Presented dissertation is devoted to the participation of lay element in the environmental matters within the public administration. In these matters it is necessary to find the compromises that should reflect the private plans (of investors and the owners), exercising of the public participation and the public interests too. The cooperation among the administrative authorities, public subjects and private subjects shall be constructive, based on a real legal ground. The target of this thesis is to make an overview of the ways that Czech legal system (based on the international and European law) gives to the public in order to participate on the public administrative in the environmental matters. The important finding of the thesis is evaluation of efficiency of partial tools and also of risks connected with their application. The main terms, motives, preconditions and the importance of public participation in the environmental matters are defined in the introduction. Apart from that the main principles of the public participation are defined. Financial Risk Management of Guaranteed Minimum Income Benefits Embedded in Variable Annuities

A guaranteed minimum income benefit (GMIB) is a long-dated option that can be embedded in a deferred variable annuity. The GMIB is attractive because, for policyholders who plan to annuitize, it offers protection against poor market performance during the accumulation phase, and adverse interest rate experience at annuitization. The GMIB also provides an upside equity guarantee that resembles the benefit provided by a lookback option. We price the GMIB, and determine the fair fee rate that should be charged. Due to the long dated nature of the option, conventional hedging methods, such as delta hedging, will only be partially successful. Therefore, we are motivated to find alternative hedging methods which are practicable for long-dated options. First, we measure the effectiveness of static hedging strategies for the GMIB. Static hedging portfolios are constructed based on minimizing the Conditional Tail Expectation of the hedging loss distribution, or minimizing the mean squared hedging loss. Next, we measure the performance of semi-static hedging strategies for the GMIB. We present a practical method for testing semi-static strategies applied to long term options, which employs nested Monte Carlo simulations and standard optimization methods. The semi-static strategies involve periodically rebalancing the hedging portfolio at certain time intervals during the accumulation phase, such that, at the option maturity date, the hedging portfolio payoff is equal to or exceeds the option value, subject to an acceptable level of risk. While we focus on the GMIB as a case study, the methods we utilize are extendable to other types of long-dated options with similar features.

An Enhanced Multi-Beacon Superframe Structure for IEEE 802.15.4 Wireless Personal Area Networks

In an IEEE802.15.4 beacon-enabled wireless personal area network (WPAN), the PAN coordinator can allocate slots using contention free-GTSs (guaranteed the time slots) for admitted devices. However, due to fixed slot size, the bandwidth waste problem may arise. Hence, reference [6] proposed the multi-beacon superframe structure (MBS) to overcome this problem. However, in [6], the structure of sub-beacon intervals in a superframe is non-adaptive. Therefore, this thesis proposes an enhanced multi-beacon superframe structure (EMBS). In EMBS, a PAN coordinator employs the greedy SBI-allocation algorithm to adjust a superframe structure according to the traffic demand of admitted devices such that a superframe can consist of a number of different types of sub-beacon intervals (SBIs). Simulation results reveal that a WPAN using EMBS can attain higher bandwidth utilization than a WPAN using 802.15.4 or MBS.

Darbo tikslas - įvertinti pirminės sveikatos priežiūros įstaigų pacientų teisės į valstybės laiduojamą (nemokamą) asmens sveikatos priežiūrą įgyvendinimą ir jo skirtumus privataus ir viešojo sektoriaus pirminės sveikatos priežiūros įstaigose. Metodika. 2013 metų liepos – 2014 metų sausio mėnesiais anoniminės anketinės apklausos būdu apklausti 328 Telšių miesto viešų ir privačių pirminės sveikatos priežiūros įstaigų pacientai (atsako dažnis 82 proc.). Statistinė duomenų analizė atlikta naudojantis SPSS statistiniu paketu (20.0 versija). Hipotezės apie požymių priklausomybę buvo tikrinamos naudojant chi kvadrato (χ²) ir z kriterijus bei binarinę logistinę regresiją. Skirtumas laikytas reikšmingu, kai p < 0,05. Rodikliai buvo standartizuoti pagal amžių tiesioginės standartizacijos metodu. Rezultatai. Dauguma apklaustųjų žinojo, jog Lietuvoje nemokamai teikiama būtinoji medicinos pagalba ir šeimos gydytojo konsultacijos ir tai, jog teisę gauti nemokamas sveikatos priežiūros paslaugas turi pensininkai, asmenys iki 18 metų, asmenys, kurie yra apsidraudę PSD, studentai ir bedarbiai, kurie yra užsiregistravę darbo biržoje. Apie pusė apklaustųjų teigė, kad Lietuvoje pacientams yra garantuojama nemokama sveikatos priežiūra ir bendrai daugiau respondentų palankiai vertino Lietuvos sveikatos draudimo sistemą. Methods. In the period of July, 2013 and January, 2014 328 respondents (patients of public and private primary health care institutions in Telsiai) were asked to complete an anonymous questionnaire (the response rate 82%). Statistical data analysis has been carried out using SPSS statistical package (20.0 version). The hypotheses on the feature dependence have been checked by the chi square (χ²) and z criteria as well as by the binary logistic regression. The difference is considered significant when p < 0,05. The rates have been standardized according to age using the direct standardization method. Results. Most of the respondents were aware of the fact that Lithuania provides free medical aid and family doctor's consultations and the fact that there is a right to free health care services to the retired, persons under the age of 18, CHI insured persons, students and the unemployed, who are registered at the labour exchange. Komprese výškových map / Height map compression techniques

The goal of this thesis is to design a suitable method for lossy compression of heightmap terrain data. This method should accept blocks of float samples of dimensions 2^n x 2^n as an input, for which it should be able to perform progressive decompression of mip-maps (lower-resolution representations). It should keep the reconstructed data within a certain maximum per-sample error bound for each mip-map level. This bound should be in the unit of meters and adjustable by the user. Given these constraints, it should be as efficient as possible. Our method is inspired by the second generation of progressive wavelet-based compression scheme modified to satisfy the~maximum-error constraint. We simplified this scheme by factoring out unnecessary computations in order to improve the efficiency. Our method can compress a 256x256 block in about 30 ms and decompress it in about 2 ms. Thanks to these attributes, the method can be used in a real-time planet renderer. It achieves the compression ratio of 37:1 on the whole Earth 90m/sample terrain dataset transformed and separated into square blocks, while respecting the maximum error of 5m.
