Government policy and industrial location in South Africa

Governments, naturally, pursue social and political as well as economic objectives. The degree to which economic and non-economic objectives harmonise with one another without government interference, however, obviously varies a good deal according to time and place. For instance in the nineteenth century, the priorities of British governments made possible a high degree of individual freedom in the economic sphere. This century, however, as Robbins suggests, has seen a great extension of state activity in the economic sphere, for both economic and non-economic reasons. This tendency, then, is not peculiar to South Africa, but the border industries policy, largely because of its ideological associations and the degree of intervention which it seems to imply, is a particularly controversial example. A profissão artística musical convive com relações de trabalho flexíveis, exploratórias e precárias tanto na produção de música gravada, por meio dos produtores fonográficos e de seus intermediários, quanto na execução de música ao vivo, por meio de agentes musicais ou por vinculação direta com o empregador. Portanto, com a finalidade de promover uma investigação fecunda para as ciências sociais pretendemos analisar as particularidades da atividade artística musical a partir da mediação com os elementos socioeconômicos, políticos e laborais da sociedade atual. / This study aims to discuss the conditions and contradictions of the activity of professional musicians in contemporary capitalist society. The research is based on the dialogue of the collective representatives of musicians from Brazil and Portugal and seeks to reflect the extent to which their representative agencies express advocacy of the artwork and the rights of these professionals, as well as if their actions support the conditions for the autonomous achievement of musical artistic activity. We argue that the yearnings of musicians to get artistic recognition and to be able to feed themselves and their family are permeated with contradictions, as their search for artistic and professional autonomy is often hindered by the need for survival in an informal and competitive labor market, with no practical rules and job security. Musical artistic profession coexists with flexible, exploratory and poor labor relations both in the production of recorded music through phonogram producers and their intermediates, as in the execution of live music through music agents or by direct link with the employer. Therefore, in order to promote a productive research for social sciences we aim to analyze the particularities of artistic musical activity mediating socioeconomic, political and labor elements of present society.

De uma economia fechada com forte presença estatal, rapidamente se transitou para um modelo econômico aberto com menor participação do estado. Nesse caminho, várias reformas, de natureza fiscal e no concernente às relações do país com o exterior, foram organizadas sob o pretexto de modernizar a estrutura econômica nacional. Entretanto, o novo modelo não propiciou um crescimento em bases sustentáveis, senão apenas movimentos de stop and go. Os investimentos, insuficientes em termos de volume e definidos segundo a lógica privada do mercado, se concentraram em produtos de baixo valor agregado e muitas vezes não comercializados no exterior. E ainda, a produção doméstica tornou-se cada vez mais depende da importação de bens de capital, insumos e componentes. Nesse sentido, os rebatimentos sobre a estrutura da produção interna e contas externas comprometeu o desenvolvimento do país. A nova organização da economia brasileira repercutiu negativamente sobre a capacidade de geração de empregos e a qualidade dos postos gerados. A absorção da população ativa, ainda apresentando crescimento expressivo e mudando seu perfil (mais adulta e feminina), tornou-se um sério problema. As oportunidades no núcleo capitalista, especialmente o protegido, ficaram mais estreitas e as condições de trabalho acompanharam tal estreitamento, especialmente entre os trabalhadores terceirizados (fenômeno que se intensificou no período). Além disso, a informalização do trabalho ganhou espaço entre os ocupados, com visíveis implicações sobre o grau de insegurança no mercado de trabalho. O desempenho da indústria de transformação contribuiu decisivamente para a ampliação da informalidade, seja pelo seu menor poder de geração de postos de trabalho, seja pelo processo de reestruturação adotado. Da mesma forma que no passado a indústria de transformação teve papel destacado no processo de estruturação do mercado de trabalho nacional, nos anos 90 sua contribuição para o processo de desestruturação desse mesmo mercado de trabalho foi expressiva. / Abstract: The 1990s represented a moment of inflection in the trajetory of Brazilian economy, mainly concerning the role of the State. Brazil shifted from a closed economy with the strong presence of the State to an open economic model with a decreasing participation of the federal sphere. In this process, many fiscal reformations related to the country's external relationships were organized under the pretext of modernizing the national economic structure. However, the new model has not allowed a significant maintainable development, but merely stop-and-go movements. The investments, which have been insufficient in terms of volume and defined according to the market private logic, have concentrated on low aggregated value products that are mostly not commercialized abroad. Besides, domestic production has become more and more dependent on the importation of capital goods, supplies and components. In this sense, the reboundings over the internal production structure and external bills have jeopardized the country's development. The new economic organization in Brazil has had a negative impact on the capacity of employment creation and the quality of the positions generated. The absortion of the economically active population, which has still presented an expressive growing and changed its profile (becoming more adult and feminine), has turned into a serious problem. The opportunities in the capitalist nucleus, specially the protected one, have narrowed, and the work conditions have followed this narrowing, mainly among outsourced workers (a phenomenon that intensified in the period). Furthermore, the informalization of employment has gained room among the occupied population with visible implications for the level of insecurity in the market employment. The performance of the transformation industry has decisively contributed to the growing of informality, either because of its smaller power of generating work places or because of the process of reconstruction embraced. (Social Work) / From the onset of his involvement with social work practice in industry, candidate found himself reflecting upon the position and resulting characteristic functions of social work practitioners within an industrial context. The search for clarity in this regard led to the perusal of reading matter and the consideration of past experiences and encounters. This culminated in a desire to investigate the positioning of industrial social work in order to effect a compromise between the promotion of the objectives of industry viz. financial gain and human resource development. The main research issue or problem of the study, therefore centres around the positioning of industrial social work, and consequently the title of this dissertation is "The positioning of social work in the labour milieu". The purpose of this study is the placement of industrial social work within the context of meaningful work, work environment, influences from within industrial enterprises on man as worker, human resource activities in industrial enterprises, the course of industrial social work in industrial enterprises, the embodiment of social work in industrial enterprises and the provision of guidelines for social workers to position their profession most effectively in industrial enterprises. The study is exploratory-descriptive in nature, since the domain of study (industrial social work) is still being regarded as fairly unfamiliar and relatively less researched as compared to other branches of generic social work. Methodologically viewed, the study, the outcome of which is documented in this dissertation, was undertaken by marshalling practice experience into expertise mainly by interacting it with an eclectic literature study, a conceptual analysis of certain concepts and constructs central to the management of industrial social work, and systematising impressionistic wisdom while collecting information and gaining insight. In addition to the study of literature, information was collected by studying official documents of various industrial enterprises, consultations with various colleagues and attending seminars, courses and workshops, whilst regular consultations with my promotor took place and in the process progressing from an argumentative phase to guidelines for practice. In the study the following main conclusions were drawn: Although only partially, man's work and his work environment offer opportunities and challenges in reply to his quest for a meaningful life. An industrial enterprise co-ordinates the occupational activities of people rendering certain goods and services at specific venues. People, material, machines, means, markets and management, are utilised in the work environment as resources for the production of goods and the rendering of services to industry, its employers and the community. Man as employee is subject to influences from within industrial organisations but also reflects certain distinct characteristics. Organisationally, industrial social work is a manpower managment function, whilst industrial social services usually form part of the enterprise's manpower department. Industrial social work ensures from the corporate social responsibility of industrial enterprises. This responsibility is external (concerning the community in general) and internal (concerning employees and their families). The latter enables employees to contribute optimally to the production process and the realisation of business objectives and in compliance with their individual abilities and potential, to develop in human beings with a commitment to work. The establishing of an industrial social service usually develops from a micro to a macro level, from a peripheric to an integrated component of the enterprise. A typology of composite industrial social work models illustrates this statement in the dissertation. The general aim of industrial social work is to contribute to the realisation of corporate objectives by rendering professional services to employees. The components of the strategic planning of industrial social work are similar to those of any management planning. The study is concluded with guidelines for the positioning of industrial social work in industrial enterprises.

This research investigated technology change management at Bridgestone/Firestone in the Port Elizabeth metropole. From a manufacturing organisation’s point of view it is clear that technology change is a constant force that determines competitiveness. The thesis outlines the specific requirements needed for utilising the concept of technology change management at Bridgestone/Firestone. The literature survey was aimed at placing the concept of technology change management and the correct organisational structure and organisational focus points in perspective to ensure successful technology change and its implementation at Bridgestone/Firestone. The purpose of the empirical study was to test managements perseptions of technology change management at Bridgestone/Firestone and to contribute useful information to the organisation. From the findings improvements and recommendations were suggested as guidelines for any tyre manufacturer to follow to improve technology change management. The empirical study results show that there is room for improvement. The responses to statements outlined areas that need improvement and those that do not according to the views of Bridgestone/Firestone’s management.

An investigation into the facilitators of the trustworthiness of managers

D.Litt. et Phil. / With the emergence of what has been referred to as the "post-industrial" society, the last decade has seen employer-employee work relationships undergoing a high level of change, as organisations restructure in an attempt to survive in the emerging global economy. Largely due to this, the nature of work has changed, placing tension on intra-organisational trust. As organisations readjust in an attempt to face the future they often find that intra-organisational trust is in a crisis, at a time when emphasis is being placed on the need for trust-based relationships. This renewed focus, and paradox that intra-organisational trust faces, has, on a multidisciplinary basis, caught the attentions of numerous academics, resulting in numerous attempts to understand aspects of interpersonal trust. In this study some of these attempts are considered in proposing a model for intra-organisational trust and certain aspects of this model are tested empirically. To achieve this, a multifaceted approach is employed, within a South African financial institution, whereby triangulation is used through gathering both quantitative and qualitative data. A research instrument is developed, by means of which the facilitators of trustworthiness, as proposed in terms of a model for trust and percieved by respondents, are measured. An analysis of the data gathered in respect of the various biographical categories at the company investigated, is undertaken. In terms of this analysis the relationship between interpersonal trust and the facilitators of trustworthiness is assessed, and the implications of this study for theory and policy are considered.
