the Information Policy of the European Union. It is focused on the development, principles and strategic plans from the beginning of the 21st century to the present. The aim of the thesis is to characterize and evaluate the past and current information programs of the European Union. The thesis describes the Lisbon Strategy which was the first major document that defined the direction of the European Union.
