This thesis will be concerned entirely with general obligation bonding in the city of Logan, Utah. Many worth-while improvements have been acquired by Logan City through the general obligation bonding method. The question of whether or not to go into debt for a certain project has caused many interesting arguments to be put forth by the Logan populace. A study of these arguments and their results is the object of this thesis. Logan City has never had to default on any debt incurred. Its credit rating is very good. Other cities of comparable size that have had trouble meeting their obligations could profit by considering how Logan has been able to pay its debts and improve the city at the same time. General obligation bonding is a part of the method employed for city improvement. But as before stated, these bonds cannot be issued unless an affirmative vote of those voting is obtained from the property holders. This thesis proposes to study the issues and purposes for which general obligation bonds were needed, to find out whether or not those in favor of the bonds had good foresight. Whether those against the bonds were looking out for the best interest of Logan and the interest shown by the public, as indicated in the number which turned out to vote, will also be studied.

Logan City is located in northern Utah's Cache County. The average annual rainfall for Cache Valley is between 15 and 20 inches (PRISM 2016). Several times a year, the incomplete storm water system causes flooding, which risks industrial and agricultural lands. The current system collects storm water between 200 West and 1000 West, and discharges the water directly along 1000 West. Cutler Reservoir, Swift Slough, and the Lower Bear River in Cache Valley do not comply with water quality regulations. The Clean Water Act of 1972 mandates that all municipal separate storm sewer systems (MS4) comply with EPA regulations, expressed as Total Maximum Daily Loads (TMDLs). Logan City's untreated storm water might contribute to the pollution in these water bodies. The pollution threatens surface water, groundwater, and wildlife in the area. Logan City plans to implement a new wastewater treatment process. However, the new treatment process is not designed to use the existing polishing ponds. Consequently, Logan City hopes to use these polishing ponds to treat storm water. The implementation of this design improves storm water management. 10th West Engineers (10WE) had three goals. First, design a system to transport water form the discharge locations to the holding pond. Second, design a system that provides irrigation users access to water during a storm. Third, comply with the goals of the client: design a gravity-fed system, minimize effect on wetlands, and produce an economical design.

The Logan City Elementary Schools have been using parent-teacher conferences as a method of reporting pupil progress tor the past three years. This study is an attempt to determine those items parents and teachers want discussed in conferences. The literature reviewed by the author was of a general nature, as is most of the materials found in our current periodicals and texts that concern themselves with parent teacher conferences. It is, however, very basic to a good conference situation.

Surveys of human intestinal protozoa in the United States have been confined mostly to Eastern sections of the country and to the Pacific coast. There has been little work done concerning these parasites in western mountain states, and no previous surveys have been made of these organisms in the Intermountain West. It is important that the kinds oand numbers of these parasitic protozoa be dtermined for this locality; and it is only through surveys that the harmful, as well as the commensal, intestinal protozoa can be determined and treated. In 1933, teh city of Chicago experienced a general epidemic of amoebic dysentry, believed to be caused by a Endameba histolytica carrier. The seriousness of this epidmic led to the realization that the amoebic dysentary of the tropics could occur in tempearte regions. It is one of the purposes of surveys to recognized the incidence of pathogenic protozoa, with the purpose of averting possible epidemics of dysentary, diarrhea and other minor intestinal disturbances.

The purpose of t his study was to determine the opinions and perceptions of the residents of Logan , Utah, concerning the role and responsibilities of the Bear River District Health Department , and whether those opinions and perceptions differed among low, middle and high income families; among residents having a high school degree or less, a bachelor's degree or less, or a graduate degree o r less; and among men and women. A survey instrument was administered to a stratified random sample of 150 residents. The data collected indicated that: (1) the majority of the resident s of Logan , Utah, we re not aware of the functions and services of t he Bear River District Health Department. This level of awareness was inversely proportional to income level, (2) the majority of residents of Logan, Utah, felt that the Bear River District Health Department was fulfilling it 's role and responsibilities to the community, and (3) the majority of residents of Logan, Utah, do not utilize the services of the Bear River District Health Department to meet their health needs, but rely on some other agency or professional to meet those needs . This tendency was directly proportional to income level, with low income residents relying on the health department for services to a greater degree than high income residents.
