The assumption is that with a strong and qualified basic education is possible the expansion of the National Graduate System, and consequently, the overcoming of the great challenges that are posed for the country. In this sense, the National Postgraduate Plan 2011-2020 (regulatory framework) recommends the participation of postgraduate courses in all areas of knowledge in matters related to the improvement of the quality of basic education. The present research has as main objective to verify if the postgraduate programs that carry out research in the environment of the UFG have interlocution with the basic education, and how this interlocution takes place. For the execution of this dissertation, the documentary research and semi-structured interviews were used to coordinate the graduate programs that carry out research in the environment, as well as with the CAPES Evaluation Board. As a theoretical-methodological reference, the Policy Cycle Approach proposed by Ball and colleagues (BOWE, BALL and GOLD, 1992; BALL, 1994) was sought to understand the articulation of the different contexts of post-graduate interlocution policy with education with a particular focus on the policy implementation process in the context of practice. As a result, individualized critical interpretations and positions were identified that reflected a lack of unity of the teaching work at the core of the graduate programs, evidenced through reflections and attitudes of the coordinators of the researched postgraduate programs, confirming the reference used on the power of intervention of professionals in the context of practice in the re-signification of educational policies. In addition, CAPES Evaluation Board showed an inefficiency in the evaluation process, since there was no development of specific instruments for the valorization of the actions of post-graduate interlocution with basic education. Thus, the policy has an irregular impact on postgraduate programs, reaching more specifically those who teachers are more apt for educational issues. / A articulação entre a pós-graduação e a educação básica é uma política pública recente no país. O pressuposto é que com uma educação básica forte e qualificada é possível a expansão do Sistema Nacional de Pós-Graduação, e consequentemente, a superação dos grandes desafios que se colocam para o país. Nesse sentido, o Plano Nacional de Pós-Graduação 2011-2020 (marco regulatório) recomenda a participação de cursos de pós-graduação de todas as áreas do conhecimento nas questões relativas à melhoria da qualidade da educação básica. A presente pesquisa tem como principal objetivo verificar se os programas de pós-graduação que realizam pesquisa em meio ambiente da UFG possuem interlocução com a educação básica, e como se dá essa interlocução. Para a execução dessa dissertação foi utilizado a pesquisa documental e as entrevistas semiestruturadas aos coordenadores dos programas de pós-graduação que realizam pesquisa em meio ambiente, bem como com a Diretoria de Avaliação da CAPES. Como referencial teórico-metodológico buscou-se a Abordagem do Ciclo de Políticas proposta por Ball e colaboradores (BOWE, BALL e GOLD, 1992; BALL, 1994) para compreender a articulação dos diferentes contextos da política de interlocução da pós-graduação com a educação básica, com especial atenção ao processo de implementação da política no contexto da prática. Como resultado identificou-se interpretações e posicionamentos críticos individualizados que refletiram uma falta de unidade do trabalho docente no cerne dos programas de pós-graduação, evidenciados por meio de reflexões e atitudes dos coordenadores dos programas de pós-graduação pesquisados, confirmando o referencial utilizado sobre o poder de intervenção dos profissionais no contexto da prática na ressignificação das políticas educacionais. Além disso, a Diretoria de Avaliação da CAPES demonstrou uma ineficiência no processo avaliativo, visto que não houve o desenvolvimento de instrumentos específicos para a valorização das ações de interlocução da pós-graduação com a educação básica. Dessa forma, a política impacta de forma irregular os programas de pós-graduação, atingindo mais especificamente somente aqueles cujos docentes possuem maior aptidão para as questões educacionais.

Community-Based Research: An Opportunity for Collaboration and Social Change

Natural resource managers are facing increasing challenges as environmental degradation accelerates and the need to integrate a broad spectrum of community experiences into management decisions is increasingly recognised. To help meet these novel challenges, this study explores how professional researchers and communities can combine their skills and learn to work in partnerships to achieve shared management goals. Community-based research involves people as citizen scientists, whereby citizens actively participate in research on local issues. The inclusive nature of community-based research has the ability to produce auxiliary benefits uncommon in conventional research. These include the development of social capital and social learning as the practice of citizen science empowers communities with new skills, knowledge and social networks, thus building capacity within communities to take an effective role in natural resource management. Community-based research also has the potential to enrich the range of management options available by increasing the breadth of accessible knowledge. However, despite much rhetoric about democratising science, little is known about the practice, value and problems of involving citizens as collaborators in natural resource management research projects. This thesis presents the findings from a comparative survey of the attitudes to community-based research held by 'citizen' scientists, on the one hand, and 'expert' scientists and natural resource managers, on the other. It also draws upon a multi-site case study, set in a diverse urban-rural catchment, where an integrated research program was established for different natural resource management agencies to work with each other and community groups to develop research protocols so that community groups could participate in assessing the health of catchment areas. This involved scientists, natural resource managers and community education/extension officers working with established community groups to develop and trial modified scientific methods for the environmental monitoring of catchment and estuarine areas. This inter-agency/community project was continued as a case study site into the second and third years of research and was augmented in the second and third years by focusing on two of the initial community groups as second and third case study sites in their own right. Synthesis of both survey and case study analysis reveals that, despite resource and attitudinal barriers, community-based research can ensure access to local knowledge and increased relevance of research. In addition, many participants most valued the increased feeling of connection towards their local environment and community. I argue that citizen/expert collaboration is key to successful community-based research and best achieved in an atmosphere of mutual respect where all participants are seen as co-researchers. However, participatory intentions are unlikely to be acted upon without sufficient opportunity. Thus, the process of research must be re-defined from that associated with positivist science to include a greater range of participants and activities in an adaptive manner. This more inclusive and reflective approach seems most likely to ensure the quality and utility of research data, the knowledge sharing and social learning, and the enjoyable atmosphere that underpin successful citizen/expert interactions. Certainly, the ability to draw upon and create social capital is vital. The integration of these findings enabled the development of guidelines for effective collaboration between citizens and experts when addressing catchment management issues and undertaking participatory research.

Modellprojekt Integrales Wassermanagement: Untersuchungen zur Optimierung der Effekte Einfacher Intensivdachbegrünung auf Gebäude- und Stadtklima, Wasserhaushalt und Vegetationsvielfalt im urbanen Umfeld durch Bewässerung mit aufbereitetem Grauwasser

Gründächer können zur Verbesserung des thermischen Milieus in Stadtgebieten beitragen, wobei der Kühleffekt durch Evapotranspiration ein wichtiger Teilaspekt ist. Die Nutzung dieser Verdunstungsleistung in längeren Trocken- und Hitzeperioden ist bei geringschichtigen Begrünungsformen bedingt durch limitiertes Retentionsvermögens stark eingeschränkt. Eine Anpassung des Schichtaufbaus hin zu größeren Aufbauhöhen sowie eine ergänzende Bewässerung können diesem Umstand entgegenwirken. Die Verwendung von Trinkwasser für die Bewässerung ist dabei jedoch weder nachhaltig noch ökonomisch sinnvoll. Ziel des durch die Deutsche Bundesstiftung Umwelt (DBU) geförderten Projektes (Laufzeit 24 Monate) Projektes ist zu untersuchen, ob sich die prognostizierten bzw. unter unterschiedlichen Versuchsbedingungen in vorangegangenen Forschungsprojekten sektoral und für Extensivbegrünungen nachgewiesenen Effekte für eine einfache Intensivbegrünung in einer typischen, gebauten Dachbegrünungssituation unter realen klimatischen Bedingungen durch eine Bewässerung mit aufbereitetem Grauwasser verstetigen und optimieren lassen. Hierfür wird in Langzeitversuchen eine einfache Intensivdachbegrünung unter realen Einbau-, unterschiedlichen Betriebsbedingungen und dem Einfluss wechselnder hydraulischer Belastungen untersucht. Mit dem Einsatz von vorbehandeltem Grauwasser als nachhaltige Bewässerungsoption wird darüber hinaus die durch den Stoffeintrag bedingte Einflussnahme auf die Leistungsfähigkeit des Bodenkörpers beschrieben. Die Ergebnisse sollen in der Zusammenschau Auskunft über den Umfang der Auswirkung von Bewässerung auf das Retentionsvermögen, das Evapotranspirationspotential und die Bauklimatik sowie das Erscheinungsbild von Gründächern mit einfacher Intensivbegrünung geben. Für die prognostizierte Entwicklung der klimatischen Gegebenheiten in Städten will das Projekt Ansätze zum Erhalt der Vitalität und dem optimierten Beitrag zu Stadtklima und Urbanhydrologie von Gründächern entwickeln. Die Besonderheit des Forschungsansatzes liegt in der Untersuchung und Auswertung aller Teilaspekte in einer Anlage, welche die Identifikation von Synergien und Divergenzen zwischen den genannten Potentialen und Einflussfaktoren ermöglicht. Untersuchungsgegenstand sind 21 je 3,5 m² großen Forschungsfelder, die in eine 240 m² große Einfache Intensivdachbegrünung eines Daches im Botanischen Garten der TU Dresden integriert wurden. Die Forschungsfelder sind mit zwei unterschiedlichen Staudenmischungen bepflanzt und in drei Regimen (maximal feucht, mittel, minimal feucht), orientiert am Wasserhaltevermögen des Substrates, mit aufbereitetem Grauwasser bewässert. Der Zustand und die Entwicklung der Vegetation wird in den Forschungsfeldern im zweiwöchentlichen Turnus erfasst und dokumentiert. Zur Erfassung des zulaufenden Wassers, der Wassergehalte im Dachsubstrat sowie des Überlaufs sind die Forschungsfelder mit Sensoren ausgestattet. Zusätzlich werden die Temperaturen an der Dachhaut, in verschiedenen Niveaus des Gründachaufbaus und des Pflanzenbestandes erfasst. Eine Klimastation stellt Informationen zu Niederschlag und verdunstungsrelevanten atmosphärischen Messgrößen bereit, ein Infrarotsensor erfasst Wärmeströme der Pflanzung auf dem Dach. Die Wasserqualität im Zulauf und Ablauf des Daches sowie im Substrat werden regelmäßig sowie ereignisbezogen beprobt. Das Messsystem wurde durch die Deutsche Forschungsgemeinschaft (DFG) gefördert. Dem Bericht liegt im wesentlichen die Auswertung der Messergebnisse der Vegetationsperiode 2022 zu Grunde. Die Ergebnisse des hinsichtlich des Witterungsverlaufs sehr trockenen und heißen Jahres zeigen deutlich, dass die Vitalität und Ästhetik Einfacher Intensivdachbegrünungen im Vergleich zu den geringer bzw. nicht bewässerten Referenzfeldern verbessert werden kann, je kontinuierlicher das Wasserdargebot im Bereich der maximalen Feldkapazität gehalten wird. In der Auswertung wurde jedoch auch deutlich, dass keine Linearität zwischen Vitalität und Bewässerungsmenge besteht, sondern mit der medialen Bewässerung Bewertungen erzielt werden konnten, welche z.T. nur leicht hinter der maximalen Bewässerung zurücklagen. Selbst in Feldern mit minimalem Bewässerungsregime kann im Vergleich zu Flächen mit trockenheitsverträglichen Arten ganzjährig noch ein zufriedenstellendes Erscheinungsbild und eine sommerliche Blütenbildung erreicht werden. Mit den erhöhten Bewässerungsmengen kann darüber hinaus artspezifisch die Wuchshöhe, respektive das potentiell verdunstende Vegetationsvolumen gesteigert werden. Nachteilige Auswirkungen auf das Erscheinungsbild der Vegetation durch die Bewässerung mit vorgefiltertem Grauwasser konnten bis zur Vegetationsperiode 2022 nicht festgestellt werden. Dachbegrünungen können ein wichtiger Baustein eines urbanen Wasserhaushalts sein, der an natürliche Verhältnisse angenähert ist. Dabei steigert Bewässerung die Verdunstungskomponente deutlich und gleicht die geringe Speicherfähigkeit des Dachsubstrats aus. Kontinuierlich anfallendes Grauwasser eignet sich für die Bewässerung und die Bewässerungsmengen können im Hinblick auf eine maximale Verdunstungsleistung optimiert werden. Durch die durchschnittlich höhere Wasserspeicherung des Substrats in Folge der Bewässerung, kann aber bei Regen weniger Wasser zurückgehalten werden und es kommt zu höheren Abflussspitzen und -volumen. Eine Optimierung, die Regenrückhalt und Verdunstungssteigerung berücksichtigt, muss also zwischen diesen beiden Zielen ausgleichen. Die Stoffumsatzprozesse und Aufkonzentrierung bewirken hohe Nitrat und organische Stoffgehalte im Abflusswasser aus Dachbegrünungen, die für eine Wiederverwendung oder Einleitung in Gewässer oder Boden berücksichtigt werden sollten. Gründächer werden aktuell vornehmlich als extensive Konstruktionen, d.h. in dünnschichtiger Bauweise mit trockenheitsresistenter Bepflanzung und ohne Bewässerung realisiert. Die bauklimatischen Untersuchungen zeigen, dass eine erhebliche Kühlwirkung von Gründachkonstruktionen nur dann vorhanden ist, wenn eine geeignete Bewässerung umgesetzt wird. Der Hauptanteil der Kühlwirkung kann auf die deutlich erhöhte Wärmespeicherfähigkeit zurückgeführt werden, welche im vorliegenden Projekt mit der medialen Bewässerung schon fast die maximale Wirkung zeigt. Die Maximalbewässerung bringt im Vergleich dazu nur noch einen marginalen Effekt. Der Kühleffekt aus der Verdunstung von den Blattoberflächen (Evapotranspiration) steht einem strahlungseintrags- und abstrahlungsvermindernden Effekt des Blätterdachs gegenüber und ist betragsmäßig weit unter dem Effekt der Speicherfähigkeit angeordnet. Dennoch ist das vitale Blätterdach auch für die Erhaltung des gespeicherten Wassers im Substrat zuträglich, weil es die direkte Verdunstung aus dem Substrat reduziert. Die Ergebnisse der Mikroklimamessungen leisten einen wichtigen Beitrag zum Erkenntnisgewinn hinsichtlich der Wirkung einer kontrollierten Bewässerung auf die thermischen Verhältnisse auf einem Gründach. Die Installation einer ortsfesten Dauererfassung der räumlich verteilten Oberflächen-temperatur des Gründachs hat sich als entscheidende Datenquelle für den Erkenntnisgewinn erwiesen. Die Mikroklimauntersuchungen auf dem Gründach zeigen einen klaren Zusammenhang von unterschiedlich intensiver Bewässerung und der daraus resultierenden Grünvolumendichte mit der Verteilung der Gründachtemperatur. Je nach Bewässerungsintensität treten an einem sonnigen Sommertag Temperaturunterschiede von 1,5 °C im Mittel und bis 10 °C im Maximum auf. Im Vergleich zum unbewässerten Bereich reduziert sich die Temperatur auf dem Gründach bis zu 5,2 °C im Mittel und um bis zu 28 °C im Maximum. Die größten Tempertaturunterschiede ergeben sich zwischen Feldern mit mittlerer und geringer Bewässerung. Hohe Wasserzugaben führen nicht zwangsläufig zu einer linearen Absenkung der Gründachtemperatur. Der Gebäudeschatten wirkt sich ebenso reduzierend auf Temperatur und Verdunstung und damit günstig auf das Pflanzenwachstum aus. Dies sollte bei der Planung von Gründächern beachtet werden. In der Querschnittsbetrachtung ist festzustellen, dass die Bewässerung positive Auswirkungen auf die Vegetationsentwicklung, die Verdunstungsleistung und Kühlungswirkung von Dachbegrünungen hat. Dem gegenüber stehen eine verringerte Retentionsleistung und ein erhöhter Stoffaustrag in Folge erhöhter Abflüsse bei Regenereignissen. Eine optimierte Bewässerung sollte entsprechend diese Systemleistungen gegeneinander abwägen und priorisieren.

Assessing the implementation of the Robford conservation community benefit centre model

Ecotourism has often failed to deliver appropriate, tangible benefits to host communities living near protected areas in developing regions of Africa. The Robford Community Conservation Benefit Centre (RCCBC) model was developed as a means to overcome many of the common problems of community-based ecotourism and to enhance the range and flow of benefits to such communities by developing a suite of products and programmes aimed specifically at scientists, volunteer tourists and participatory environmental research tourists. This study tests the aims that the necessary tourism, geographic, social and research conditions are present for the implementation of the RCCBC model in a local community situated close to the Great Fish River Nature Reserve (GFRNR) in South Africa. Situational assessment fieldtrips determined that the GFRNR, its immediate tourism egion and the ten settlements surrounding the nature reserve conformed to RCCBC development guidelines and were suitable for further detailed investigation. One of the settlements, Glenmore Village, conformed most closely to the RCCBC model’s guidelines for selecting a preferred host community. A census survey of all households in Glenmore determined a demographic profile of village residents. A random sample survey of 70 Glenmore households established a social profile of the community’s residents and their attitude to various aspects of the RCCBC model. A spatial analysis of the Glenmore precinct determined that sufficient, suitable land was available for the development of RCCBC products and programmes. The findings of the research indicated that the tourism, geographic, social and research conditions were present at Glenmore, the GFRNR and its surrounding tourism region for the implementation of the RCCBC model and the development of the model’s proposed products and programmes at Glenmore Village. Implementation of the RCCBC model at Glenmore and the GFRNR as a pilot study could introduce a new way of bringing tangible, meaningful benefits to select communities located close to protected areas in existing tourism regions that have failed to benefit either completely or partially from traditional forms of ecotourism development in the past. / Environmental Sciences / M. One of the most important research objectives is to understand Antonio Carlos earth utilization and occupation, checking the relationship between the different urban communities (rural and urban) with their entire natural resources. Concepts of geographic systems, landscape analyses, participative research on field was some of items considered to create a sustainability index matrix, those factors was utilized as a theoretical reference in research development. To achieve the objectives, thematic maps, bibliographic and documental references was prepared, all these documents shown the social environment founded in studied area. We must point out that have been done structured formal meetings with residents from rural an urban areas of Antonio Carlos. Thematic maps elaboration required Spot (2005) satellite images and application of goeprocessing software, allowing registering on cartographic plan the physical and environmental conditions of the territory, showing naturals and urbanized areas of Antonio Carlos city. To help the final evaluation of this research MADSA method was utilized (Matriz para Avaliação de Desenvolvimento Socioambiental) establishing social and environmental parameters. Project conclusion identifies a strong urban growing process of Antonio Carlos, preserving the typical characteristics of an agricultural town but also coming up with environmental situations (legislation, natural disasters) and economical (vegetables economical cycle) that are lively by agricultures which represents the major vegetables production of Sta. Catarina / A realização de um diagnóstico socioambiental do município de Antônio Carlos - SC, além de ser uma pesquisa pioneira no local, é uma importante ferramenta para o planejamento e ordenamento territorial, visando a conservação e preservação dos recursos naturais. Um dos objetivos desta pesquisa é compreender como se encontra o uso e ocupação do solo de Antônio Carlos, verificando as relações estabelecidas entre as diferentes comunidades do município (rural e urbana) com seus recursos naturais. Foram abordados conceitos de geossistema e pesquisa participativa em campo que geraram matrizes com índices de sustentabilidade, os quais foram utilizados como referencia teórica no desenvolvimento da pesquisa. Para tanto, gerou-se mapas temáticos e levantamentos bibliográficos e documentais que revelaram a situação socioambiental encontrada na área de estudo, ressalta-se que foram feitas entrevistas semi-estruturadas com moradores da área urbana e rural do município de Antônio Carlos. Para a elaboração dos mapas temáticos utilizou-se imagens de satélites Spot (2005) e aplicação de software de geoprocessamento, possibilitando registrar no plano cartográfico as condições físicas e ambientais do território, mostrando as áreas naturais e urbanizadas do município de Antônio Carlos. Para auxiliar na avaliação final dessa pesquisa utilizou-se do método MADSA (Matriz para Avaliação de Desenvolvimento Socioambiental) de forma a estabelecer indicadores sociais e ambientais que auxiliaram na avaliação da pesquisa. Como conclusão do trabalho, verifica-se o forte crescimento urbano do Município de Antônio Carlos, o qual ainda preserva as características típicas de um município rural e que traz a tona problemas ambientais (legislação e desastres naturais) e econômicos (ciclo econômico da hortaliça) vividos pelos agricultores que representam a maior produção de hortaliças de SC

The Political Economy of Environmental Justice: A Comparative Study of New Delhi and Los Angeles

Though mainstream environmentalism, both in the U.S. and India, was initially rooted in social justice, it has, over time, moved away from this focus. The Environmental Justice Movement consequently arose to reunite social and environmental activism. In this thesis, I trace the historical relationship between the mainstream environmentalism, the Environmental Justice Movement, and marginalized communities. After providing this general overview, I examine two case studies – in Los Angeles and New Delhi respectively – where marginalized communities have been involved in Environmental Justice activities. My analysis reveals that marginalized communities often act in an ‘environmentalist’ or ‘environmentally friendly’ manner, without defining their actions as such. That is, their socio-political activism often is or becomes environmental because of the contexts it operates within.
