They are extra parochial communities formed by a founder, autonomously organised with regard to a moral system, cultual, symbolical, and of a network relationship. Attuned to contemporary modernity and beneath supervision of the local clergy, these catholic arrangements are characterized by a ruled and hierarquical life, focused on serving a specific target audience, recovering, adjusting, combining religious Catholic doctrine to glossolalia practice, deliverance and soul healing. The organizational structures of the arrangements, the socio-religious antecedents of its members also their ability to adapt forward to social surroundings, were analyzed through an ethnographic research. It was found that these Catholic arrangements are places that allow their leaders to exercise at best autonomy its catholicity in a more intimate and spiratualized character. We understand t hat these Catholic arrangements composse certain type of Catholicisms consultancy that assist its clients in the inner healing, at the same time that, devices or helpers to Catholic Apostolic Church, in order to keep it strategically in contemporary modernity. The elements that give cohesion and symbolic strength to this communities were analyzed with Bourdieus and Durkheimians categories. Elements such as websites, badges and saints bastions, have become important referential that guide the daily life of the Catholics arrangements. / Esta tese analisa quatro comunidades leigas católicas na região do Grande ABC e que denominamos Arranjos Comunitários Alternativos Católicos. São comunidades extra paroquiais constituídas a partir de um fundador e organizadas autonomamente no que diz respeito a um sistema moral, cúltico, símbólico e de networks. Sintonizadas com a modernidade contemporânea e sob a fiscalização do clero local, os arranjos católicos caracterizam-se por uma vida regrada, hierarquizada, voltada ao atendimento de um público-alvo específico recompondo, adaptando, combinando a doutrina religiosa católica com práticas de glossolalia, de cura e libertação da alma. Analisamos por meio de uma pesquisa etnográfica as estruturas organizacionais dos arranjos, os antecedentes sócio-religiosos dos seus membros e sua capacidade de adaptação frente ao entorno social. Constatou-se que os arranjos católicos são espaços que permitem às suas lideranças exercerem com maior autonomia sua catolicidade de caráter mais intimista e espiritualizada. Entendemos que os arranjos católicos são um tipo de catolicismo de consultoria auxiliando os seus clientes na chamada cura interior , ao mesmo tempo que, dispositivos ou braços auxiliadores da ICAR, a fim de mantê-la estrategicamente na modernidade contemporânea. Os elementos que dão coesão e força simbólica às comunidades em questão são analisadas com categorias durkheimianas e bourdianas. Tais elementos, como os sites, emblemas e os santos baluartes, tornaram-se importantes referenciais que direcionam o cotidiano dos arranjos católicos.

Nesse sentido, tem-se o recorte específico para o processo de adaptação do consórcio e a nova legislação no país referente ao consorciamento público. Partimos da premissa que neste período, a governança regional-metropolitana no país se fortaleceu, principalmente a partir da consolidação de um arcabouço jurídico (p.ex. Lei Federal nº 11.107, de 06 de abril de 2005, a chamada Lei dos Consórcios Públicos; a lei nº 12.305, de agosto de 2010, sobre resíduos sólidos e a lei 11.445, de janeiro de 2007, referente à saneamento básico), que incentivou a gestão e planejamento compartilhados, os financiamentos federais para habitação, o desenvolvimento urbano e a retomada do protagonismo dos governos estaduais em torno da criação e regulamentação das áreas metropolitanas.O estudo de caso do Consórcio Intermunicipal Grande ABC propõe-se analisar esse período de transição, priorizando a análise dos limites e potencialidades da atuação do Consórcio, bem como o processo de adaptação da instituição à nova legislação. A partir de uma pesquisa documental nos arquivos do consórcio e um levantamento da literatura crítica sobre escalas e a atuação e organização territorial do Estado, argumentamos que a escala regional e também a governança regional - representam uma construção social e política contestada. Isso não apenas se refletiu nas dificuldades enfrentadas na negociação e aprovação da legislação nacional acerca do consorciamento, mas também na transformação da própria estrutura do Consórcio Intermunicipal Grande ABC em consórcio público. / The objective of this dissertation is to analyse collaborative governance in ABC Paulista on more favorable macro-institutional environment of the post-2003 period, with a specific emphasis on the adaptation of the institution to the new national legislation regarding public consortia. We assume that in this period, the regional-metropolitan governance in the country has strengthened, primarily from the consolidation of a legal framework (eg Federal Law No. 11.107, of April 6, 2005 - the Law of the public consortium, the law no. 12,305, August 2010 law about solid waste and 11,445 January 2007 on sanitation) that encouraged shared management and planning, federal funding for housing and urban development, and the role of governments resumed state around the creation and regulation of metropolitan areas. The case study of the Intermunicipal Consortium Grande ABC intends to analyze this transition period, prioritizing the analysis of the limits and potential of the performance of the Consortium to the adaptation process to the new national legislation. On the basis of documental research in the Consortia and a synthesis of the critical literature on scales and the territorial organization and intervention of the state, we argue that the regional scale ¿ and also regional governance - represents a socially and politically contested process. This was not only reflected in the difficulties to negotiate and approve the national legislation on public consortia, but also in the transformation of the legal structure of the ABC consortium into a public institution.

The first chapter points the influence of macroeconomic policy, since Economic Collor Plan, over the labour market of the industry. The second chapter describes the Industrial Occupancy in Brazil, focusing the profile of the workers allocated on the Brazilian industry sector. The third chapter analysis the profile changing on the industries of Great ABC Area, showing up local characters, changes in organizational framework, technological change and productivity. The fourth chapter introduces a discussion about the workers allocation on the industries of Great ABC Area, with special attention on the behavior of indicators related to the level of occupancy and the profile of industries located on Great ABC Area / Esta dissertação busca avaliar o processo da evolução da Ocupação Industrial na Região do Grande ABC, no período de 1995 2005. O primeiro capítulo trata da influência da política macroeconômica, a partir do Plano Collor, no mercado de trabalho da indústria. O segundo capítulo retrata a Ocupação Industrial no Brasil, com destaque ao perfil dos ocupados da indústria do Brasil. O terceiro capítulo traz a análise sobre a Transformação da Indústria no ABC, com destaque aos fatores locacionais, transformações e mudanças organizacionais, mudanças tecnológicas e produtividade.
