Friends without Benefits : Critical Assessment of the Relationship between E-governance and Democracy

New information and communication technologies are often viewed as a panacea to thecurrent crisis of representative democracy. The growing number of publications on thedemocratization effects of the use of new information and communication technologies (ICT)in governance focuses on social media and emerging online public spheres. This thesisexamines the democratic potential of ICT from the supply side represented by the concepts ofe-governance and e-government. In the context of destabilization of political communicationsystem, e-governance as a top-down initiative has a better chance to serve as a congregativeforce formalizing institutional procedures between the multi-public spheres and the decisionmakers and, thus, democratizing political communication. The first part of the thesis pullstogether the key concepts of electronic transformation – e-governance, e-government and edemocracy–andanalyzesthemwithinabroadercontextofnewgovernance.Thedemocratictest,based on evaluation against Robert Dahl’s five democratic criteria and democraticdeficits of new governance, indicates numerous negative consequences of e-governance forrepresentative democracy. Moreover, implemented in different institutional settings ofdemocratic and non-democratic regimes, e-governance varies in the level of development andimpact on political communication and political systems in general. To verify theoreticalconclusions empirically, a global study was conducted for two points in time – 2003 and2008; it examined the relationship between e-governance and democracy controlling for theimpact of telecommunication infrastructure development. Hypothesis testing revealed that thelevel of e-governance development and its correlation with democracy strongly varied inrelation to the type of political system. The findings suggest that it is premature to ascribedemocratization effects to e-governance disregarding existing institutional settings.

Land, Water, Waste and Air: Resource and Promise in the Informal City

Striving for subsistence, the growing population of Caracas has radically transformed the city in the course of the past fifty years. The inability of the city to respond to the accelerated growth that resulted from mass rural migrations left millions to provide land, shelter and basic services for themselves. The barrios, once thought to be a provisional solution to the housing shortage, are now home to more than half the population of the city. The urban poor now live—out of necessity and through improvisation—on steep slopes, unstable soil and in flood plains. Overcrowded and remote, this very dense urban fabric receives sporadic or no basic services. Without land titles or addresses, and until recently omitted from most census data and official maps, the barrio’s population is excluded from the civic life of Caracas. Sitting between remediation and anticipation, three asynchronous projects elaborate pragmatic responses to the prevailing scarcity of resources while concurrently attempting to reduce the current cycle of poverty, violence and exclusion. In their ability to be informally adapted, the schemes test the capacity of popular manifestations of civic life to transform basic infrastructure into collective space. To overcome the precariousness that characterizes the barrios and incorporate them into the existing political mechanisms of the city, the projects are conceived as incremental frameworks that contribute to the physical integration of the ‘informal’ barrios to the ‘formal’ city. Working with water and waste infrastructure, I argue through these projects that architecture can build on the universal nature of necessity to frame a model of civic space­ generated out of the complexity of the barrios and on the auspice of promises.

Livable City: Filling in the Gaps of Instant Urbanism

A living city must exist at every scale - from the urban to the pedestrian; the development of the 21st century Instant City, however, does not allow for this multiplicity of scales. These cities emerge instead in a type of hyper-reality, driven by the pursuit of capital and power. In the frenzy to grow, the resulting urban condition is alienating - one devoid of human scale. Looking to modern Dubai as an example of the dehumanized city, this thesis explores the reinterpretation of a traditional bazaar as a tool to challenge this existing form of urbanism. By way of an intervention that exploits the connective potential of pedestrian infrastructure, the project seeks to add a layer of social and physical complexity to a ‘dead’ city.

Locating Barriers To and Opportunities For Implementing Low Impact Development Within a Governance and Policy Framework in Southern Ontario

Low impact development (LID), the practice of preserving and restoring natural water cycles in urban development, is considered the next step in stormwater management. Policy and governance play a strong role in the adoption of LID. There has been progress in implementing LID in the Greater Toronto Area but less progress in Southern Ontario in general. This research identifies barriers and opportunities to implementing LID in the context of policy and governance in Southern Ontario. The barriers, opportunities, and policy are identified using a focused literature review, then verified and further explored through key informant interviews. Data are synthesised to produce an Enhanced Governance Model (EGM) for implementing LID. The EGM is evaluated by key informants and further refined. Findings show that public education and provincial-level standards are fundamental to widespread adoption of LID. Five opportunities for jurisdictional integration in stormwater governance are identified and their implications discussed.

TOWARDS A MULTI-PARTY POLICY MONITORING FRAMEWORK FOR EVALUATING INFRASTRUCTURE ENVIRONMENTAL ASSESSMENTS ON THE OAK RIDGES MORAINE

The Oak Ridges Moraine, located in south-central Ontario, is recognized for its ecological importance in providing “clean and abundant water resources, healthy and diverse plant and animal habitat, an attractive and distinct landscape, prime agricultural land, and sand and gravel resources” (Ministry of Municipal Affairs and Housing, 2002). It is protected by the Oak Ridges Moraine Conservation Plan (2002). A number of initiatives are ongoing to develop monitoring capabilities across the Oak Ridges Moraine (Monitoring the Moraine Project, 2008; Ontario Ministry of Municipal Affairs, 2008). The purpose of this thesis is to develop and test a multi-party policy monitoring framework to determine if infrastructure environmental assessments on the Oak Ridges Moraine comply with the policies of the Oak Ridges Moraine Conservation Plan (ORMCP) and meet best practices of environmental assessment identified in the literature. The multi-party policy monitoring framework developed for this research has two dimensions: 1. A moraine-wide survey and map of infrastructure environmental assessments contributing to a “governance watch” (Francis, 2006a; Francis, 2006b) perspective of infrastructure; and 2. An evaluation of an infrastructure environmental assessment case study (York Region’s Lower Leslie Street Trunk Sewer and 19th Avenue Interceptor Sewer) against a set of criteria to determine if it complies with the ORMCP and environmental assessment best practices. The results of the environmental assessment map show a distinctive pattern of infrastructure development, concentrated in the eastern half of the moraine, and within designated settlement areas. That being said, infrastructure networks are expanding to connect settlement areas outside the Greater Toronto Area. The environmental assessment map shows the importance of thinking of infrastructure as a networked system, rather than as discrete projects. The results of the case study evaluation showed that the Lower Leslie Street Trunk Sewer and 19th Avenue Interceptor Sewer Environmental Assessment complied with the minimal requirements of Section 41 of the ORMCP, and in some cases went above and beyond the requirements of the ORMCP. This thesis presents a Web services implementation of the infrastructure for e-Marketplaces based on e-Marketplace business patterns. Business patterns implemented by the infrastructure include User-to-Business, User-to-Online Buying, User-to-User, and Business-to-Business integration. The implementation of the User-to-Business pattern provides for all non-commercial user transactions with the e-Marketplace, including the registration processes, aggregating the e-Marketplace catalog with product and service offers, response to requests for quote, and purchase order checking and processing. The implementation of the User-to-Online Buying pattern provides for all commercial transactions that a user may conduct with the e-Marketplace, including catalog-based buying, contract-based buying, auction bidding, exchange bid offering, and the publication of requests for quote. The implementation of the User-to-User pattern supports e-Marketplace user communication. The implementation of the Business-to-Business integration pattern enables commerce systems of the suppliers and procurement systems of the buyers to integrate with the e-Marketplace to conduct commerce and non-commerce transactions. <br><br> The implemented e-Marketplace infrastructure provides a foundation for building concrete e-Marketplaces, by e-Marketplace builders, to present the e-Marketplace functionalities to the end users such as e-Marketplace administrators and traders. The infrastructure is implemented using Web services technology to provide system-independent accessibility to clients of concrete e-Marketplaces that are built on the infrastructure. The infrastructure implements the business patterns in the form of groups of collaborating Web services.

Why municipalities have a love – hate relationship with PSAB: the direct and indirect impacts that PS 3150 guidelines have on municipal infrastructure planning

This research project acknowledged that the introduction of PS 3150 guidelines were presented to Ontario municipalities as a new, unfunded mandated responsibility which was viewed by these municipalities to be an impossible challenge within the completion timeline. This research project identifies impacts that PS 3150 guidelines will have on infrastructure planning for municipalities, with a population of less than 5000, in Northern Ontario. The PS 3150 guidelines were created by the Public Sector Accounting Board (PSAB) of the Canadian Institute of Chartered Accountants (CICA) to outline the general process for public sector organizations to change from a modified accrual format to full accrual accounting complete with new financial statements. Municipalities have had to better account for both financial and non-financial assets when reporting on revenues and expenditures. The evaluation of the policy mandate outlined in PS 3150 guidelines has yet to be completed, however the impacts of the guidelines can be assessed based on the development and subsequent implementation of Tangible Capital Asset policies and asset management plans by municipal governments. The findings identified four key similarities among responses from the municipal representatives. The Impacts of PS 3150 legislation are primarily related to personnel, financial, planning, and technical issues. The key recommendation arising from the completion of this research is that municipalities need to move forward, pursue complete asset management plans, in order to demonstrate in a quantitative manner the costs associated with municipal infrastructure planning.

Public-private Partnerships and Prison Expansion in Ontario: Shifts in Governance 1995 to 2012

This research explores the changing role of the private sector in provincial prison infrastructure expansion in Ontario. After contracting out the operations of a new prison and facing much resistance, the provincial government began delivering prisons by maintaining public operations but financing them privately through public-private partnerships. To understand the political and economic impacts of these changes, I analyzed relevant government documents and interviews I conducted with 15 key informants from government agencies, firms and other organizations involved in creating, implementing and resisting prison expansion policies between 1995 and today. I show how changes in infrastructure governance were shaped by contestation between the state, international financial investors, private firms in Canada, labour and others involved in prison systems. Through public-private partnerships, the role of government shifted towards that of market facilitator, and as infrastructure was placed on global debt markets, international financial capital played a new part in prison development.

Sustainable infrastructure planning: using development charges for stormwater management

This research explored the use of development charges (DCs) as a sustainable planning policy implementation tool to address integrated urban water management (IUWM) principles through the implementation of water sensitive urban design (WSUD) practices. This was accomplished by focusing on whether and how development charges can be used in Canadian slow-growth city regions to provide incentives for sustainable urban infrastructure practices through facilitating the decentralisation of stormwater management. The forms of stormwater management explored included structural landscape- and building- based strategies encompassing bioretention, infiltration, and dispersion. Potential implications were explored from the perspective of planning through semi-structured interviews, to the on-the-ground site design level within development projects through a review of the literature and case study analysis. Findings from the National Capital Region (Ottawa and environs) case study were synthesised into a series of best management practices for implementation of an IUWM DC strategy for the Manitoba Capital Region.

The vulnerability of New Zealand lifelines infrastructure to ashfall.

Risks posed by geohazards to urban centres are constantly increasing, due to the continuous increase in population and associated infrastructure. A major risk to North Island urban centres is impacts from volcanic ashfall. This study analyses the vulnerabilities of selected New Zealand lifelines infrastructure to volcanic ash, to better understand and mitigate these risks. Telecommunications and wastewater networks are assessed, as is the vulnerability of Auckland Airport and grounded aircraft. The ability of vehicles to drive on ash covered roads is also tested, to determine the extent to which emergency services, utility providers and the public will be able to travel during and immediately after ashfall. Finally, air-conditioners have been identified as a significant vulnerability during ashfall, due to the high dependence on cooling for infrastructure and lifelines providers. These are examined to quantify the effects of ashfall on their performance. Each of the selected infrastructure types is assessed through a review of past impacts of ashfall, and experimentation either in the field or under laboratory conditions. Where appropriate, mitigation options that reduce identified vulnerabilities are considered. In most cases these options are operational rather than physical engineering solutions, and indicate pre-planning and response requirements. Key recommended mitigation options include the acquirement or strategic relocation of resources prior to ashfall, regular cleaning and maintenance of essential air conditioners during ashfall to enable their continued use, access to appropriate vehicles for utility providers to reach infrastructure, and discharge of untreated wastewater into Waitemata harbour at Orakei during ashfall on Auckland, to preserve the ability to continue treating wastewater at the Mangere treatment plant
