Quality Assurance Strategies in Schools A Case Study

Det svenska skolsystemet är extremt decentraliserat, och uppdraget att höja kvalitén har delegerats till kommunerna. Med utgångspunkt från mitt arbete som språklärare i den svenska skolan diskuterar jag problemet med kvalitetsstrategier och ger exempel på hur det svenska skolsystemet fungerar i praktiken på olika nivåer. Jag jämför också med det engelska skolsystemet. En redovisning av litteratur från de båda länderna, samt från USA, belyser ytterligare skillnader och likheter när det gäller arbetet med kvalitetsfrågor i skolan. Min slutsats är att det är av yttersta vikt att införa ett nationellt kvalitetssäkringssystem för att garantera alla elever en utbildning av hög kvalitet. / The Swedish school system is extremely decentralized, and the commission to raise standards in education is delegated to the municipalities, and to the schools. In my work as a secondary school teacher , I have come to doubt that this strategy leads to school effectiveness. In this dissertation I inquire into the problem of quality assurance strategies in schools. I give examples of how the school system works in Sweden at different levels, and then use English schools to contrast and compare. A juxtaposition of literature from the two countries, and from the USA, throws an additional light on similarities and differences in this approach to quality assurance. My conclusion is that it is of vital importance to introduce a quality assurance system at a national level to be able to provide a quality education for all pupils. An excellent work at a local level cannot compensate for the lack of overall structure.
