Application of project management tools to assist in the process of developing emergency exercises

An emergency exercise is an important part of emergency management and helps prepare and test the emergency management system to face an emergency. Emergencies tested include those caused by earthquakes, hurricanes, tornadoes, and technological accidents--nuclear and chemical. This research focuses on emergency exercises for accidents at nuclear facilities. The aim of this research is to identify which project management tools emergency exercise development managers can use to assist them in developing emergency exercises. The project management tools selected were the stakeholder analysis, work breakdown structure, responsibility matrix, activity/ milestone list, progress diagram, Gantt chart, and activity network. A group of experts in emergency exercise development acted as a source of information on how project management tools could be used in emergency exercise development. This group of experts were given a hands-on workshop on using the seven project management tools. The experts developed an emergency exercise shortly after the workshop. These experts were asked for their opinions on how they could have used the tools to assist them in developing the exercise. The experts' opinions were gathered using open-ended and structured interviews. The interview data on analysis, revealed that of the seven project management tools, experts felt most comfortable with the stakeholder analysis, work breakdown structure, responsibility matrix, and activity/milestone chart. Analysis also revealed that further training was required before the group of experts felt comfortable with the project management tools. Hypotheses on the relationship between the group developing exercises and usage of project management tools are made. Exercise developers' suggestions on usage of project management tools are also provided. / Master of Science

Disasters are unavoidable. The United States separates the phases of addressing a disaster into Response and Recovery. There are systems in place for Response; but Recovery, a fundamental process for countries to rebound from disasters, is a topic that is left aside. Recently the U.S. released a framework regarding this topic and it is the intention of this work to further explore recovery by starting a modeling process for disaster management systems by developing a Disaster Recovery Roles Pattern based on the framework and creating flowcharts using the Business Process Modeling Notation for use in future development of systems for the recovery process. / Carlos A. Perceptions of Disaster Professionalism in Mexico: Adding a New Public Management Perspective to Emergency Management

This study investigated the perceptions of emergency managers regarding the degree of emergency management professionalism in Mexico and how it can be improved. The disaster of the Mexico City earthquake of 1985 was used as the starting point for this case study, as the prospects for more-frequent and more-intense disasters lend credence to the need for improved professionalism and, thus, effectiveness among emergency managers in the future. An expansive framework of emergency management professionalism mechanisms (or characteristics) and an additional compilation of new public management components (or values) were devised from the extant literatures found within the respective emergency management and public administration fields. The theory advanced by this study is that by integrating new public management components with emergency management mechanisms, professionalism in Mexico will improve and, thus, emergency managers will become more effective. ualitative field research was the methodology employed and it included interviews with 35 emergency managers in Mexico in corroboration with documentary evidence, to ascertain emergency managers' perceptions of professionalism in Mexico. The findings of this study determined that emergency managers in Mexico are implementing many of the mechanisms of professionalism but fewer new public management components. This study posits that by integrating new public management components with emergency management professionalism mechanisms, professionalism in Mexico will improve and will increase emergency managers' effectiveness.

Exploring Spontaneous Planning During the North Texas April 3, 2012, Tornadoes: an Assessment of Decision-making Processes

The primary purpose of this research program is to confirm the spontaneous planning behavior in post-disaster operations while at the same time contribute to the development of the concept in a tornado type disaster. An additional goal also includes examining how the process takes place in resolving unanticipated problems as a disaster unfolds. This study uses qualitative methodology which is case study to probe the concept of spontaneous planning behavior to solve unexpected challenges as a disaster develops. Specifically, semi-structured, open-ended questions were utilized to collect data from stakeholders in eleven functional organizations in three impacted cities during the North Texas April 3, 2012, tornadoes. Findings indicate that debris removal and ensuring public safety, search and rescue, securing damaged neighborhoods, activation of emergency operations centers, damage assessment, restoration of communication system, public relations and media, and volunteer and donation management activities appear to have benefited from spontaneous planning behavior. Further findings suggest that the driving forces behind the phenomenon were gathering valuable new information, learning opportunity within the disaster, relative freedom and significant high degree of discretion, response was innovative with flexibility, and solutions waiting for problems features proposed in the integrated decision-making model (IDMM). However, it was uncovered that interview respondents’ answers tend to indicate that mixed organizational structures helped in problem resolutions rather than just flat organizational structure as some decision making literature may suggest. Analysis of this decision-making model expanded the understanding of how spontaneous planning behavior took place in resolving unforeseen problems in post-disaster operations. This research project confirmed the concept of spontaneous planning in the North Texas tornadoes as well as suggesting how it occurred. The research program validates spontaneous planning behavior in tornadoes; advances and develops the concept of spontaneous planning; increases understanding, description, and management of post-disaster operations; improves emergency management operations; promotes spontaneous planning as a key principle among responders and others involved in emergency management; and proposes IDMM as a useful model that explains decision-making behavior during a disaster.

Return-Entry Risk Communication Following 2012 Hurricane Sandy

Within risk communication, much is understood about pre-event warning related to evacuation and sheltering; however risk communication during the return-entry phase when ending evacuations has been largely under-studied in the disaster literature. Understanding of the return-entry risk communication process is important because returning early or prior to issuance of the all-clear message can make returnees susceptible to post-disaster risks, and also hamper post-disaster activities such as debris removal, traffic management, utility restoration and damage assessments. Guided by the Warning Components Framework and the Theory of Motivated Information Management, this dissertation focuses on risk communication as it pertains to organizational behavior during the return-entry process by examining how local emergency management organizations develop, disseminate and monitor return-entry messages. The data is collected through semi-structured telephone interviews with local emergency management organizations that managed return-entry following Hurricane Sandy. The findings of the study indicate that local emergency management organizations required information on post-disaster threats, damages, and utility and infrastructure condition in order to develop return-entry strategy for their community. Organizations improvised to their existing risk communication measures by adopting creative ways for information dissemination to the evacuees. They also utilized active and passive approach to monitor public response to the return-entry messages.

The Effects Of Transformational Leadership On Employees' Perceived Leadership Effectiveness In Public Organizations Federal Emergency Management Agency Case

As the capacity of public leaders to bring about change is increasingly questioned, public agencies have come under pressure to transform and innovate. More research is needed to identify how leaders who promote innovation, creativity, and adaptability affect the performance of public organizations. Constant improvement of organizations and individuals encourages leaders to innovate, evaluate risks as opportunities, and tackle the status quo. This raises the significance of how transformational leadership contributes to organizational performance and reacts to public agencies‘ environment, and how it might reorganize them. The present study examines the relationship between transformational leadership behaviors and perceived leadership effectiveness in public organizations, particularly Federal Emergency Management Agency (FEMA). The study specifically focuses on FEMA as an independent agency and as an agency under the Department of Homeland Security. It also measures transformational leadership behaviors and explores how they relate to public employees‘ perceptions of leadership effectiveness as reported by the 2002, 2006, and 2008 Federal Human Capital Surveys (FHCS). Confirmatory factor analysis was conducted to validate the construct validity for the perceived leadership iv effectiveness measurement model. Structural equation modeling was conducted to examine the study hypotheses. This study has found that transformational leadership behaviors—idealized influence, intellectual stimulation, and inspirational motivation— all have a significant relationship with perceived leadership effectiveness. Each dimension of transformational leadership has a positive effect on employees‘ perceptions of leadership effectiveness, with intellectual stimulation having the highest effect. The standardized regression weights of exogenous variables are: .24 for idealized influence, .48 for intellectual stimulation, and .29 for inspirational motivation. Overall, these predictor variables accounted for 86% of the variance in perceived leadership effectiveness. Findings of the study reveals several organizational, managerial, and policy implications relating to increasing the effects of transformational leadership behaviors on employees‘ perceived leadership effectiveness and organizational performance. The study points out the significance of communication and information sharing, and providing sufficient opportunities to do a better job in public organizations. The findings also confirm that the leaders are required to obtain inspirational motivation behaviors and use them to give a feeling of personal empowerment to the employees

Long-term post-Katrina volunteerism: the ethics of an imported solidarity

The trauma and devastation that resulted from Hurricane Katrina's landfall on August 29, 2005, produced a wide spread public perception of government neglect and ineptitude. Subsequently, a period of nationwide shame and concern for those most affected by the disaster elicited a wave of financial generosity from all social sectors. Yet, by late 2005 the media declared that the majority of Americans had become desensitized to the tragedy and its consequences, coining this shift in public perception as "Katrina fatigue." Thousands of volunteers contradicted this phenomenon, however, by performing service in the devastated city of New Orleans. Long-term volunteers defied "Katrina fatigue" by redirecting the trajectory of their lives so they could provide service. Conventionally accepted volunteer theory predicts that volunteers provide service and that their labor operates in conjunction with institutionally supported mechanisms of security and services. / However, for the volunteer subjects in this study, Katrina and its immediate aftermath shattered the trust in such institutions. These volunteers did not assume that their service operated in conjunction with state sponsored agencies or corporations. Rather, they viewed their own acts of service as the means of promoting the recovery. This qualitative case study examines the deliberated choices and actions performed by long-term volunteers between the years 2005 and 2009. The primary subjects in this investigation include 15 volunteers who performed long-term and/or repeat delegations of service within organized networks. Volunteer subjects believed that if they did not perform the services they did, these services might not get done. Volunteers internalized contours of the larger political economy and their own perceived role within them. Performing service functioned partially to counteract this internalization and simultaneously redirect their lives. / Second Line, a New Orleans street tradition of neighborhood processions, reveals more of what drives the long-term volunteer's desire. The root practice of Second Line processions embodies a form of cognitive liberation for the disenfranchised as the processions interrupt normal arrangements of order and power in the city, albeit temporarily.
