Práce se zabývá měřením efektivnosti řízení hygienických stanic ? správních úřadů v oblasti ochrany veřejného zdraví. V teoretické části předkládá základní východiska pro fungování hygienických stanic v systému státní správy, hodnotí teoretické přístupy k pojmu efektivnost a nabízí nástroj pro měření (výpočet) vybraného konceptu efektivnosti. Praktická část se zabývá metodikou výpočtu fixní technické efektivnosti. V závěru praktické části pak ověřuje validitu výsledků a hledá příčiny vedoucí k získanému výsledku. V závěru nabízí práce návrhy opatření vedoucí ke snížení neefektivnosti řízení hygienických stanic. Poté se zabývá hodnocením splnění cílů práce a potvrzení či vyvrácení stanovených hypotéz.

Práce se soustředí na komparaci východisek neoklasické environmentální ekonomie, ekologické institucionální ekonomie a tržních přístupů k ochraně životního prostředí. Uvedené tři ekonomicko-teoretické směry v současné době představují hlavní paradigmata v rámci ekonomie životního prostředí a soupeří o míru vlivu na ekologickou politiku jednotlivých států či nadnárodních organizací. Jelikož tyto směry dochází k diametrálně odlišným doporučením ohledně preferovaných režimů správy přírodních zdrojů (státní, komunitní či soukromé vlastnictví), je cílem komparace nalézt prvky pro možný společný postup či naopak identifikovat příčiny hlavních odlišností. Ucelené srovnání všech tří ekonomicko-teoretických směrů nebylo doposud provedeno, což vede k izolovanému vývoji všech tří sledovaných paradigmat.

Práce zachycuje možné cesty budoucího vývoje městských nemocnic, o kterých rozhodují orgány měst jako jejich zřizovatelé. Příklad čtyřech transformovaných nemocnic ukazuje různé důvody a příčiny těchto rozhodnutí. Dále je obsažena analýza technické efektivnosti a dalších faktorů, které by mohly mít vliv na efektivnost městských nemocnic.

The dissertation thesis deals with evaluation of non-investment public expenditure programs. The main aim of the thesis is to draw a set of relevant recommendations for proper construc-tion of public tender specifications, which are used to tender external evaluations. The author performed a research with the usage of empirical and statistical methods on a sample of tender documentations and evaluation reports, which were carried out for ESF operational programs 2004--6 and 2007--13 in the Czech Republic. Author also used a case study of an evaluation performed on Objective 3 Single Programming Document (Prague), co-financed by the ESF in the period 2004--6. In addition to the main objective stated above, the thesis includes data on real public tender documentations and evaluation reports. The output is represented by data on estimated prices of external evaluation, tender documentation contents and also on methods and techniques, which were used in the evaluations examined. Such set of empirical data has been scarcely found in recent studies, which adds to usability of this thesis for expert audience. External evaluation is an expert project financed with public resources, carried out through public procurement. Based on the model process of such evaluation, the author searches for preconditions of realizing an efficient external evaluation. Efficiency and its factors then become main subject of research. As a key factor of performing an efficient evaluation through public procurement, the author identifies the tender documentation and its qualities. This thesis contains a research performed on a sample of evaluations of five programs co-financed by the ESF in the Czech Republic. Examined tender documentations contained serious drawbacks, namely incomplete and inexact definitions of expected outputs, missing list of required methods for the evaluation and also missing scale of statistical samples for the research. Quantitative tests also did not prove any dependence of estimated price of the evaluation stated by the tenderers on pre-defined cost-effective factor. The thesis ends with summative conclusions of the drawbacks and, in accordance with research findings, brings a set of methodical recommendations for proper construction of public tender specifications of an evaluation, which may lead to increase in efficiency of tendering external evaluations.

The aim of this study is classification of production factors in company. Assess the possibility of evaluating the effectiveness of production factors and analyse the impact of the efficiency of production factors on business performance of selected business entity.Calculations are divided to years 2010 2014. The study is divided into practical and theoretical parts. The theoretical part deals with the factors of production in the enterprise, ways of measuring the effectiveness of factors of production and evaluation of the efficiency of utilization of production factors. Furthermore, the theoretical part deals with the influence of the efficiency of production factors on business performance. The practical part describes the development of production factors of chosen company. There are applied methods of evaluating the effectiveness of production factors and evaluated the effect of the use of production factors on the economic results of the company. For these purposes there are used indicators of efficiency and productivity. By calculations were detected irreplaceability of individual indicators of effectiveness. There was also found a high dependence on the performance of the enterprise in productivity. Indicator with the largest impact on company performance is the labour productivity 3.

The graduation thesis Czech Agricultural Policy and its Impact on the Management of Selected Agricultural Entities deals with the effect of the obtained grants in the selected agricultural enterprises in the time period of 2010 2014. The enterprises are submitted to a financial analysis. Methods include the analysis of absolute indexes that shall evaluate the progress of the financial statement items by means of the horizontal analysis. Furthermore, the method of ratio index analysis is used where the liquidity, indebtedness, activity and profitability indexes are calculated. Consequently, there is the analysis of the obtained grants and its impact on the enterprise economy. Juxtaposition of operating results of each subject including the operating grants and without them. The last step is the calculation of ratio indexes without the mentioned operating grants. The conclusion evaluates the enterprise dependence on the grants on the basis of the analysis results and discloses the most prosperous enterprise within the group in view. Furthermore, there are measures proposed that could lead to improvement of the situation in enterprises. For example, to focus more on ordinary activities bringing revenues. Assess the size of rented land and its use within the business of enterprises or consider the appropriateness of financing foreign sources.

The diploma thesis was focused on identification of economic factors in the lumber factory and their influences on economic efficiency and competitiveness under real company conditions. The other aim was in the field of the economic viability of forestry and lumber sector. The sawmill Javořice, Inc. became the selected company because of its komplex history. The sawmill was analyzed by financial indicators for period 2003 - 2014. The axis was divided in three time frames, of that two periods are evaluated (1/2 - 2003 - 2006; 2/2 - 2011 - 2016). The second step gives a defines the current competitive environment, for the identification SWOT analysis and 5F were used. Results of thesis contribute to the issue of the economic viability of forestry and lumber sector in the Czech Republic. The impoving trend of financial stability with the deleveraging of the fianancial situation, which is a residue of the insolvency period, follow from the economic analysis of the sawmill Javořice, Inc. In the field of competition the situation in the company is relatively good. The thesis can be a valuable tool, with which everyone can evaluate the company and a partner with who can trade.
