“YOUR OWN CONTRACT, A RESIDENCE, A HOME…THAT IS ALL VERY IMPORTANT FOR A PERSON”

Ett stabilt boende är en grundläggande nödvändighet och en viktig förutsättning för att stärka individers välmående. En bostad är inte bara en plats för förvaring av ägodelar, utan är även nära sammankopplat med ett antal grundläggande “förmågor” som ger individer möjlighet att sköta sin hälsa och hygien, tillgodose sitt sömnbehov och upprätthålla ett socialt nätverk. På detta sätt är en stabil bostad en av de avgörande faktorerna för att en individ skall nå framgångsrik återanpassning i samhället efter avtjänat fängelsestraff. Den kriminologiska forskning som undersöker individers liv efter avtjänat fängelsestraff behandlar nästan uteslutande generella samhällskonsekvenser efter frigivning utan vidare fokus på bostadssituationen specifikt. Detta leder till en kunskapslucka på området. Mot bakgrund av denna kunskapslucka syftar vår studie till att undersöka hur bostadssituationen ser ut för individer som tidigare avtjänat ett fängelsestraff. Detta genomfördes med hjälp av semistrukturerade intervjuer med individer som tidigare avtjänat ett fängelsestraff. Vidare syftade studien till att undersöka respondenternas upplevelser av den hjälp de fått av myndigheter och organisationer gällande bostad. Resultatet visar att dessa respondenter har haft stora svårigheter att finna ett stabilt boende efter avtjänat fängelsestraff, där hög grad av mobilitet varit förekommande. Bristfälliga ekonomiska förutsättningar i form av betalningsanmärkningar och skulder var en avgörande faktor till detta. Upplevelserna kring myndigheter och organisationers hjälp har varierat bland respondenterna där både negativa och positiva erfarenheter har skildrats. / Stable housing is a necessity and an essential prerequisite for strengthening the well-being of individuals. A residence is not only a place for storing property but is also closely linked to several basic "capabilities" that allow individuals to manage their health and hygiene, meet their sleep needs and maintain a social network. In this way, a stable home is one of the decisive factors for an individual to achieve successful re-adjustment in society after serving a prison sentence. The criminological research that examines the lives of individuals after serving prison sentences deals almost exclusively with general social consequences after release without further focus on the housing situation specifically. This leads to a knowledge gap in the area. Considering this knowledge gap, our study aims to investigate what the housing situation looks like for individuals who have previously served a prison sentence. This was done with the help of semi-structured interviews with individuals who previously served a prison sentence. Furthermore, the study aimed to investigate the respondents' experiences of the assistance they received from authorities and organizations regarding housing. The results show that these respondents have had great difficulties in finding stable housing after serving prison sentences, where a high degree of mobility has occurred. Poor financial conditions in the form of payment notes and debts were a decisive factor for this. The experiences of authorities and organizations have varied among the respondents, where both negative and positive experiences have been depicted.

Post incarceration experiences : listening to Aboriginal and non-Aboriginal ex-prisoners

This research investigates and documents the nature of the challenges faced by men upon their release from federal incarceration in the Province of Saskatchewan. Due to the high number of Aboriginal peoples incarcerated in Saskatchewan, this research necessarily investigates the differences between Aboriginal and non-Aboriginal ex-prisoners. A qualitative approach is employed in order to understand post-incarceration from the perspectives of those who have experienced what it is like to return to the community after prison and those who work with men making this transition. This thesis fastidiously describes parole board hearings, the difficulties related to integrating into society as perceived by ex-prisoners, and the role of the service providers and agencies in Saskatoon that assist former inmates. It is shown that there are certain difficulties common among ex-prisoners, such as finding employment and housing and accessing appropriate support resources. The particular difficulties of Aboriginal ex-prisoners are highlighted, revealing that the difficulties experienced by all ex-prisoners appear to be amplified for Aboriginal ex-prisoners. Racism and the overall disadvantaged position of Aboriginal peoples in Canada are identified as significant barriers to Aboriginal ex-prisoners attempting to integrate into the community.

Refugee repatriation and socio-economic re-integration of returnees in Eritrea (the case of Proferi programme in Dige sub-zone)

For decades UNHCR and refugee hosting governments have been looking for strategies to deal with the problem of mass exodus. Depending on the nature of the problem, various approaches have been exercised to address the problem of the displaced people. Recently, there has been a remarkable alteration of approaches in the way the international political community and refugee-hosting governments deal with forced migrants. Returning refugees to their "homes" has been the most favoured approach. Though voluntary repatriation as an "ideal" solution to the refugee problem has been exercised since the 1970s, it is with the end of the post-cold war era, circa 1991, that it came to be seen as the most desirable and preferred approach towards ending the plight of exilees (Winter, 1994: 159; Rogers, 1992:1112; Toft, n.d:3). For a number of reasons, the 1990s have added more colour towards adopting this approach as the most preferred "durable solution." To give more colour to voluntary repatriation as the best alternative strategy to refugee problems, the United Nations Commissioner for Refugees, Sadako Ogata, has gone so far as to declare the 1992 to be "the first year in a decade of repatriation." Since then, repatriation as a desirable approach and a viable solution to the world refugee problem has gained much prominence in the UN arena, refugee hosting countries and refugee generating countries (Allen, 1996; Chimni, 1999; Barnet, 2001)' This study discusses the issue of organised voluntary repatriation in a newly-born tiny African county, Eritrea. In brief, it examines the overall process of socio-economic rehabilitation, repatriation and re-integration of refugee returnees in selected returnee resettlement sites located in the Western lowlands of Eritrea. The study is descriptive-cumanalytic in its nature and has employed a triangulation approach in its data collection (namely, open- and semi-structured interview, focus group discussion and archival documents). The aim of the analysis is to understand refugee repatriation processes by exploring how participative the returnees were in the decision-making process of reintegration that enormously impacts in their lives back at 'home.' Post-repatriation social relationships between repatriates and 'stayees/locals' as well as returnees' economic conditions are also scrupulously examined. By so doing, the study attempts to address the 'research gap' in refugee studies by shedding light regarding the complicated nature of refugee repatriation endeavour as a 'durable solution.' In investigating the socio-economic condition of Eritrean refugee returnees, the study looks at the dynamics of power-relations and variations in interests among various stakeholders (particularly between the returnees, the government of the refugees' origin and UNHCR) within the repatriation process. It asserts how home- and hosting governments as well as UNHCR operate as "technologies of power," that dictate the behaviour of their "clients." It starts from the premise that imprisonment sets off values, traumas, behaviors and attitudes that are present when these subjects resume their lives after being released from prison. Freedom is not limited only to the opening of gates so that the subjects can leave the objective reality of having experienced imprisonment. The conception that persists about the ex-prisoners is that they are dangerous and devilish men, who are capable of catalyzing fear, insecurity and mistrust. They are considered the reverse side of civility, since they are dangerous, superfluous and susceptible of being exterminated. This image is also strengthened by the imprisonment heritage of being confined, by the vigilance and control perceived in the codes of ethics and conducts and the feeling of being strange that they feel when leaving the prison. To find out whether or not and to which extent imprisonment has been fixed on these subjects demanded a process of work, whose basic premise was a long life experience with this other. The basis was the narratives of fifty-two men, former prisoners who were interviewed and followed up for three years. The interpretation of these narratives enabled the acknowledgment not only of their creative and active potentials, but also the identification of several factors that resulted in the immobilization of their actions, plans and projects. Our starting point was to find out when the ex-prisoner ceases being considered an ex-prisoner? By giving voice to these subjects, we could understand the consequences of imprisonment in the attempts of being adapted to the outside world and/or of rebuilding their lives after prison. Based on their expressions, the prison itself was evaluated as a system and as such, the disciplinary techniques that were used were also evaluated. Michel Foucault and Irving Goffman s theoretical references were used to analyze the aspects of the imprisonment regime present in the ones that were subject to imprisonment and to analyze the consequences of this past of prison in the reconstruction of the identity of these subjects when they leave it. This past that is present in their lives was analyzed, and from it was confirmed that despite the drastic consequences of confinement, the subjects can react to them, with the aim of overcoming them to reach the emancipation status of a former prisoner, by thinking and acting free from imprisonment. The narratives were classified according to criteria of individual and group memory, analyzing their resignifications based on Michael Pollak. Conceptual schedules that were organized into chapters in this work stemmed from the analysis of the narratives: the singularities perceived in the research field that characterize the subjects, the exit from the prison and their introduction into the family and social milieu; their behaviors after prison, the re-signification of the delict and of the prison and finally the attempts of emancipation through work. From these schedules, it was possible to discuss issues referring to emancipation and identity, which were impacted by confinement, in terms of making their actions capable of overcoming the ex-prisoner status / Este estudo etnográfico descreve e busca interpretar os processos de retomada da liberdade por homens que viveram a experiência do encarceramento penal no Brasil. Parte da premissa de que o encarceramento deflagra valores, traumas, comportamentos e atitudes presentes na retomada da vida desses sujeitos quando das suas saídas das prisões. A liberdade não se constitui apenas na abertura dos portões para a saída dos sujeitos da objetiva realidade do cárcere vivido. Sobre os ex-encarcerados, penitenciários, persistem as concepções de homens perigosos, satanizados e que por isso catalisam medos, inseguranças e desconfianças. São considerados como o avesso da civilidade, perigosos, supérfluos e passíveis de extermínio. O fortalecimento dessa imagem se dá, também, pela herança prisional do isolamento, da vigilância e do controle, percebida nos códigos de ética, nas condutas e nos estranhamentos desses homens ao saírem das prisões. Saber se, ou o quanto e como o cárcere se fixa nos sujeitos exigiu um processo de trabalho que considerou como necessária uma convivência longa com esse outro , a partir das narrativas de cinqüenta e dois homens ex-encarcerados, entrevistados e acompanhados ao longo de três anos. Interpretar essas narrativas permitiu o reconhecimento não só das suas capacidades criativas e ativas, mas também a identificação dos diversos fatores que resultam na imobilização de suas ações, planos e projetos. Esse passado presente foi analisado, e a partir dele constatou-se que, mesmo com as drásticas conseqüências do aprisionamento nos sujeitos, há possibilidades de resistências a elas, tendo em vista superá-las rumo a uma emancipação da condição de ex-presidiário, a partir do pensar e do agir, livre do encarceramento. Seguimos com Michael Pollak para classificar as narrativas em critérios da memória individual e grupal, analisando suas ressignificações. Da análise das narrativas emergiram esquemas conceituais organizados em capítulos nesse trabalho: as singularidades percebidas no campo de pesquisa que caracterizam os sujeitos, a saída da prisão e a chegada na família e no meio social; os comportamentos após o aprisionamento; a ressignificação do delito e da prisão e por fim as tentativas de emancipação pelo trabalho. O principal objetivo da tese foi de apresentar subsídios que sustentam a proposta de implementação de tecnologias psicossociais comunitárias de reinserção social de jovens após o cumprimento da pena de prisão. Para o efeito, dois estudos foram realizados. No primeiro estudo, com base na análise documental, fez-se a apreciação do sistema penitenciário de Moçambique e das políticas públicas de reinserção social de exreclusos. Constatou-se que o sistema penitenciário apresenta boas intenções de assegurar um acompanhamento da população reclusória que vá ao encontro das diretrizes internacionais estabelecidas para o efeito e que promova o desenvolvimento psicossocial dos jovens. Porém, em termos práticos, há limitações que comprometem a materialização desses objetivos, transformando as penitenciárias em apenas locais de controle e confinamento Quanto as políticas públicas de reinserção social de exreclusos verificou-se não haver algo estruturado que se configure em política de acompanhamento no período pós-reclusão. No segundo estudo, apoiando-se no método de grupos focais, fez-se o mapeamento das demandas psicossociais em uma amostra de jovens detentos da cidade de Maputo. As principais demandas psicossociais relacionamse a sentimentos e autopercepções negativas, potencialidades humanas, discriminação e exclusão social, uso de substâncias psicoativas, comportamentos de risco, exploração do mercado de trabalho, restabelecimento das relações familiares e constituição de família. Os resultados dos dois estudos sugerem a pertinência de se implementarem tecnologias psicossociais de acompanhamento dos jovens ex-reclusos no processo de reinserção nas suas comunidades. / The main objective of this thesis was to present contributions that support the implementation of psychosocial communitarian technologies of social reinsertion for young people after serving a sentence. For this purpose, two studies were implemented. In the first study, based on documental analyses, Mozambique’s penitentiary system and ex-prisoner’s social reinsertion policies were assessed. It was concluded that the penitentiary system intends to assure the care of imprisoned population concerning the international guidelines, aiming to the psychosocial development of young prisoners. Meanwhile, in practical terms, there are several limitations that affected the achievement of those objectives, turning the penitentiaries into places just for the control and confinement of imprisoned population. In respect of social reinsertion public policies, it was verified that there’s no structured knowledge that configured care guidelines for the post-reclusion time. In the second study, the psychosocial demands in a sample of imprisoned young participants from Maputo city were assessed using the focus groups method. The main psychosocial demands were related to negative feelings and self-perception, human potentials, discrimination and social exclusion, psychoactive substances use, risk behaviors, job market exploration, family relationships restoring, and family constitution. The results of both the studies suggest the pertinence of developing psychosocial technologies for the care of ex-prisoners at the reinsertion process into their communities.

Os resultados dos dois estudos sugerem a pertinência de se implementarem tecnologias psicossociais de acompanhamento dos jovens ex-reclusos no processo de reinserção nas suas comunidades. / The main objective of this thesis was to present contributions that support the implementation of psychosocial communitarian technologies of social reinsertion for young people after serving a sentence. For this purpose, two studies were implemented. In the first study, based on documental analyses, Mozambique’s penitentiary system and ex-prisoner’s social reinsertion policies were assessed. It was concluded that the penitentiary system intends to assure the care of imprisoned population concerning the international guidelines, aiming to the psychosocial development of young prisoners. Meanwhile, in practical terms, there are several limitations that affected the achievement of those objectives, turning the penitentiaries into places just for the control and confinement of imprisoned population. In respect of social reinsertion public policies, it was verified that there’s no structured knowledge that configured care guidelines for the post-reclusion time. In the second study, the psychosocial demands in a sample of imprisoned young participants from Maputo city were assessed using the focus groups method. The main psychosocial demands were related to negative feelings and self-perception, human potentials, discrimination and social exclusion, psychoactive substances use, risk behaviors, job market exploration, family relationships restoring, and family constitution. The results of both the studies suggest the pertinence of developing psychosocial technologies for the care of ex-prisoners at the reinsertion process into their communities.

O principal objetivo da tese foi de apresentar subsídios que sustentam a proposta de implementação de tecnologias psicossociais comunitárias de reinserção social de jovens após o cumprimento da pena de prisão. Para o efeito, dois estudos foram realizados. No primeiro estudo, com base na análise documental, fez-se a apreciação do sistema penitenciário de Moçambique e das políticas públicas de reinserção social de exreclusos. Constatou-se que o sistema penitenciário apresenta boas intenções de assegurar um acompanhamento da população reclusória que vá ao encontro das diretrizes internacionais estabelecidas para o efeito e que promova o desenvolvimento psicossocial dos jovens. Porém, em termos práticos, há limitações que comprometem a materialização desses objetivos, transformando as penitenciárias em apenas locais de controle e confinamento Quanto as políticas públicas de reinserção social de exreclusos verificou-se não haver algo estruturado que se configure em política de acompanhamento no período pós-reclusão. No segundo estudo, apoiando-se no método de grupos focais, fez-se o mapeamento das demandas psicossociais em uma amostra de jovens detentos da cidade de Maputo.
