ICT, human capital development and Emiratisation of the labour market in the United Arab EmiratesAl Qubaisi, Omar January 2012 (has links)
The UAE's labour market policy of Emiratisation is intended to replace expatriates with local workers by imposing restrictions on the employment of expatriate workers in the public sector and enforcing the private sector to employ nationals in certain types of jobs. This policy has been focused rather narrowly on administrative jobs in the finance and oil sector, and has not addressed the newly emerging ICT sector which is a cornerstone of the government's long-term economic growth strategy. Moreover, strategies such as the Emiratisation policy and investment in the ICT sector are not currently taking place within the context of a proper analysis of labour market needs and problems. The main aim of this study is to make a significant contribution to the knowledge base from which a sustainable national human resource policy in the UAE can be developed, by exploring the current barriers to successful working environments, and by assessing how the Emiratisation policy can be redesigned to focus more on new high-growth sectors, especially the ICT sector. The study also contributes more generally to the field of knowledge about how human capital supply can be improved through policy interventions and technology implementation. Furthermore, by adopting a conceptual framework based on established labour market and social network theories, the study is expected to improve understanding of the UAE economy and potential solutions to current labour market problems, thus offering considerable practical value to UAE decision-makers and policy officials. The study employs a multi-disciplinary approach to the study of the relationship between human capital and ICT with special emphasis on harmonization. This is a mixed-methods study consisting of both quantitative and qualitative primary research data collection, as well as a review of literature. The quantitative research method used a semi-structured online questionnaire survey targeted at managers in the Oil/Gas and Banking/Finance sectors, future job-seekers (students), and other UAE labour market stakeholders and experts. This was followed up by in-depth interviews with ICT expert informants, to provide qualitative data. The results of the quantitative and qualitative components were integrated in a process of triangulation, to draw out their overall significance. The principle finding of this research is that the mismatch between the supply and demand sides of the labour market in terms of skills and expectations is the main barrier to emiratisation. High percentages of Emirati students do not enter the labour market following graduation. UAE nationals have high job and salary expectations, and mainly focus on the public sector. Employers surveyed believe that the types of skills and qualifications they need are in short supply among UAE nationals, especially in relation to managerial and professional jobs. The cultural importance of contacts makes the recruitment process inefficient on both sides. Emiratisation can be expensive for organisations, would be more sustainable if compliance were better enforced by the UAE government, and needs to be better supported by a good education/training system which prepares UAE nationals for the needs of the labour market. The study concludes by advocating a gradual shift towards the knowledge economy as a way of rebalancing the labour market, proposing potential further research on the ICT field within the UAE's private sector, with close attention to indigenization. On the demand side, more detailed nationally representative data might be collected on the skills requirements of private sector jobs in a range of sectors, so that the UAE education system can be better designed to meet the needs of the economy through human resource development.

The Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) which was adopted in 1979, and the 1995 Beijing Declaration and Platform for Action have generated global and regional momentum in the advance of equal gender opportunities. This research explores the increased presence of women in higher education and their subsequent entry into the workforce in the United Arab Emirates. The government has attempted to reduce its citizens' dependency on public sector employment and promote opportunities in the private sector. Governmental efforts have included improving the education system, granting women access to education and introducing funding schemes to encourage employment initiatives. Yet, despite these efforts, unemployment across the UAE remains at a high level, with public sector favoured by Emirati nationals. The country's drive to nationalise the labour force reflects the necessity of utilising the capabilities of Emirati nationals, both men and women, to diversify the rentier state economy. Emiratisation is a national government strategy in the United Arab Emirates that aims to reduce the country's reliance on expatriate labour and increase the participation of nationals in the labour market, both in the public and private sectors. The research for this thesis begins by exploring the inadequacy of classical rentier state theory and examining Mathew Gray's theory of late rentierism within the context of the United Arab Emirates. It further builds on the late rentierism model with a particular focus on the role of women, education and youth participation. The methodological approach used in this research is primarily qualitative, including interviews with final year university students, and professionals in the banking sector of both sexes. These groups were chosen to highlight the practical implications of governmental Emiratisation policies aiming to increase job opportunities across the United Arab Emirates. To date, very little research has been conducted on the issues of gender, work life balance policies and new workforce trends in the UAE.

Women in the United Arab Emirates (UAE) have a role to play in the development of their country’s political, economical, educational and social goals. Although, social constraints exist for women and work, they presently dominate sectors like education.
A qualitative research design was employed to identify barriers, current leadership roles and the participation of national female educators in the decision-making process. Barriers to both job entry and career progression were identified. In particular, married educators with children found difficulties in balancing their roles as care givers and career women. Educational leaders used transformational leadership styles, were considered role-models and contributed to decision-making by providing quality decisions based on their experience and expertise. Strategies to assist women in overcoming barriers are recommended because when women start forming an integral part of the workforce, their empowerment and their input in terms of leadership will be a key factor for the UAE government’s goal of Emiratisation. / Educational Studies / M.Ed.

An analysis of Dubai's socio-economic development strategies and performance between 1998-2008Thompson, Paul Anthony 17 March 2014 (has links)
This study explores the socio-economic development path of the former Trucial State of Dubai, now an economic powerhouse within the Federal State of the United Arab Emirates. This thesis emanated out of the researcher’s need to understand the development trajectory of Dubai from the perspective of a development discourse, as literature and debates on the city’s developmental trajectory have generally focused on micro-and macro-economic variables and a sectoral emphasis without considering the total and complex development matrix. The author proposes a rentier, developmental and competition (RDC) Model as a basis for understanding the state-led social and economic development of the Emirate of Dubai. Empirically, the study examines a whole raft of home-grown social and economic development policies that fall exclusively within the domain of the Dubai Strategic Plans (DSPs). Conceptually, the thesis argues that although the Dubai Inc model has successfully changed the socio-economic landscape of the Emirate, nevertheless, a soft underbelly of the model displays the exploitative nature of unbridled free market capitalism.
Methodologically, triangulation backed up the qualitative research methodology by utilising a mixed-methods approach to enhance the richness of the research. Specific data collection methods used included in-depth semi-structured interviews and non-participative observation, supported by documentation analyses of relevant documents. The research findings unambiguously demonstrated that the socio-economic transformation of Dubai, between 1998 and 2008, was a result of the aforementioned hybrid model, which this thesis uses as its theoretical framework. The conclusion drawn from the study is that there is no one path to development; the Government of Dubai is cognisant of that and has thus used the capacity of the state to transform the once impoverished and marginalised sheikhdom into a ‘commodified’ city-corporate entity. / Development Studies / D.
