Since 1994, the main challenges of rural development in South Africa are related to fighting against the marginalization of the poor, which requires change in access to resources (i.e. land, water, education and skills), rural infrastructure and other government services (National Planning Commission, 2011:195). Numerous rural development programmes and strategies have been introduced in South Africa since the downfall of the apartheid government to address rural challenges based on the improvement of rural economic development and meeting basic human needs, but they lacked the configuration of integrated and coordinated planning (Olivier et al., 2010:101). In 2009 rural development became one of the key priority programmes in South Africa, through a Comprehensive Rural Development Programme (CRDP). The CRDP is a strategic programme aimed at being an effective response against poverty and food insecurity by maximizing the use and management of natural resources to create vibrant, equitable and sustainable rural communities (Olivier et al., 2010:101). It has a holistic approach, partnering various stakeholders like government departments, non-governmental organizations, the business sector and the communities, in order to enhance socio-economic issues (DRDLR, 2009:1).
An analysis was conducted based on the current and proposed planning approach for CRDP in South Africa. The current planning approach for CRDP was analysed by means of a case study illustrating the current reality and process. The pilot project used to illustrate the current planning approach for CRDP was identified by the Office of the Premier (North West Province) in 2009, and was selected as the case study of this research, including the villages of Mokgalwaneng, Matlametlong and Disake, and to demonstrate the proposed planning approach for CRDP, Klein Eiffel was identified within the Joe Morolong Local Municipality, formerly known as Moshaweng Local Municipality, in the John Taolo Gaetsewe District Municipality.
Structured interviews and semi-structured interviews were conducted with officials from the government departments, private sector and Eskom (cross reference Annexure B), to obtain expert views on the current and proposed planning approach for CRDP. Sixteen (16) interviews were scheduled with officials, managers and deputy directors individually (based on their expertise and availability) who are responsible for the planning, monitoring and implementation of the CRDP programme. During the conduct of these interviews, all officials commented critically on the current planning approach for CRDP and positively towards the proposed planning approach for CRDP, but only thirteen (13) responded in writing. In 1986, Vietnam opened up the country’s economy by launching the Doi Moi (renovation) policy, which made the process of economic liberalisation possible. Accordingly, Ho Chi Minh City, the country’s biggest city, has undergone rapid growth of population, urbanisation and industrialisation. While achieving remarkable economic growth, the city faces considerable urban environmental challenges. The rapid growth of urbanisation and industry has placed increasing pressure on available freshwater resources, through excessive water use and increasing volumes of untreated wastewater. Firstly, the urban water sector has had to meet growing demand for water use for domestic purposes during the dry season. Secondly, groundwater levels have experienced a substantial drawdown in outlying urban districts as a result of over-abstraction. Thirdly, rapidly expanding industrial activities are causing severe demand on water resources. The city’s major supply sources have developed an alarming level of pollutants discharged by industry. The aim of this thesis is to formulate an integrated approach to the sustainable management of water resources in Ho Chi Minh City. In order to achieve this, the research was designed to examine institutional frameworks and arrangements and to explore the perception of water value by water users and stakeholders. The underlying reasons for ineffective management are anchored in fragmented management practices which result from inadequate institutional frameworks and arrangements, inadequate regulations and inappropriate water governance. Weak enforcement of law and insufficient cooperation between government agencies and departments in Ho Chi Minh City and their counterparts in neighbouring provinces also limit management efficacy. The research results show that stakeholders have different perceptions of water resources. Overall, water value has been considered as a social and economic good by both the urban respondents and government officials. However, most urban residents view water as a social good rather than an economic one. Public involvement in the water sector is limited. Most urban dwellers have little understanding and knowledge about the city’s water issues or the available channels to access information on water resources. Many government officials are inadequately trained, poorly qualified, inexperienced and have irrelevant or outdated background knowledge about their field of management. Government respondents did not provide consistent data and information on the water profile because there is no shared common information on water issues in place. Findings from the fieldwork show that decentralisation, privatisation and using rainwater as a potential alternative water source are preferred. Finally, the study proposes a schematic revision of existing management structures and mechanisms between local government agencies. This thesis proposes a model for a water conservation strategy for which the management and use of water resources is aligned with adequate institutional arrangements and effective regulations. An integrated approach for techno-economic and environmental analysis of energy from biomass and fossil fuelsMohan, Tanya 25 April 2007 (has links)
Biomass conversion into forms of energy is receiving current attention because of environmental, energy and agricultural concerns. The purpose of this thesis is to analyze the environmental, energy, economic, and technological aspects of using a form of biomass, switchgrass (panicum virgatum), as a partial or complete replacement for coal in power generation and cogeneration systems. To examine the effects of such a substitution, an environmental biocomplexity approach is used, wherein the agricultural, technological, economic, and environmental factors are addressed. In particular, lifecycle analysis (LCA) and a three-dimensional integrated economic, energy and environmental analysis is employed. The effectiveness of alternate technologies for switchgrass preparation, harvest and use in terms of greenhouse gas impact, cost and environmental implications is examined. Also, different scenarios of cofiring and biomass preparation pathways are investigated. Optimization of the total biomass power generation cost with minimum greenhouse gas effect is undertaken using mathematical programming for various alternate competitive biomass processing pathways. As a byproduct of this work a generic tool to optimize the cost and greenhouse gas emissions for allocation of fuel sources to the power generating sinks is developed. Further, this work discusses the sensitivity of the findings to varied cofiring ratios, coal prices, hauling distances, per acre yields, etc. Besides electricity generation in power plants, another viable alternative for reducing greenhouse gases (GHGs) is the utilization of biomass in conjunction with combined heat and power (CHP) in the process industries. This work addresses the utilization of biowaste or biomass source in a processing facility for CHP. A systematic algebraic procedure for targeting cogeneration potential ahead of detailed power generation network design is presented. The approach presented here effectively utilizes the biomass and biowaste sources as external fuel, and matches it with the use and dispatch of fuel sources within the process, heating and non-heating steam demands, and power generation. The concept of extractable energy coupled with flow balance via cascade diagram has been used as a basis to construct this approach. The work also discusses important economic factors and environmental policies required for the cost-effective utilization of biomass for electricity generation and CHP.
