Esta pesquisa tem por objetivo analisar as reconfigurações das identidades nacionais no Brasil e no Paraguai mobilizadas por dois importantes jornais O Estado de São Paulo (Brasil) e La Tribuna (Paraguai), entre 1963 e 1966. Nesse período foi lançado, de forma unilateral pelo Brasil, projeto de construção de uma usina hidrelétrica na fronteira entre os dois países - depois Itaipu. Polêmicas sobre um litígio fronteiriço na região dos Saltos de Sete Quedas/Saltos do Guairá foram recuperadas e rearticuladas aos projetos nacionais dos dois países. Os jornais foram tomados como fonte e objeto, a partir do acompanhamento da cobertura da contenda. Buscou-se, portanto, compreender de que modo os periódicos mobilizaram e reforçaram identidades, recuperaram imagens do Brasil e do Paraguai e assim defenderam seus próprios projetos políticos. / This research has as goal analysing the reconfiguration of the national identities in Brazil and in Paraguay mobilized by two important newspapers O Estado de São Paulo (Brazil) and La Tribuna (Paraguay), between 1963 and 1966. In this period, in an unilateral form by Brazil, a project of building a hydroelectric plant in the border between the two countries was launched later, Itaipu. Controversies about a frontier litigation in the region of the Sete Quedas Fall/Guairá Falls were recovered and rearticulated to the national projects of both countries. The newspapers were taken as source and object, from the accompaniment to the covering of the strife. It was seeked, therefore, to comprehend in what manner the periodic newspapers mobilized and reinforced identities, recovered images from Brazil and Paraguay and thus defended their own political projects.

Educating for Prosperity:An Historical Analysis of Education as the Panacea for Poverty

Policy emphasis on education as a medium to alleviate poverty and to achieve development is this thesis’s topic. Long enforcement of this approach has led us not only to believe in the education-for-prosperity link, but also to reproduce it and create a social system that works in line with it. This study explored this approach as conceived by key international financial institutions—the World Bank and the Inter-American Development Bank—and by a specific nation-state—Mexico. An historical analysis was conducted of 29 documents from 1960, when these banks first became involved in policy making and funding of education projects worldwide, to the present time. They were chosen because of their relevance in effecting concrete practices in the education sector. A constructivist grounded theory approach was used to read, analyze, and identify relevant categories within them. A content analysis methodology was also used to study the treatment of the concepts of education and poverty over time by the two banks and Mexico. This study contributes to a deeper understanding of how educational policies came to be. The study of the banks revealed that the link between education and poverty occurred at the end of the 1980s. This link was strengthened by a shift of focus from the nation to the individual, which facilitated the education-for-poverty objectives. The study of Mexico suggests that international policies influenced national education policies; Mexico adopted the same perspective during the 1990s, a decade later than the banks. Despite the strength and acceptance of education for prosperity, it is still a social construct of our creation and reproduction. The key recommendations are (a) to develop further understanding and appreciation of the noneconomic side of education; (b) to distance education from economic and neoliberal principles that belittle its humanistic side; (c) to consider that education, our way of conceiving it, and our practice is a social construct that can be challenged and changed; and (d) to seek a type of education that truly fosters equity and equality. / Educational Administration and Leadership

The current research tries to recognize how the Inter-American Court of Human Rightscan influence in the legal and constitutional reforms in Latin American countries. It tries to understand what elements are required for those reforms to happen. It is stated that it requires human rights movements with knowledge of the Inter-American system and a favorable State context of at least one branch of the State. Finally, it was found that, in the cases studied, thecontext determines whether what the Inter-American Court says is applied or not. / La presente investigación apunta a conocer la manera en la que la Corte Interamericana deDerechos Humanos afecta reformas jurídicas y constitucionales en los países latinoamericanos. Se busca comprender qué elementos son importantes para que se presenten las reformas. Además, se plantea que, para que estas reformas se lleven a cabo, es requerida la conjunción de movimientos con conocimiento del sistema interamericano y un contexto estatal favorable en al menos una de las ramas tradicionales del Estado. Finalmente, se encontró que, en los casos reseñados, el contexto suele ser determinante para la aplicación de lo señalado por la Corte Interamericana.

This article discusses the conventionality control according to the jurisprudence of the interamerican Court of Human rights. Particularly, the author analyzes whether advisory opinions, like judgments, constitute the “controlling material” of the conventionality control. in this way, the author presents and discusses theses derived from the referred jurisprudence, to conclude that the interpretative guidelines contained in advisory opinions of the interamerican Court of Human rights constitute the “controlling material” under certain circumstances. / El presente artículo aborda el control de convencionalidad según la jurisprudencia emitida por la Corte interamericana de Derechos Humanos. En particular, el autor se detiene a analizar si las opiniones consultivas, al igual que una sentencia, pueden constituir el “material controlante” del control de convencionalidad. De esta forma, el autor expone y examina las principales tesis que se derivan de la referida jurisprudencia, para concluir los lineamientos interpretativos contenidos en opiniones consultivas de la Corte interamericana de Derechos Humanos valen como el “material controlante” bajo ciertas circunstancias.

O corpo desta tese está subdivido em três partes principais: 1) Evolução contemporânea das relações Brasil-Estados Unidos desde o início do século XX. 2) Relacionamento Brasil-Estados Unidos na pós-Guerra Fria. 3) Novo enquadramento das relações Brasil-EUA depois do 11 de setembro. A tese procura mostrar que Brasil se encontra num momento crucial para re-equacionar o lugar e o sentido das relações com Estados Unidos para a inserção externa do país. A perda de sua centralidade obriga uma reavaliação profunda que certamente virá a influenciar a produção acadêmica em Relações Internacionais no futuro. / This dissertation focus on Brazil-US relations with a twofold perspective: one that emphasizes the contemporary history of this relationship and another that underlines its political implications for the international insertion of our country. This dissertation is subdivided in three units: 1) Contemporary evolution of Brazil-United States relations since early XXth century. 2) Relation Brazil-United States after the Cold War. 3) New alliance of Brazil-United States after the 9-11 period. This dissertation wishes to point out that Brazil nowadays faces a crucial moment to re-think the place and importance of the relations with the US in this foreign policy. The loss of its previous centrality imposes an re-evaluation, this which will certainly influence the future of International Relations studies in Brazil.
