This thesis deals with the efficient usage of public resources. It defines the meaning of the efficiency and also describes methods by which efficiency can be evaluated. It also deals with a quality rating in culture and the issue of financing of culture, especially theaters. An important part of this thesis is also dedicated to the cultural policy of the Czech Republic and description of the grant system of the City of Prague. The last part of the thesis is a case study, from which the most important part is to analyze the efficiency of cultural grant -- as an example is taken The Semafor Theatre. The analysis is performed using an alternative approach to assessing effectiveness, within which are examined by effects arising from the expenditure of visitors of the theater and also the impacts on the theater and its suppliers. Evaluation of tax deductions leads to conclusion, what is the return of a grant to public budgets.

The first part of the thesis is focused on the description of the specifics of business in culture, the division of types of innovation and the possibilities of financing cultural activities. In the second part of the thesis, the cultural object Kino Ševětín, its history, marketing communication, potential customers are introduced. Furthermore, there is described the situational analysis, which results in technical, strategic and product innovation. Subsequently, the possibilities of financing these innovations are described.

The Diploma thesis is devoted to the problems of financing culture focusing on the private and public support. The Theoretical part defines the basic theoretical concepts and the principle of functioning of the state contributory organizations in Czech Republic and characterizes the basic sources of financing of the Culture, covering public direct financial support (e.g. subsidies) and indirect support (tax expenditures), private financial support from profit and non-profit organizations and financing from EEA grants. The Practical part is focused on the quantitative analysis of the financial resources to the Culture and its development in time and measures the financial self-sufficiency of the organizations and the possibility of obtaining additional financial and other support through the private sector. It can be approbate that the financial self-sufficiency differs between the semi-budgetary organizations significantly, as well between sectors. However, the financial self-sufficiency of the cultural sector as a whole shows a positive trend.

The concept of culture and other such as identity have been defined and linked to the objects analyzed in order to trace the profile of the management studied. / As discussões sobre cultura e políticas públicas de cultura têm se aprofundado desde o final do século XX, no Brasil, e gerado fortes debates entre artistas, produtores, gestores de cultura e as comunidades locais. O presente trabalho, intitulado AGEPEL: políticas públicas de cultura no estado de Goiás um intelectual no poder (1999-2006), tem como objetivo conhecer e analisar as medidas adotadas e os programas culturais implementados no Governo Marconi Perillo, para a cultura goiana no final da década de 1990 e início da década de 2000, sob a gestão do historiador Nasr Chaul, então presidente da Agência Goiana de Cultura Pedro Ludovico Teixeira (AGEPEL). Delimitamos o conceito de cultura e outros, como o de identidade, associando-os aos objetos analisados para, então, tentarmos traçar o perfil da gestão estudada.
