Auditing government transportation bills

Karnas, Henry P. 12 1900 (has links)
Approved for public release; distribution is unlimited / This thesis examines the area of transportation bill auditing in the Federal Government. It reviews the history of transportation bill auditing, the mechanics of auditing freight transportation bills, and the various factors that impact on the causes and identification of overcharges. This thesis analyzes the current method of post-payment audits of all government transportation bills by GSA and reviews the ongoing initiatives by DOD to implement pre-payment auditing. It concludes that DOD is paying upwards of $48 million a year in freight overcharges alone and that pre-payment audits can significantly reduce this amount. / http://archive.org/details/auditinggovernme00karn / Lieutenant Commander, United States Navy

Lading of the Late Bronze Age ship at Uluburun

Lin, Shih-Han Samuel 29 August 2012 (has links)
The Uluburun shipwreck was discovered in 1982 when a Turkish sponge diver informed the Institute of Nautical Archaeology (INA) of his discovery of metal biscuits with ears. INA archaeologists recognized this as a description of oxhide ingots, a clear indication of a Late Bronze Age site. This find was of considerable interest as very little is known about seafaring, long distance trade, and ship construction during the Late Bronze Age, except for a glimpse provided by the Cape Gelidonya shipwreck excavated in 1960 by George Bass. The site at Uluburun revealed only a handful of disarticulated ship fragments; nevertheless, a meticulous study of these timbers and the distribution of the cargo and shipboard items on the seabed resulted in a hypothetical, but carefully guided, reconstruction of the ship and the lading of its cargo. The artifacts recovered from the Uluburun shipwreck are unlike those discovered on land in quality of preservation as well as the quantity found. Items pertinent to this study include 354 copper oxhide ingots (approximately 10 tons), 152 copper bun ingots (nearly 1 ton), 110 tin ingot fragments (approximately 1 ton), 175 glass ingots (approximately 0.3 tons), 150 Canaanite jars (approximately 2 tons if filled with water), 10 large storage jars (pithoi) (approximately 3.5 tons if filled with water), approximately 51 Canaanite pilgrim flasks, 24 stone anchors (3.3 tons), nearly 1 ton of ballast stones, and the hull remains itself. Two computer programs, Rhinoceros and PHASER, were used to visually model the artifacts and ship in three-dimensions and to systematically test various hull shapes and lading arrangements in a range of hydrostatic conditions. Tests showed that a hull measuring 15 x 5 x 2 m would be capable of carrying the estimated 20 tons of cargo and shipboard items recovered from the wreck at a draft of 1 m, with sufficient freeboard to allow six passengers to stand on one side of the vessel without compromising the stability of the ship. / Institute of Nautical Archaeology

An examination of the application of the Sea Transport Documents Act 65 of 2000 to title to sue under contracts of carriage evidenced by sea waybills and straight bills of lading.

Donnelly, Dusty-Lee. January 2013 (has links)
The Sea Transport Documents Act, 65 of 2000, was a remedial statute intended to provide a solution to the problem of title to sue under the contract of carriage evidenced by sea transport documents. At common law a contract of carriage is not transferable. The contract of carriage is ordinarily concluded between the shipper and the carrier. The consignee lacks title to sue yet in terms of international sale contracts on C.I.F and F.O.B terms the consignee would be the person who stood to suffer the loss as risk in the goods passes from seller to buyer when the goods are loaded on board at the port of shipment. The Act provides a mechanism to transfer the contractual rights and liabilities with the transfer of the sea transport document. However section 2(2) restricts the application of the relevant provisions to documents that are ‘transferable or negotiable’. By custom of merchants bills of lading made out ‘to order’, and bearer bills of lading, are transferable and negotiable. However, straight bills of lading and sea waybills are made out to a named consignee only. These modern forms of sea transport document are increasingly popular and offer many advantages to traders and ocean carriers. Yet they are both regarded as non-negotiable. The dissertation examines the interpretation of the terms ‘transferable’ and ‘negotiable’ as they came to be applied to both negotiable instruments and bills of lading, and considers current academic and judicial opinion on the meaning of these terms. The provisions of the Sea Transport Documents Act are analysed, and compared to the remedies provided in the Carriage of Goods by Sea Act, 1992 (United Kingdom), similar legislation in other commonwealth countries and the law in the United States and Europe. Finally alternative means of establishing title to sue, including the stipulatio alteri, are considered. / Theses (LL.M.)-University of KwaZulu-Natal, Durban, 2013.

Le contrat de transport maritime de marchandise sous connaissement contentieux France-Algérie / The contract of the carriage of goods by sea under bill of lading, litigation France-Algeria

Saou Boukhari, Rym 26 April 2017 (has links)
In the last decades, the International maritime transport has been developed on a large scale. Several international agreements have been concluded in purpose of an unification of the rules governing maritime transport agreements, resulting in a complexity which sometimes raises doubts. However, as in the international private law, the international maritime law is, according to the legislation applied to it, interpreted differently according to country. This difference of interpretation is corning from significant disparities in the decisions of the different countries, particularly about the inserted clauses in the bill of lading. Furthermore, the containerization has Advantages in terms of safety and speed of loading and unloading, it presents difficulties regarding the false declarations and the settlement of demurrage, that they are facing, a lack of resources remains between the Algerian and French ports. All these problems, affects mostly the shipping carrier or the consignee of the goods and which are not fully covered by the current agreements in force. These texts were aimed standardization of the international regime of maritime transport of lading contract, are still not achieving the desired harmonization. This thesis aims to criticize in a constructive perspective of the international legal regime of the maritime transport contract of goods under bill of lading and litigation that creates especially regarding transport to and from Algeria.

Malíková, Helena January 2012 (has links)
The aim of the thesis is to generally characterize the maritime container transport and to describe a complete work agenda of an NVOCC operator. Another aim of this thesis is to introduce the transport chain and the role of the NVOCC. In order to show the range in which prices can move, in my thesis are processed quotes for a specific route from several freight forwarders / NVOCC.
