Previous issue date: 2018-10-18 / A Internet está imbricada em questões técnicas e políticas que se misturam e que envolvem atores de diferentes origens e interesses. Visando analisar as implicações políticas sobre o funcionamento da rede, o estudo foca no Sistema de Nomes de Domínio, especificamente lidando com os domínios de topo de código de país (ccTLDs), recursos que fazem referência a territórios, mesmo no espaço transfronteiriço da Internet, e que servem para facilitar o endereçamento e acesso a conteúdos online, como o “.br” para o Brasil e o “.us” para os Estados Unidos. O trabalho analisa a gestão de quatro ccTLDs da América Latina, o brasileiro (“.br”), argentino (“.ar”), colombiano (“.co”) e mexicano (“.mx”). À luz de entrevistas semiestruturadas e análise documental, o trabalho foca em três eixos: a) o histórico e os b) modelos de governança e c) de negócio de cada entidade responsável pelos domínios. O argumento geral do texto é a existência de uma proeminência dos atores privados na governança da Internet, potencializada pela difusão da autoridade por meio do multissetorialismo, modelo de governança que preza pela interação e participação dos diversos atores. / The Internet is embedded in technical and political issues that concern actors from different backgrounds and interests. To analyze the political implications of the Internet operation, the study focuses on the Domain Name System, specifically dealing with country code Top-Level Domains (ccTLDs), resources that facilitate the Internet addressing and enable the access to online content, like ".br" for Brazil and ".us" for the United States. The paper analyzes the management of four ccTLDs in Latin America, the Brazilian (.br), the Argentinian (.ar), the Colombian (.co) and the Mexican (.mx) ones. With semi-structured interviews and documentary analysis, the study focuses on three axes: a) the history and b) the governance and c) business models of each entity responsible for the ccTLDs. The general argument of the text is the existence of a prominence of private actors in Internet governance, strengthened by the diffusion of authority through multistakeholderism, a governance model that aims to promote interaction and participation of various stakeholders.

more important for a number of reasons. As more satellites are launched more data becomes
available and there is a wealth of information contained within the data sets; information
regarding the performance of the satellite subsystems, sensors, efficiency of autonomous
software, and the accuracy of models and simulations to name a few. Proper storage and archival
methods help ensure these data sets are available to scientists and engineers to discover
previously unknown and “never before thought of” relationships between systems or subsystems.
The most obvious “first step” in this process is to preserve the data for work that may lead
towards new discovery and future advances.
AFRL is committed to preserving these data sets for these and other stated reasons. This paper
describes one ongoing effort related to the Joint Warfighting Space Demonstration 1 (JWSD-1)
(aka RoadRunner) satellite program that archives all the data sent to the ground and makes that
data available via the Internet to concerned groups of users.

Abstract
' The study described in this article consisted of a survey that was conducted among a sample of
• South African political institutions and organisations, and that was aimed at investigating their views
and perceptions with regard to the use of the Internet. The main research question posed by the
current study was: What are the views of politically orientated institutions in South Africa on their use
the Internet, and what are their perceptions on how the Internet could impact on democratic
processes in the country? The aim of this exploratory research study was to obtain information that
could cast light on the issue of how likely it was that the Internet would contribute to a deliberative
democracy in South Africa. The survey revealed that the Internet was perceived to have a significant
role to play with regard to political and democracy issues in South Africa. However, if certain
problems (the lack of access, the lack of basic and computer literacy, and the lack of training) were
not adequately addressed by means of an integrated government Internet strategy, the ability of
the Internet to impact positively on democracy in South Africa would be very limited.
