El primer capítulo determina, por vía indirecta, el (des)equilibrio actuarial del sistema depensiones español de acuerdo con su configuración actual y mide cuál es el riesgo económicoagregado al que estaría expuesto el pensionista si se decidiesen aplicar diez fórmulas de cálculode la pensión de jubilación basadas en cuentas nocionales.En este capítulo se perfecciona la técnica de generación de escenarios utilizada porVidal-Meliá et al (2006) para las proyecciones de los índices macroeconómicos, ajustando elproceso estocástico futuro al proceso estocástico pasado para la variación del PIB y los salarios.Además, se amplia de veinte hasta diez mil el número de posibles escenarios que pudieran darsepara cada fórmula de cálculo de la pensión, con el fin de que los resultados obtenidos ganen enrobustez. Asimismo, se utilizan como valores medios, para obtener las trayectorias de losíndices macroeconómicos considerados, tres nuevas proyecciones macroeconómicas, Alonso yHerce (2003), MTAS (2005) y UE (2005). Por otro lado, también se analiza la utilidad de lapensión tanto bajo una óptica objetiva como subjetiva, teniendo en cuenta la aversión al riesgodel individuo.El mensaje que se desprende de los resultados anteriores es nítido, si las proyeccionesempleadas fueran mínimamente verosímiles, el sistema de pensiones en su configuración actualacumularía un desequilibrio financiero futuro muy importante, que para poder ser resueltonecesitaría de una rebaja considerable de la pensión inicial o una severa combinación de ajustesparamétricos. Si no se está dispuesto a realizar un mayor esfuerzo en la cotización, la únicamanera de poder mantener unas pensiones iniciales parecidas a las actuales, que seancompatibles con la viabilidad financiera del sistema público de pensiones de jubilación, es, queel crecimiento promedio futuro del PIB sea mucho mayor que el pronosticado.El segundo capítulo muestra la utilidad del balance actuarial como elemento detransparencia, indicador de la solvencia del sistema de reparto e instrumento que es capaz deproporcionar incentivos positivos para la mejora de la gestión financiera al eliminar o al menosreducir la tradicional divergencia entre el horizonte de planificación de los políticos y el delpropio sistema en sí. En esta misma línea se formula a partir de datos oficiales, el balanceactuarial del sistema español de pensiones contributivas para los años 2001-2006. En estesegundo capítulo se realizan aportaciones tanto desde el punto de vista teórico como aplicado.La principal conclusión es que el balance actuarial del sistema de pensionescontributivas español, a fecha de efecto de 2006, indica una posición de solvencia muycomprometida y un desequilibrio actuarial notable que provoca "pérdidas" de cuantía muyelevada en el sistema año tras año. Aunque en el año 2006 la solvencia del conjunto del sistemaha mejorado ligeramente, existe un déficit patrimonial del 31,4% de los pasivos.Finalmente, en el tercer capítulo se muestra la utilidad de los mecanismos financieros deajuste automático (MFAs) y se determina si sería conveniente introducir en el sistema públicoespañol de pensiones contributivas de jubilación un MFA. La principal aportación de estecapítulo es de tipo aplicado, ya que se proporcionan opciones razonadas para el diseño delmecanismo en el caso español. El mecanismo debería ser del tipo respuesta dura, en el quesimultáneamente se redujeran las prestaciones y se aumentase el esfuerzo contributivo. Elmecanismo debería tender a configurar una relación actuarial del sistema de pensiones más2sostenible, realista y justa: 40-45 (años de cotización y carrera laboral completa) 65-70 (edad dejubilación), 80-85 (tasa teórica de sustitución), que equilibre el sistema mediante la reducción delTIR esperado para los cotizantes. / First chapter, directly related to the paper by Vidal-Meliá et al. (2006), demonstrates, byindirect means, the actuarial (im)balance of the Spanish pension system in its currentconfiguration and measures the degree of aggregate economic risk to which the pensionerwould be exposed when applying formulae for calculating retirement pensions based onnotional accounts. This chapter perfects the scenario generation technique used for projectingmacroeconomic indices and the utility of the pension is also analysed in both objective andsubjective terms, taking the individual's risk aversion into account. If the projections used areeven minimally close to the truth, the pension system will accumulate a major additionalfinancial imbalance in the future, which, to be resolved, would require either a considerablereduction in the initial pension or a combination of severe parameter adjustments.The second chapter shows the usefulness of the actuarial balance sheet as an element oftransparency, an indicator of the solvency of the pay-as-you-go system and an instrumentcapable of supplying positive incentives for improving financial management by reducing thetraditional difference between the planning horizons of the politicians and the system itself. Onthe applied side, a first estimation is made, based on official figures, of the actuarial balancesheet for the Spanish contributory retirement pension system. The main conclusion is that thebalance sheet as of 2006 shows a weak position of solvency. Although the solvency of thesystem as a whole improved very slightly in 2006, the assets deficit is 31.4% of liabilities.Finally, third chapter shows the usefulness of the automatic balance mechanisms(ABMs) and determines the advisability of applying an ABM in the Spanish pension system.The main contribution of this chapter is of the applied type, since it provides detailed optionsfor the design of a mechanism in the case of Spain. The mechanism would need to set a moresustainable, realistic and equitable actuarial structure for the pension system: 40-45 (years ofcontributions and full working life), 65-70 (retirement age), 80-85 (theoretical replacement rate)- which would restore balance by reducing the expected IRR for contributors.

According to both spectroscopic measurements and interior models, Jupiter, Saturn, Uranus and Neptune possess gaseous envelopes that are enriched in heavy elements compared to the Sun. Straightforward application of the dominant theories of gas giant formation - core accretion and gravitational instability - fail to provide the observed enrichment, suggesting that the surplus heavy elements were somehow dumped onto the planets after the envelopes were already in existence. Previous work has shown that if giant planets rapidly reached their cur rent configuration and radii, they do not accrete the remaining planetesimals efficiently enough to explain their observed heavy-element surplus. We ex plore the likely scenario that the effective accretion cross-sections of the giants were enhanced by the presence of the massive circumplanetary disks out of which their regular satellite systems formed. Perhaps surprisingly, we find that a simple model with protosatellite disks around Jupiter and Saturn can meet known constraints without tuning any parameters. Fur thermore, we show that the heavy-element budgets in Jupiter and Saturn can be matched slightly better if Saturn’s envelope (and disk) are formed roughly 0.1 — 10 Myr after that of Jupiter. We also show that giant planets forming in an initially-compact con figuration can acquire the observed enrichments if they are surrounded by similar protosatellite disks. Protosatellite disks efficiently increase the capture cross-section, and thus the metallicity, of the giant planets. Detailed models of planet formation must therefore account for the presence of such disks during the early stages of solar system formation.
