O ponto de partida deste trabalho pauta-se na ideia de participação de forma ampliada e conquistada, no sentido de tomar parte no processo decisório das ações de saúde e que, em consequência, podem repercutir ações que não se restrinjam ao espaço setorial da saúde. Essa noção vai para além dos textos legais-normativos, que têm o cunho de fiscalização das ações de saúde e têm como campo de estudo o Conselho Gestor de Unidade (CGU) de Saúde, espaço local de deliberação. Nesse sentido, o objetivo geral deste estudo é analisar a participação política de um conselho gestor de unidade de saúde de Piraí e suas repercussões no campo das ações intersetoriais locais; e os específicos são: descrever o funcionamento do CGU e sua relação com outros setores; identificar as práticas participativas do CGU e; examinar as possibilidades e dificuldades dessa forma de participação de fortalecer as ações intersetoriais locais. A proposta metodológica baseia-se em uma abordagem de investigação-ação, de cunho qualitativo, por intermédio do estudo de caso do CGU de Arrozal, no município de Piraí, acreditando que seja a melhor ferramenta para elucidação dos objetivos propostos. Dentre as principais questões teóricas discutidas, destacamos a importância da participação no processo de discussão, haja vista que as decisões conjuntas, quando deliberam por meio do compartilhamento, propiciam deliberações pertinentes ao caso e que são responsáveis por um processo tanto de construção da cidadania quanto, no caso da saúde, de fortalecimento do SUS. Podemos afirmar que as ações intersetoriais presentes no CGU de Arrozal alcançaram certo status quo que garante a legitimação e a potencialização das ações desse conselho, transformando e compartilhando responsabilidades, num agir integrado com outros setores com vistas à integralidade das ações. Denota-se a importância de que cada pessoa, instituição ou setor tem a sua responsabilidade de traçar planos mediante sua capacidade de resolução e de discutir ações intersetoriais para potencializá-las. A participação com a ideia da conquista possibilita que as ações sejam mais complexas e com maior criatividade tanto quanto sejam necessárias, uma vez que a barreira do tomar parte e fazer parte já foi transposta neste conselho. / The start point of this work is on an idea of political participation in order that socials actors could integrate the decisive process in health actions in such a manner as the repercussion couldnt be restricted only over the health sector. This notion require us to a reading that exceed the texts under law established to the sector in matter that is determinate to its controller attribute in health actions, so that the local deliberation space the most expressive is the managers council on health unities (MCHU). This application has like objective to analyze the political participation of socials actors of managers council of health unities in the municipality of Piraí RJ, and their repercussions in intersectorials actions. The adapted methodological strategy has consistence in research-action in manner of qualitative, starting from a study of the case from MCHU of Arrozal in Piraí municipality. Among the main theoretical questions discussed we could put in relief the importance of political participation inside the process of discussion therefore in it definition the decisions as a whole, when deliberated through sharing, they give us appropriated and responsible decisions in a process of construction of the citizenship and strengthening of the health unified system. We can be sure that the intersectorials actions settled in MCHU of Arrozal reached a real status quo that gives guarantee to the legitimacy and powerfully in actions of this council charging theirs practices and generating the sharing of responsibilities in a integrated proceeding with orders sectors with view to the integrality of the actions. It denotes the importance in what each person and/or institution and sector has their responsibility for making projects by means of it capacities of resolution and to discuss intersectorials actions to potencialize them. The political participation as an idea of conquest of rights and it effectivation in health to request horizontals means to construct answers to the demands and necessities of the community. The participations practices of socials actors that compose the CGU studied in the way of the intersectorials actions show us that the effectivity of theirs actions has a relevant result in front of the possibilities in view by several points of observation and they produce new practices in the resolution of problems.

From this point, a bibliographic revision tried to present the partnerships evolution on companies side and intersectorials, which is the object of this research. It tried too evaluate the demand factors which enforce NGO as companies partner emphasizing a potential synergy framework verified by some authors. The research used the James E. Austin (2001) collaboration continuunm dimensions framework, who is a reference due his research and the theories about partnerships between NGO and companies. From the case study, unique type, which represents the typical NGO universe, it was observed the circumstances and conditions a NGO would have applied methods of relationship management by his own, and identify what are the strength points and challenges the NGO faced to maintain this relationship management process. Then, it was observed that the dimensions presented by Austin are consistent on the management structure in a NGO, but it suffers by the informal management style of its more valuable and intangible resource: the partners. / Esta pesquisa, baseada num estudo de caso, levanta a aplica??o de metodologias de gest?o de parcerias entre organiza??es n?o governamentais (ONG) e empresas. A partir de uma fundamenta??o te?rica que buscou apresentar a evolu??o das parcerias empresariais e intersetoriais, que ? o principal objeto da pesquisa. Buscou-se tamb?m avaliar os fatores de demanda que levariam as ONG a formarem parcerias com as empresas destacando um quadro potencial de sinergias verificado por diversos autores. A pesquisa utilizou as dimens?es do continuum da colabora??o preconizado por James E. Austin (2001), autor que ? refer?ncia em pesquisa e teorias sobre administra??o de parcerias entre ONG e empresas. A partir do estudo de caso tipo ?nico, t?pico do universo de ONG, as circunst?ncias e condi??es que uma ONG teria aplicado seus m?todos pr?prios de gest?o de parcerias foram observadas e, a partir da?, identificou-se os pontos fortes e os desafios da ONG em manter sua administra??o de relacionamento. Percebe-se que as dimens?es apresentadas por Austin s?o consistentes na estrutura de gest?o de uma ONG, mas que esta ainda sofre pela gest?o informal de seu recurso intang?vel mais valioso: a parceria.

Also discusses the historical conception of Assistance policy as a landmark welfare prevalent in traditional relationships still present in local contemporary practices, poor conditions and turnover of professionals in the management of social assistance policy, and human intersectorials challenges and materials that are still present in the field of social rights to the full guarantee of a social safety net for people with disability in the city of Palmas - TO. / Esta dissertação discute os desafios a serem superados na realidade da gestão (não) integrada do programa BPC na escola no município de Palmas TO, tendo em vista ser este um benefício assistencial garantido por meio da política de seguridade social, previsto pela Constituição Federal de 1988, e regulamentada pela Lei Orgânica da Assistência Social (1993), à pessoa com deficiência, cujo sistema de proteção social deve ser garantido e discutido de forma ampla e democrática, conforme perspectiva da descentralização político-administrativa nas ações públicas, visando melhores condições de acesso e participação da sociedade civil, em âmbito municipal, por meio de relações sociais que desenvolvam processos capazes de construir novo formato de participação da comunidade na gestão das políticas sociais públicas e exercer controle social por meio do conselho gestor local como espaço representativo de relação entre a sociedade civil e o Estado (município), que visem superar as dificuldades apresentadas pela população nas decisões e no controle das ações local e setorial em que ocorre a relação de representação, a fim de promover a construção integral da cidadania e executar as normativas do programa pesquisado. Discute ainda, a concepção histórica da política de assistência como marco assistencialista predominante nas relações tradicionais ainda presentes nas práticas contemporâneas municipais, as precárias condições e rotatividade de profissionais na gestão da política de assistência social na realidade estudada, e os desafios intersetoriais humanos e materiais que ainda se fazem presentes no campo dos direitos sociais para a garantia integral de uma rede de proteção social a pessoa com deficiência no município de Palmas TO.
