Modern Econometric Techniques Applied To Three Essays In Spatial Economics

For Chapter 1: This paper offers a meta-regression analysis of the controversial impact of EU structural funds on the growth of the recipient regions. It identifies the factors that explain the heterogeneity in the size of 323 estimates of their impact recorded in 17 econometric studies. Heterogeneity comes from the publication status, the period examined, controlling for endogeneity, from the presence of several regressors but not from differences in functional forms. For Chapter 2: Recent spatial econometric contributions call for theory-driven spatial models and W matrices capturing actual and time-varying interregional linkages. This paper answers this call by developing theoretically Griliches' well-known knowledge production function to add knowledge externalities to it. They capture how human and private capital originating from one region benefit the creation of innovation elsewhere. Furthermore, we measure interregional interaction based on the actual flows of patent creation-citation and of migration of the educated workers. They have the advantage of capturing clearly the direction of the knowledge transfers. Their presence in the theoretical model leads to a reduced-form spatial cross-regressive model which differentiates better the role of each type of externality - and displays a better goodness of fit - than the spatially lagged model where spillovers depend on geographical proximity only. Both models are estimated on spatial panel data covering the dynamics of innovation across US states over the 1986-1999 period. For Chapter 3: The Ricardian framework is increasingly used for the study of the impact of climate change on farmland values. While most of the Ricardian studies assume no interaction between the geographical units under study, the few that do rely on traditional proximity-based dependence. In this paper we argue that since the larger share of agricultural goods produced by a state is not for its own local market, including interregional trade in the Ricardian framework provides new perspectives, avoids a missing variable bias and prevents erroneous conclusions. Our new framework is applied to the system of the U.S. states over the four most recent censuses (1997-2012) and demonstrate that climate and socio-economic conditions experienced in a state's trade partners have a significant role on that state's local farmland values.

A study of factors relevant for the generation of new technology in OECD countries : A cross-sectional analysis of the relationship between stock of knowledge, research effort, competition and knowledge accumulation

This thesis investigates, at the country level, the relationship between innovation output or generation of new technology and input factors such as stock of knowledge, research effort and institutional factors such as competition and intellectual property rights. It is shown that variations in generation of new technology reflect differences in knowledge stock, research effort, product market competition and other institutional factors of OECD countries. The available stock of knowledge and the research effort was shown to have a linear and positive effect on technology generation. It was also shown that the degree of product market competition has a nonlinear effect on technology growth, thereby confirming on a country-level an inverted-U relationship between competition and innovation. Generation of new knowledge was examined using a knowledge production function with annual and accumulated knowledge measured with a patent indicator based on a worldwide count of patent priority filings. A cross-sectional linear regression model was used with secondary data. Independent variables included were the main variables accumulated stock of patent priority filings, the number of FTE researchers in R&D and the Product Market Regulation Index. Institutional bias was accounted for by including the independent variables Index of Patent Rights, administrative patenting fees and a Global Competitiveness Index. The Global Competitiveness index was found to have positive effect on patent productivity and the administrative patenting fees relationship was found to be negative. The results are consistent with theories and empirical findings. The results also highlight the importance of innovation policies that keep costs of patenting low and of adjusting the competition policy of a country to the type of economy in question.

Production of Knowledge and Geographically Mediated Spillovers from Universities A Spatial Econometric Perspective and Evidence from Austria

The paper sheds some light on the issue of geographically mediated knowledge spillovers from university research activities to regional knowledge production in high tech industries in Austria. Knowledge spillovers occur because knowledge created by university is typically not contained within that institution, and thereby creates value for others. The conceptual framework for analysing geographic spillovers of university research on regional knowledge production is derived from Griliches (1979). It is assumed that knowledge production in the high tech sectors essentially depends on two major sources of knowledge: the university research that represents the potential pool of knowledge spillovers and R&D performed by the high tech sectors themselves. Knowledge is measured in terms of patents, university research and R&D in terms of expenditures. We refine the standard knowledge production function by modelling research spillovers as a spatially discounted external stock of knowledge. This enables us to capture regional and interregional spillovers. Using district-level data and employing spatial econometric tools evidence is found of university research spillovers that transcend the geographic scale of the political district in Austria. Corporate R&D activities, financing constraints, performance and diversification

This thesis proposes to enlighten several channels that favor the emergence and the outcome of creative ideas and innovation in general amongst private firms, with a particular focus on European companies. The first chapter introduces the motivations related to this research, defines the research objectives and questions addressed by the dissertation and concludes with the outline and the contributions of the thesis. <p><p>The second chapter analyzes the financing constraints on R&D investments. The central question in this chapter is whether financing constraints can explain a part of the acknowledged R&D gap between Europe and the US. In order to address this question, a dataset is constructed on the basis of a compilation of R&D scoreboards. The findings of this chapter are based on a sensitivity analysis of R&D to cash flow using estimates of dynamic R&D equations. The relationship between the financing constraints on R&D and the age of the companies is analyzed in an additional set of results with parametric as well as non parametric estimations. European firms appear to be affected by financing constraints in the 2000s while this is not the case for the US companies. The age seems to affect negatively the R&D sensitivity for EU and US leading innovators, with higher sensitivities for old and low-tech EU firms than their US counterparts.<p><p>The third chapter is dedicated to the measuring of the knowledge production of R&D expenditures when they are disaggregated into the following components: intramural versus extramural expenditures, research versus development expenditures, product-oriented versus process-oriented, human capital versus investments. The sources of funding and the types of subcontractors are also considered. The main question of this chapter is whether the heterogeneity of R&D affects the technology performance of the companies, as measured by patent applications. A cross-sectional Belgian R&D survey conducted over 2004-2005 is used for the purpose of the analysis. Given the high dependency of the Belgian innovation system towards the foreign MNEs, a matching process was performed between Belgian R&D and patents related to Belgian inventors in order to capture the patents filed outside Belgium but related to inventions created by firms located in Belgium (i.e. subsidiaries of foreign groups). Estimates of the elasticity of the quantity of patents with respect to the components of R&D are provided. <p><p>The main question of the fourth chapter is whether the diversification strategies of the economic activities of the R&D leaders in Europe affect, positively or negatively, the performance of their R&D activities. An original approach is proposed on the basis of the analysis of the subsidiaries of EU MNEs. The sample consists of large R&D firms that represent about 80% of total European R&D. In general, the results indicate a positive impact from globalization on firms’ R&D productivity, especially in the US, while a negative impact for industrial diversification is found. <p><p>The main question of the fifth chapter is whether the R&D activities that are conducted outside Europe still benefit to European growth. If so, how does the regional location of R&D centers matter in the production process of EU MNEs? The analysis is conducted on the basis of a unique sample of 637 European R&D leaders with information that is consolidated with respect to about 8000 worldwide patenting subsidiaries. The assessment of R&D internationalization is proxied by the regional repartition of the inventors of each firm. The empirical findings suggest that R&D located in Europe yields significant economic results, but a reallocation of R&D located in Europe instead of outside Europe seems to be correlated with lower R&D performances in high-tech sectors, but not in lower-tech industries. Conversely, a larger share of R&D located in the US seems to improve the economic performance of R&D activities within high-tech EU MNEs while the effect is negative for lower-tech companies. Nevertheless, the economic performance of R&D centers in Europe and US is jointly positive and significant for both regions.<p><p>The sixth chapter concludes the dissertation by reviewing the main findings of the previous chapters. Policy implications are summarized and the limitations of the thesis are addressed.
