Nevyužitý potenciál cestovního ruchu vybraných venkovských regionů / Unused Tourism Potential of Standard Rural Regions

The aim of this diploma work was, on the basis of the performed analysis and the field investigation, to characterize the tourist trade developement in the rural microregion "Association of the villages bellow the mountain" and subsequently work up several suggestions, which would use the microregion priorities, so as that they would correspond bestly to wishes, requirements and needs of the selected groups of visitors. In Choustník region the rural tourism is only at its beginnings. At the end of the diploma work, it can be stated, that from the point of attendance, the above mentioned microregion pertains rather to substandard. The results of this state can be seen in the inconvenient infra-structure of the tourist trade, which in the negative way influences the attendance and also the average stay length of the tourist in microregion, further in the insufficient and badly co-ordinated publicity of the sights in the tourist trade market and in the inadequate offer of the thematicly directed tourist trade products.

Plán na znovuobnovení kritické infrastruktury na místní úrovni / Planning of restoring Critical Infrastructure on local level

Critical infrastructure (CI) is one of the most important branches in crisis man-agement. In recent years, CI demonstrated its importance on many occasions. My work is focused on the analysis of risks which can be a possible threat to CI. This is because the most important part of securing CI is the prevention of, and prepara-tion for, interruptions or damage. The risks in this part were specified using a FRAP analysis. I also identify the main reciprocal dependencies of all CI sectors to demonstrate which sector is the most important one. Finally, I specify the process of recovering or restoring these CI sectors. A new method was intentionally used for analytical-synthetic models. This method, in conjunction with the use of a FRAP analysis, is new to the branch of crisis management and was used for first time. The main aim of my work is to improve knowledge about CI at a regional level {--} city of České Budějovice. I submit new ways of identifying risks and resolv-ing problems during the recovery phase {--} specialized in CI.

Dlouhodobý výpadek elektrické energie v České republice / Long-term Electric Power Failure in the Czech Republic

The electric power is one of the key products without which functioning of our society would be hard to imagine. The electricity distribution network is an interconnected system comprising of a manufacturing part producing electricity from various sources, a transmission system of conductors and equipment, distribution systems of high and low voltage, and of technical control stations suitably distributed to control the whole network. Energy security means ensuring continuity of necessary supplies of energy and energy services to accommodate the protected interests of the state. A long-term electric power failure may have serious consequences for the state security, for providing for basic subsistence needs of the population, individual?s health or the state economy. For their maintenance under ordinary as well as emergency conditions it is particularly necessary to ensure functioning of critical infrastructure. The aim of this thesis is to examine the level of preparedness of the subjects within the critical infrastructure for a long-term interruption of electric power supplies and to create a draft of an emergency preparedness plan of a subject within the critical infrastructure focused on a long-term electric power failure. The research part of the thesis has two parts. The first part includes processing and analysis of the data acquired though a questionnaire survey. The second one presents a draft of the emergency preparedness plan of a subject within the critical infrastructure. The results of the questionnaire survey showed a good readiness of the critical infrastructure for a long-term, extensive electric power failure, which confirms the set hypothesis. The thesis introduces the public, particularly the subjects of the critical infrastructure, to the possibilities of occurrence of long-term, extensive electric power failures, with available prevention of such emergency situations and their preparation, planning and solving. The presented emergency plan draft should help with preparation of an emergency readiness plan of a subject within the critical infrastructure, including outlining the ways to solve emergency situations that may arise in relation with a power failure, and thus to improve protection of the critical infrastructure elements.

The theses addresses the impacts that may be caused by investment in the construction of water infrastructure. This investment is very expensive for small municipalities and could lead them into debt. The question to be answered is whether the construction of facilities for wastewater treatment is really important for small municipalities (and their development) and if it should be done in compliance with the EU directive. The task of the study is to assess the current situation of the requirement to build a system of wastewater treatment in small municipalities in Czechia. The study is written from the perspective of a social geographer and in particular in an economic and developing point of view. This diploma thesis deals with state aid and financing of transport infrastructure under the EU law. The main aim of the thesis is to answer the question, whether the financing of transport infrastructure is a state aid and if it so, would it be compatible with the internal market. Member States have to ask these questions while they are deciding whether they should use public funds for specific infrastructural project in transportation industry. The thesis is divided into two main parts. In the first part author is focused on airport transportation industry, which has been liberalized since early 90's of 20th century. Thanks to the market opening the completion came in and Commission started to control financing of airport infrastructures. Airports were no longer recognized as an infrastructural facilities and their operators were found as an undertaking in the sense of competition judicature. That is why the first chapter is dealing with the historical excursus of state aid law in the field of aviation infrastructure. The author describes the fundamental decisions of Commission and the Court of Justice of the European Union; a great focus is placed on analysis of the decision on the Leipzig- Halle case. The transport infrastructure facilitates the development of national economies not only in Europe but all over the world. Stagnating transport network development, along with stagnating modernisation of such networks caused by a lack of funds and associated with the absence of modern approach and technology within the construction and operation, has a fatal impact on the advancement of trade, industry and, ultimately, the development of the state itself. The dissertation thesis aims to describe and verify the way the heavy road infrastructure development supports the economy of the whole country, regions and economic entities. At the same time, the thesis strives to examine whether the construction completion accelerates the development and building of logistic centres in the vicinity of such big highways, and the manner the commissioning of such buildings is reflected in traffic intensity changes inland and at the borders.

The purpose of this diploma is to describe the IT server infrastructure and map out ways in which it may be find. In addition, aims to clarify the concept of management of infrastructure and describe the processes and activities required to manage server infrastructure. Subsequently, examine options and software features to support the management and benefits of their use. On the basis of these findings are developed and described models of effective managements for the particular states of server infrastructure. In detail are also explained the concepts, which can be achieved by changes in infrastructure. Models of effective management is established with regard to the need and level of implementation of various management activities, in different stages of maturity infrastructure. Some of the requirements arising from the level and condition of infrastructure must be support by the appropriate software. Models, therefore, also contain requirements for software at various levels of infrastructure maturity. Described and discussed are also other influences, which are the size of infrastructure, skills of managers and environmental influences. Part of this work is also a practical demonstration of software for managing server infrastructure, and a description of its properties.
