Sonic Apartheid: ecoracism, apartheid geographics and noise pollution in Cape Town's Blikkiesdorp

In Sonic Apartheid: Ecoracism, Apartheid Geographies, and Noise Pollution in Cape Town's Blikkiesdorp, Alexandra Downing Watkins begins a project of mapping geographies of dispossession and abandonment in Blikkiesdorp (Afrikaans for "Tin Can Town"), a Temporary Relocation Area on the margins of Cape Town created in 2007 following a wake of mass evictions for the 2010 World Cup. After being created as a "temporary" solution, Blikkiesdorp remained a site of abandonment where evicted peoples, refugees, and other "undesirables" were sent to live. Seven years later, the City of Cape Town and the Airports Company of South Africa signed a Memorandum of Understanding agreeing to realign one of the airport's runways, which would serve to relocate the community. Following the story of strategic organising by the Blikkiesdorp community to be included in the Environmental Impact Assessment that was being instrumentalized to further displace them, this work examines the community's struggle against conditions of abandonment through complicating the division of humans and the environment. This project engages with the mechanics of bio-, necro-, and geontopower, in contemporary South African environmental governance as an afterlife of apartheid spatial planning. The project features environmental research that was completed in cooperation with community members who shared their experiential environmental knowledge through interviews and diary entries as well as compiling decibel readings of excessive noise pollution. This data along with noise pollution diaries, photographs, and interviews has been compiled and placed in a digital archive in the form of an open-source ArchGIS Story Map. Combining theory and research contributed by the Blikkiesdorp community with the contemporary theoretical language of new materialism and critical race theory, this work engages with the porosity of bodies, the co-imbrication of bodies and landscape, how the creation of an "alternative social project" can serve to disturb and resist evidence-based technoscience and processes of ecoracist governance.

Assisting Africa: a critical analysis of technical assistance in low carbon development practice

Climate change mitigation efforts are increasingly forming part of the agendas of African nations, particularly since the inclusion of voluntary targets for these countries within the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement of 2015. This focus towards the mitigation of greenhouse gas emissions, together with the need to achieve development objectives, has become combined in the practice of ‘low carbon development’ within developing countries. Technical assistance programmes have been set up to support the achievement of low carbon development, and these activities typically flow from the global North to Africa. However the power structures and flows of benefit that underlie these practices have not been the subject of much enquiry and are largely occluded within the climate change mitigation community of practice. With the inclusion of climate change mitigation targets for developing countries together with a direct call for increased capacity building within the Paris Agreement, the volume of technical assistance support focused towards Africa is likely to increase. As such the need to consider what effective technical assistance, that is both equitable and appropriate to the African context, might look like becomes a priority. This study engages with these issues. By considering the literature arising from decolonial studies and development theory together with bringing to the fore the perceptions of African climate change mitigation professionals, it provides a critical analysis of the tacit assumptions that are legitimated within the technical assistance practice in climate change mitigation. The study finds that current modes of technical assistance practice within low carbon development continues to entrench the hegemonic nature of knowledge of the global North, and perpetuates the placement of Africa in a position of extraversion towards the North, assuming African government and climate change practitioners as lacking in knowledge and expertise. The study advocates for a more equal and bilateral flow of knowledge between the two regions in order for African nations to faster and more effectively reach the twin goals of development and mitigation within Africa. It considers the lack of the critical theories of decolonial studies and development theory in climate change scholarship (particularly the absence of African voices in the debate) and brings these alternative voices and theories into low carbon development technical assistance practice.

Ebbs and flows: more-than-human encounters with the Cape Flats Aquifer in a context of climate change

This dissertation advocates inclusive and integrated more-than-human relations as humans, technoscience, and nature become increasingly entangled in contexts of climate change and socio-ecological crisis. Researching in the environmental humanities between 2017 and 2020, I situate my study in Cape Town, South Africa, where the fluctuations between water's abundance and absence—as evidenced by the 2018 drought—have necessitated new approaches to ontology and epistemology that critically disrupt dominant systems of thought. Using the Cape Flats Aquifer and its aboveground area, the Philippi Horticultural Area, as my primary field sites, I focused on the legal battle that has surfaced between various human actors over land and water use, to explore how different human-nature relationships emerge, and to evaluate the social and environmental implications thereof. The overall inquiry guiding my research is how the Cape Flats Aquifer can make the case for multispecies relations by examining how it flows, or is brought into, existence. First, I present the different kinds of evidence that make the aquifer and its aboveground area un/seen; second, I assess whether alternative ways of evidencing the aquifer exist with a focus on farming practices in the Philippi Horticultural Area; third, I question what ought to be part of the aquifer evidentiary if sustainable, adaptive, and resilient human-nature relations are to be achieved? I argue that humans, multispecies, and earthly bodies such as the aquifer ought to be understood as relational, multiple, and intimately implicated in each other in the face of unpredictable climatic conditions.

Rivers that become reservoirs: an ethnography of water commodification in Lesotho

Through exploring the relationship of people to water and how that relationship changes when water becomes a commodity, this study addresses the devaluation of the relationship of people and water in the environment they live in and contrasts the devaluation with the value attributed to commodified water by neoliberal economic policy. Where the relationships between people and water are financialised, commodification sets people and water apart in planning and policies as if they are separate entities. Focusing on the effects of the Lesotho Highlands Water Project in the commodification of water in Lesotho, this study contrasts life lived with freeflowing water and with commodified water. Through ethnographic data collected over 18 months in three villages around the Katse Dam and the Mohale Dam, the dissertation demonstrates that development agencies do not take into consideration the human-nonhuman relationship that exist between communities and their environment. The study demonstrates that economic development through the damming of rivers has rendered people both ecologically and economically precarious. Drawing from these findings, the study proposes that development based on the extraction of natural resources and the assumption that people and environment are separate, should be replaced with an integrated theory of habitability and wellbeing that includes, in its social theory, the relationships of people with soil and water. The thesis was guided by multispecies, political ecology and economic anthropology theories.

The Kuils River multiple: versions of an urban river on the edge of Cape Town, South Africa

This thesis explores how diverse ways of knowing and being with the Kuils River, located in Cape Town, South Africa, are shaped and in turn shape the river. The management of water (in pipes and rivers) and the development of water infrastructure are deeply rooted in societal development agendas that, over time, have been embedded in discourses of empire, economic growth, state formation, sustainability and technological efficiency. When river management is informed by different agendas, the practice of management then differs across different levels of governance, research and communities, and multiple meanings of different forms of human-water relationships emerge. This study examines how the resulting tangle of meanings impacts river management practices in Cape Town, and in turn shape the well-being of people and more-than-human communities living in and with the river. Specific research questions include: What are the diverse ways of knowing and relating to the Kuils River? How are these diverse ways of knowing and relating enacted? How does this shape river and capital flows, governance and the well-being of multispecies communities? Based on roughly three years of transdisciplinary methods of ethnographic fieldwork, archival research and water testing in the Kuils River catchment area, this thesis explores how lives, politics, technology and environment are impacted by river management practices in Cape Town and how these produce different versions of the river, which in turn shape the everyday of the Kuils and how it is managed. In focusing on the multiple interactions with the Kuils River and its associated water bodies and on the flow of the river itself at community and governance levels, this thesis foregrounds differing meanings of ‘environment' and their management and how these versions limit the achievement of urban and peri-urban wellbeing. This thesis highlights the divergent experiences of the managed Kuils River (including those of people and of the water body) to demonstrate that particular logics have geological effects that will be experienced far into the future.

An Inquiry Into the Diverse Modes of Caring in Khayelitsha Wetlands Parks World of Many Worlds

The management and governance of wetlands in Cape Town is largely informed by economic, techno-scientific, and engineering approaches which are deeply rooted in discourses of “Earth mastery”. Earth mastery aims to command, predict, and control the Earth's natural processes to access ecosystem services to benefit humans. When wetland management is solely informed by logics of domination and extraction for humans, then other ways of knowing, being, being with, and caring for spaces such as the Khayelitsha Wetlands Park (KWP) are often overlooked and overshadowed. Using Maria Puig de la Bellacasa's (2011:90) work on ‘Matters of Care in Technoscience' where the notion of care is viewed as “an affective state, a material vital doing, and an ethico-political obligation”, this thesis draws attention to meanings, practices, and enactment of care through thinking with people and the more-than-human worlds in the KWP. Based on eight months of research in the KWP which involved looking at this space's associated landscapes and multispecies communities, this thesis explores ways of living with and relating to the KWP in Cape Town, South Africa, which do not subscribe to logics of domination. This is done by highlighting the often overshadowed and taken for granted forms of care and reciprocity that do not fall into the realm of the “advanced”, “technical”, and “objective” approaches in techno-scientific and engineering practices. In this thesis, I argue that people who live with urban wetlands practise their more-than-techno-scientific approaches and versions of care in these spaces. The evidence basis for these more-than-techno-scientific and more-than-engineering approaches of care are drawn from firstly, people's stories and experiences of relating to and living with the KWP and secondly, an analysis of care, coexistence, and co-becoming among more-than-human species in KWP. This thesis then suggests the importance of deconstructing and queering the understandings of care practices in wetland spaces by arguing that the government and institutions responsible for wetlands could draw on decolonial approaches in managing and practising care in these spaces, shifting from logics of control and domination to relational and historicised interactions with wetlands to address environmental injustices of the past and of the present. Queer theory is often associated with gender and sexuality where it means diverging from what is normalised, for instance, understanding that there are other ways of being outside heteronormative binaries. For this thesis I conceive queering beyond the context of gender and sexuality, for instance, I suggest the importance of being aware that KWP and wetlands in general host multiple worlds. Thus, governmental approaches of managing and caring for these waterbodies should not only conform to the techno-scientific and engineering notions of care. I suggest that these governmental approaches should be democratized and open a space to be informed by citizen science as well. They should understand that their approaches should not be a “one size fits all” as modes of being and of living differ from space to space. This thesis therefore uses the concept of queering as a way to suggest that techno-scientific governmental approaches of caring for wetlands must recognize the efforts of care that are practised by people and multispecies who live with these waterbodies and to start co-existing with them instead of overlooking and overshadowing them. This thesis, drew from the environmental humanities, environmental anthropology, and queer conceptual and theoretical schools of thought to achieve its purpose.

Living with water: An Ethnographic Study Relating to Water and Infrastructure Entanglements, in the Hout Bay Suburb of Cape Town, for a Water Sensitive Designed "Liveable" Neighbourhood

Inclusive water management implies considering the diverse relationships different people have with water, other values that people assign to water, and the ecological impacts of employed strategies. Faced with increasing water scarcity and environmental degradation, it has become critical that we look for alternative ways of managing essential natural resources, including using different approaches to resource management. Water management is mainly dominated by technical and natural scientists, with designs motivated by water supply costs and benefits. This neglects to consider other dimensions associated with water use and access, such as social, cultural and histories that inform how people are situated at different resource allocation intervals. Moreover, how we relate to water affects our environment, from soils, plants and other non-human species, and this, in turn, affects our wellbeing as all the processes that are entangled with life making. For these reasons, social scientists must take part in all water management processes to bring forth other neglected aspects of people's relationship with water and ecologies that are usually overlooked by hard sciences. My research forms part of the Liveable Neighbourhood project, which seeks to redesign the existing neighbourhood of Hangberg in Hout Bay using a Water Sensitive Design. Thus, my study's role is to provide ethnographic data to a field dominated by bureaucratic structures, engineers; urban planners; urban designers and architects; to add the ways of knowing and understand better the diverse relations various communities in Hout Bay have with water. This is essential to enable the formulation of Water Sensitive Designs (WSDs) that include residents' inputs in what they consider 'liveable'. Most interventions that do not consider context-specific needs and dynamics often fail to have relevance and end up unsustainable.

Atrazine: a lively chemical journey

Atrazine is a widely used pesticide, particularly popular in corn plantations for its herbicidal properties of killing and preventing the growth of certain weeds and grasses. Evidence of its neurotoxicity, hormone disruption and reproductive toxicity led the EU to ban the chemical in 2003. Despite long standing evidence of its harm, South Africa continues to use atrazine, the majority of which is imported from the EU. Drawing on South Africa as a case study, I illustrate Atrazine's unique journey through South Africa's political economic landscape, interpreted in relation to those of the USA and EU, highlighting that problems of chemical pollution are political as much as they are molecular. In this project, I have employed biochemical, epidemiological, historical, social and political scientific approaches to form an interdisciplinary understanding of atrazine's biochemical, ecological, and economic effects; how its harm lands unevenly on poor and marginalized people, often in the global south; and how commercial and governmental structures enable and maintain its use. This interdisciplinary understanding of atrazine's uneven effects as well as its varied socio-political figurations illustrates how and why regulatory processes have proved vastly inadequate to curtail the chemical pollution caused by atrazine and many other pesticides. The results of this research should hopefully serve as a case study and cautionary tale of globally increasing and unevenly experienced chemical exposure. This project argues that effects of atrazine within their political and historic contexts should be considered a form of unspectacular violence, that slowly but persistently degrades quality of life. By tracing the networks of atrazine's chemical relations, this project illustrates that the molecular is always political.

Texturing absence: a geography of the disappeared Woodstock Beach

Up until the late 1960s, the Cape Town suburb of Woodstock had a beach. Decades of land reclamation – begun as early as 1890 – culminated in the beach being entirely subsumed by railways, roads, and harbor infrastructure. Woodstock's beachside heritage is largely unknown, as are the processes by which it disappeared, meaning that its role as a site of shipwrecks, a source of food, and a place of leisure has long gone unexplored and unacknowledged. What does the presence, and then absence, of Woodstock Beach mean for people and place in Cape Town? Understanding the role of Woodstock Beach in the making of the city requires a methodological approach that is attuned to both presence and absence. The method of ‘texture' draws on creative and critical approaches to trace the beach through material inscriptions, memories, metaphors, archives and histories. Texture offers an extended rigor by engaging ambiguities, absences, glimpses, and incoherent strands as generative moments that allow more traces to be followed. This critical and creative orientation is engaged in the analysis and the writing of these stories. Attending to Woodstock Beach in this way reveals a series of small-scale and intimate stories about everyday people and things, which layer and juxtapose with stories of slavery, dispossession, colonialism, capitalism, and apartheid. The stories of Woodstock Beach – its presence and its disappearance – illuminate continuities and connections across place, time, and scale which highlight the nuanced, complicated, and always ongoing ways in which place and its politics are made and re-made both in Cape Town, and at a countrywide scale.

Climate Change in Literature and Culture: Conversion, Speculation, Education

This dissertation examines an emergent archive of contemporary literary and cultural texts that engage with the wicked problem of anthropogenic climate change. Following cultural geographer Michael Hulme, this project works from the assumption that climate change is as much a constellation of ideas as it is a set of material realities. I draw from a diverse media landscape so as to better understand how writers, artists, and activists in the global north are exploring these ideas and particularly what it means to be human in a time of climate change. How do individuals learn to live with climate change, that is, with a daily commitment to navigating these chaotic and unprecedented times? Whether a memoir or a novel, an alternate-reality storytelling game or a collection of agitprop posters, each of these texts call on us to imagine different kinds of selves, different kinds of communities, or different kinds of futures.  Just as the modes of inquiry practiced in the Environmental Humanities ask us to question the political, economic, and cultural status quo that has led to climate chaos, these texts also call on their audiences to engage in modes of transformative learning incited by this ongoing disorienting dilemma. The project thus also offers a set of ideas and practices for teaching climate change in literary and cultural studies. I argue that climate change poses both challenges and opportunities for educators in the Humanities, particularly in the context of its psychological impacts and emotional contours, and I suggest that transformative learning is a productive framework through which to understand such education. Ultimately, transformative climate change learning requires that students question their own assumptions and identities as well as exercise their cultural agency as a way of generating hope and working together to imagine and enact more just and sustainable futures.
