The masters thesis consists of introduction, two chapters, conclusion, bibliography and three appendices. In the theoretical part of the study, a general idea of the system of evaluating candidates is given, definitions of concepts such as "evaluation of candidates", "system of evaluating candidates" are given. In the practical part of the work, a characteristic of the enterprise is presented, on the basis of which the study is conducted: the personnel management mechanisms in the company, the structure of the company's personnel is studied. A study of the effectiveness of recruitment was carried out, the results of a partial implementation of the model for improving the system of evaluating candidates were described. In conclusion, the conclusions obtained during the work are summarized in accordance with the tasks set. / Магистерская диссертация состоит из введения, двух глав, заключения, библиографического списка и трех приложений. В теоретической части дано общее представление о системе оценке кандидатов, даны определения таких понятий как «оценка кандидатов», «система оценки кандидатов». В практической части работы представлена характеристика предприятия, на основе которого проводится исследование: изучены механизмы управления персоналом в компании, структура персонала компании. Проведено исследование эффективности подбора персонала, описаны результаты частичного внедрения модели совершенствования системы оценки кандидатов. В заключении обобщены выводы, полученные в ходе работы, в соответствии с поставленными задачами.

Detecting fraud in cellular telephone networks

Thesis (MSc)--University of Stellenbosch, 2005. / ENGLISH ABSTRACT: Cellular network operators globally loose between 3% and 5% of their annual revenue to telecommunications fraud. Hence it is of great importance that fraud management systems are implemented to detect, alarm, and shut down fraud within minutes, minimising revenue loss. Modern proprietary fraud management systems employ (i) classification methods, most often artificial neural networks learning from classified call data records to classify new call data records as fraudulent or legitimate, (ii) statistical methods building subscriber behaviour profiles based on the subscriber’s usage in the cellular network and detecting sudden changes in behaviour, and (iii) rules and threshold values defined by fraud analysts, utilising their knowledge of valid fraud cases and the false alarm rate as guidance. The purpose of this thesis is to establish a context for and evaluate the performance of well-known data mining techniques that may be incorporated in the fraud detection process. Firstly, a theoretical background of various well-known data mining techniques is provided and a number of seminal articles on fraud detection, which influenced this thesis, are summarised. The cellular telecommunications industry is introduced, including a brief discussion of the types of fraud experienced by South African cellular network operators. Secondly, the data collection process and the characteristics of the collected data are discussed. Different data mining techniques are applied to the collected data, demonstrating how user behaviour profiles may be built and how fraud may be predicted. An appraisal of the performances and appropriateness of the different data mining techniques is given in the context of the fraud detection process. Finally, an indication of further work is provided in the conclusion to this thesis, in the form of a number of recommendations for possible adaptations of the fraud detection methods, and improvements thereof. A combination of data mining techniques that may be used to build a comprehensive fraud detection model is also suggested. / AFRIKAANSE OPSOMMING: Sellulêre netwerk operateurs verloor wêreldwyd tussen 3% en 5% van hul jaarlikse inkomste as gevolg van telekommunikasie bedrog. Dit is dus van die uiterse belang dat bedrog bestuurstelsels geïmplimenteer word om bedrog op te spoor, alarms te genereer, en bedrog binne minute te staak om verlies aan inkomste tot ’n minimum te beperk. Moderne gepatenteerde bedrog bestuurstelsels maak gebruik van (i) klassifikasie metodes, mees dikwels kunsmatige neurale netwerke wat leer vanaf geklassifiseerde oproep rekords en gebruik word om nuwe oproep rekords as bedrog-draend of nie bedrog-draend te klassifiseer, (ii) statistiese metodes wat gedragsprofiele van ’n intekenaar bou, gebaseer op die intekenaar se gedrag in die sellulêre netwerk, en skielike verandering in gedrag opspoor, en (iii) reëls en drempelwaardes wat deur bedrog analiste daar gestel word, deur gebruik te maak van hulle ondervinding met geldige gevalle van bedrog en die koers waarteen vals alarms gegenereer word. Die doel van hierdie tesis is om ’n konteks te bepaal vir en die werksverrigting te evalueer van bekende data ontginningstegnieke wat in bedrog opsporingstelsels gebruik kan word. Eerstens word ’n teoretiese agtergrond vir ’n aantal bekende data ontginningstegnieke voorsien en ’n aantal gedagteryke artikels wat oor bedrog opsporing handel en wat hierdie tesis beïnvloed het, opgesom. Die sellulêre telekommunikasie industrie word bekend gestel, insluitend ’n kort bespreking oor die tipes bedrog wat deur Suid-Afrikaanse sellulˆere telekommunikasie netwerk operateurs ondervind word. Tweedens word die data versamelingsproses en die eienskappe van die versamelde data bespreek. Verskillende data ontginningstegnieke word vervolgens toegepas op die versamelde data om te demonstreer hoe gedragsprofiele van gebruikers gebou kan word en hoe bedrog voorspel kan word. Die werksverrigting en gepastheid van die verskillende data ontginningstegnieke word bespreek in die konteks van die bedrog opsporingsproses. Laastens word ’n aanduiding van verdere werk in die gevolgtrekking tot hierdie tesis verskaf, en wel in die vorm van ’n aantal aanbevelings oor moontlike aanpassings en verbeterings van die bedrog opsporingsmetodes wat beskou en toegepas is. ’n Omvattende bedrog opsporingsmodel wat gebruik maak van ’n kombinasie van data ontginningstegnieke word ook voorgestel.

The thesis deals with the human resources development and education of employees in an international company, preparation and conduct of a particular educational program and especially its evaluation. Thesis consists of theoretical, methodological and practical part. The theoretical part focuses on the benefits of employees' training for the company. It shows the system of business education and his creation. Furthermore, it analyzes all 4 phases of development of the educational system and concentrates mainly on the last stage of the system, the evaluation. Evaluating the effectiveness of education in the company can be accomplished by using a variety of methods. These are the supporting points for the analytical part and the actual evaluation. Methodological section describes the methods which were used for research, the survey sample and data collection. Moreover, the hypotheses are set here. Their validity is verified by analyzing outcomes of the investigation at the end of the thesis. The practical part introduces Komerční banka a.s. as a company and the Human resources department as a major creative element of educational system in the organization. It gives an idea of the process of creating specific training in the KB, its progress and participant's feed-back on it. In the analytical part, here comes the rare evaluation of outputs gained from mystery shopping method and on-line questionnaire. Based on the previous results, the validity of hypotheses is determined and positive and negative aspects of the educational events identified. Following stand the recommendations and suggestions raised by the author.

Savanorystė jau tapo tarptautiniu reiškiniu, kurio nauda pastebima ne tik visuomenės ir nevyriausybinių organizacijų, bet ir paties žmogaus besiimančio šios veiklos asmenybės tobulėjimui. Europos savanorių centras išleido manifestą, kuriuo skelbiama apie savanorystės svarbą bei siūlomi konkretūs veiksmai, kuriais remiantis būtų ugdoma savanorišką veiklą šalyje gerbianti visuomenė. Taip pat šį rudenį Lietuvos Prezidentė nutarė steigti darbo grupę, kuri siūlys savanorystės problemų sprendimus. Tai yra aktuali šiomis dienomis nagrinėjama tema, kurios efektyvinimui didinti jau yra imamasi įvairiausių priemonių (pvz.:. dažniausiai žiniasklaidoje minimas rengiamas savanoriškos veiklos įstatymo projektas ar vykdomos įvairios savanorystę paremti programos). Volunteering is a common and international phenomena and it is useful for the society, nongovernmental organizations and development of persons undertaking these activities. The European volunteering centre issued a manifesto stressing the importance of volunteering and offering specific actions on developing the society that respects volunteers. Moreover, in this autumn the Lithuanian President ordered to constitute a work group that would find the solutions on volunteering problems. It is a relevant topic, and in order to enhance effectiveness, various methods are undertaking: e.g. the draft law on volunteering activities and programs on volunteering support. Cluster analysis is a multivariate statistical classification method, implying different methods and procedures. Clustering methods can be divided into hard and fuzzy; the latter one provides a more precise picture of the information by clustering objects than hard clustering. But in practice, the optimal number of clusters is not known a priori, and therefore it is necessary to determine the optimal number of clusters. To solve this problem, the validity indices help us. However, there are many different validity indices to choose from. One of the goals of this work is to create a structured overview of existing validity indices and techniques for evaluating fuzzy clustering results in order to find the optimal number of clusters. The main aim was to propose a new index for evaluating the fuzzy clustering results, especially in cases with a large number of clusters (defined as more than five). The newly designed coefficient is based on the degrees of membership and on the distance (Euclidean distance) between the objects, i.e. based on principles from both fuzzy and hard clustering. The suitability of selected validity indices was applied on real and generated data sets with known optimal number of clusters a priory. These data sets have different sizes, different numbers of variables, and different numbers of clusters. The aim of the current work is regarded as fulfilled. A key contribution of this work was a new coefficient (E), which is appropriate for evaluating situations with both large and small numbers of clusters. Because the new validity index is based on the principles of both fuzzy clustering and hard clustering, it is able to correctly determine the optimal number of clusters on both small and large data sets. A second contribution of this research was a structured overview of existing validity indices and techniques for evaluating the fuzzy clustering results.

If a suitable program is chosen the enterprise will be therefore able to gain funds from the Grants of the European Union to finance its capital project. After selection of a proper program the capital project will be evaluated by means of standard methods of evaluating investments. The results of investment evaluation will help to make decision about which source of funds (own resources, loan or combination of both) is optimal in light of profitability and risk.

The third part contains an analysis of real software development project. Significant barriers of team efficiency related to team communication and information flows within and between teams are identified and discussed. Finally there are shown some ways how they can be faced.

This thesis gives an overview of the principles of a points system for evaluating the drivers (point system) and statistics of accidents in road transport of the Czech Republic.. The operating principle of the points system is supplemented by graphical analysis of drivers who have received some penalty point and also overview of European countries with similar systems. The thesis contains the results of public research on the topic "point system". At the conclusion of this thesis is an analysis of time series of basic indicators of accidents on the roads of the Czech Republic supplemented by analysis of the impact point system for accident and its consequences on people's lives.
