A strategic approach to the management of the national archives of South Africa.

When the first democratic government came into power in 1994, it was faced with a number of challenges. One of these challenges was to ensure that the public service is transformed in order to redress the imbalances of the past. The National Archives of South Africa as a branch of the public service was therefore no exception. Prior to the 1994 elections, this branch was known as the State Archives Service. It was converted into the National Archives of South Africa through the passing of the National Archives of South Africa Act (Act No. 43 of 1996). It is important to note that before the 1994 election the exercise of hegemony by the government was through the control of social memory, and this control involved remembering and forgetting. Furthermore, this control demonstrated an extraordinary capacity to secure the support of most white South Africans and the minority of blacks who collaborated with this system. Therefore, the promulgation of the National Archives of South Africa Act (Act No. 43 of 1996) was of crucial significance in South Africa, since it portrayed the death knell for archival legislation moulded by apartheid. This Act converted the State Archives Service into the National Archives of South Africa with the new mandate of serving all the people of South Africa. This study examines a strategic approach to the management of the National Archives of South Africa. Firstly, the National Archives of South Africa Act (Act No. 43 of 1996 is discussed in detail, with emphasis on its formulation and implementation. This act came into operation on 1 January 1997. Secondly, the strengths, weaknesses, opportunities and threats experienced by the National Archives of South Africa during its conceptualisation and launching are discussed. Thirdly, the transformation of the National Archives of South Africa was examined and discussed using the public management functions, namely, policy-making, organising, planning, leadership, motivation, control and evaluation. The strengths, weaknesses, opportunities and threats experienced by the National Archives of South Africa are focused on. The role of assurance within project management standards / Role dohledu ve standardech projektového řízení

The thesis is focused on the role of assurance within project management standards. Firstly, the theoretical role of assurance was established based on the performed research. Three main areas of interest have been identified: Assurance over business, the project itself and the product. The role established in the theoretical part of the work was subsequently compared to information systems development methodologies and project management standards. From the comparison with AUP, Scrum and FDD methodologies, it seems that the better assurance is defined, the longer the feedback cycle is. During the comparison with the three most widespread project management standards - IPMA, PRINCE2 and PMBOK - various areas have been identified where these are not fully compliant with the theoretical role of assurance. Additions to IPMA and PMBOK have been created to support the compliance with the theoretically established role of assurance, fulfilling the objective set for the practical part of the work and providing benefits to IT project management professionals that struggle to deliver quality products while following one of the aforementioned standards.

Foi descrita e analisada a implantação de um processo de gestão da qualidade total na Divisão de Laboratório Central entre 1996 e 97. O sistema de garantia da qualidade com descrição e análise efetuadas, apoiou-se na Norma ISO 9002. Seu desempenho foi monitorizado por indicadores, tendo as suas repercussões discutidas. Os resultados indicaram que processos similares são viáveis em laboratórios clínicos públicos. Demonstrando-se um envolvimento dos funcionários, com diminuição do absenteísmo e do número de licenças do trabalho. A produtividade e o faturamento aumentaram, mantendo-se o custo médio por exame. As pesquisas de opinião apontaram mudanças no conceito dos médicos sobre o laboratório e mais satisfaçào dos pacientes com os serviços prestados. Este sistema obteve reconhecimento externo em 1997 / The implementing process of a total quality management system in the DLC was described and analyzed from 1996-97. A quality assurance system was established base don the rules of the ISO 9002. The steps of the establishing process were described, analyzed and a set of the indicators were used in order to monitor the performance of the introduced system, through the analysis of its follow-up. The results demonstrated that employees´ commitment resulted in a decrease in absenteeism, leave of absence and accidents related to work. There was an increase in productivity and billing with the upkeep of the cost per exam. Public opinion polls disclosed a better concept of the laboratory by the clinical staff and the patients. This system got external certification in 1997

Environmental risk assessment associated with unregulated landfills in the Albert Luthuli Municipality, Mpumalanga Province, RSA

Integrated management of municipal and hazardous waste is one of the challenges facing the new municipalities in South Africa, especially those located in previously disadvantaged rural areas. However, much of the research on solid and hazardous waste management in South Africa has examined waste management problematics in urban areas, the majority of which are located within the jurisdiction of local governments which are comparatively effective in terms of providing adequate disposal services. By contrast, this study has examined the environmental risk assessment associated with unregulated landfill sites in the Albert Luthuli municipality, in the Mpumalanga province. The determination of the environmental risk was achieved by the use of questionnaire surveys and landfill analysis forms in selected study areas. The findings have highlighted a very high environmental risk, nearly four times and above, the threshold limits set by the Department of Environmental Affairs and Tourism (DEAT, 2005:15) for all of the landfill sites examined. Several exposure pathways stemming from associated environmental impacts have also been identified for the study. The higher environmental risk determined for the problem sites is ascribed to numerous factors, including their ill-planned location, the sensitivity and vulnerability of the natural environment and adjacent rural settlements, the lack of appropriate waste pre-treatment processes prior to disposal, and most significantly, the lack of regulatory and control measures to contain the myriad of environmental problems generated.
