Using Mining Techniques to Identify External Web Environment of Companies

As the rapid growth of World Wide Web nowadays, many companies tend to disseminate relevant information such as the introduction of product and service through their commercial Web sites. A company¡¦s Web site is deemed as a certain kind of its business assets. Customers, suppliers, partners, associations and other outsiders who desire to get access to the assets from the Web construct a company¡¦s external Web environment. From a strategic planning point of view, identifying a company¡¦s external environment helps to create its business values. Therefore, this research focuses on the issue of assisting a company to identify its external Web environment using mining techniques. Several research works pointed out that the hyperlink structure among Web pages could contribute to classifying the relationships within a company¡¦s external environment. We then propose a classifier that combines Web content mining and hyperlink structure, CNB-HI, for such a purpose. We apply our proposed approach to a real case to help identify the roles of customers, partners, media, and associations. Two experiments are conducted to examine the performance. In the first experiment, we compare CNB with other forms of Naïve Bayesian classifiers, and conclude that CNB achieves a better performance. However, even the performance by CNB is not satisfactory based exclusively on content classification. The second experiment is conducted to examine the benefits with hyperlink information incorporated (CNB-HI). The result shows that the performance of CNB-HI improves markedly. It thus justifies the feasibility of the proposed approach to real applications.

Identifying The Effectiveness Of A Web Search Engine With Turkish Domain Dependent Impacts And Global Scale Information Retrieval Improvements

This study investigates the effectiveness of a Web search engine with newly added or improved features in Web search engine architecture. These features can be categorized into three groups: The impact of link quality and usage information on page importance calculation / the use of Turkish stemmer for indexing and query substitution / and, the use of thumbnails for Web search engine result visualization. As Web search engines have become the primary means for finding and accessing information on the Internet, the effectiveness of Web search engines should be evaluated on the idea of how effectively and efficiently they assist users achieve a query, which defines performance criteria rather than the pure precision and recall measures developed among basic information retrieval roles. In this thesis, we propose three distinguishing features to increase the efficiency of a Web search engine: The impact of link quality and usage information on page importance calculation outperforms classical hyperlink graph based methods notably, such as PageRank. The use of the Turkish stemmer for indexing and query substitution has remarkable improvements on Web relevance when used in a mixed framework with normal and stemmed forms. Finally, we have observed that users are able to find the most relevant results by using webpage thumbnails in the queries with decreased precision score values, despite their preferred search engine gazing behavior is much attributed.

Local governance and the local online networked public sphere : enhancing local democracy or politics as usual?

This study examines the potential for the Internet, or more specifically the World Wide Web, to enhance local democracy and local governance by providing a networked public sphere. It is located in post-industrial theories of social and political transformation, which see a new, uncertain and complex society emerging which may transform the political significance of the 'local'. Whilst a number of causes are identified as culpable in this process, it is the ICT revolution and the development of the Web in particular, that is seen as possessing a democratising potential that, if realised, may bring greater resilience to geographic localities. The potential of the Web to provide a new networked public sphere is based upon contested views that its topography, its hyperlinked structure, can enable the ordinary citizen's voice to be heard above those that traditionally dominate political discourse. However, there has been no attention paid to this potential being realised at a local governance level within which, this study argues, a favourable environment should exist for a local online networked public sphere to prosper. Accordingly, this prospect is empirically explored here through a case study of the use made of the Web by a variety of local civic, political and institutional actors during a 2008 local (Manchester, UK) referendum on introducing the largest traffic congestion charging scheme in the country. This research applies a distinctive mixed method approach within a conceptually defined internet mediated domain of local governance. Relational Hyperlink Analysis is used to analyse the structural significance of the captured congestion charge. This analysis uses Social Network Analysis (SNA) and an associated statistical technique, Exponential Random Graph Modelling (ERGM) to render the network visible and understandable. To further illuminate how the network was used by local civic and institutional actors involved in the referendum the research draws upon a network ethnography approach which uses SNA to identify subjects for qualitative investigation. The study offers some evidence of the Web providing 'just enough' links in this local context to suggest the structural existence of a networked public sphere. However, further evidence from the narratives and the statistical model paint an alternative picture. This suggests that, in the main, hyperlinking behaviour and use made of the network corresponds to a 'politics as usual' scenario where cliques are more likely to proliferate and powerful economic and media interests dominate online as they do offline. If the ordinary citizen's voice is to be heard in this context then there is a requirement for policy intervention to establish a trusted local networked public sphere or online civic space, independent of vested interests but linked to the local governance decision making process. In addition to this there is a requirement for greater education, particularly aimed at senior local governance policy makers, in the culture of online engagement.

Dans quelle mesure l’utilisation d’une œuvre relève‐t‐elle du droit d’exploitation au sens du droit d’auteur ? Les actes qui consistent à poser un lien envers une oeuvre, à visionner un film par le biais de la technique du streaming, relèvent-ils du champ d’application du droit d’auteur permettant à l’auteur d’exercer un contrôle sur l’utilisation de ces œuvres ? Alors que dans un monde analogique, les critères constitutifs de l’exploitation d’une œuvre semblent clairs, les contours et les caractéristiques d’une exploitation sont plus complexes à tracer dans un monde numérique en raison notamment de la dématérialisation, de la convergence accrue des techniques et de l’interactivité qui en résulte. La thèse analyse donc les critères caractérisant les droits d’exploitation, en tenant compte du droit européen, français et allemand avant de proposer de manière prospective une amélioration de l’acquis communautaire s’inscrivant ainsi dans le débat très actuel, mené en ce moment même par la Commission européenne. / Is there an infringement to an exclusive economic author right when a web user creates a link toward a protected work? Which “uses” of a work can be protected by the author and which exclusive economic rights under copyright can he rely upon to exercise control? Contrarily to the analog world, it is more complex to draw the contours and features of an exploitation in a digital world. The thesis tries to clarify the scope of the protection under current European law and National law, with a particular focus on French and German law. The comparative approach is justified by the different conceptions of the exclusive economic rights in France and Germany, a heritage of two strong legal traditions of the continental European legal system. It is prospectively that the thesis attempts to improve the acquis communautaire, following the current debate, led right now by the European Commission.
