Ferramentas de gerência de projetos como recurso de aprendizagem

Este trabalho tem por objetivo investigar o uso da tecnologia para apoiar a colaboração com vistas à aprendizagem. Considera-se que a colaboração, à luz da abordagem sociointeracionista de Vygotksy, constitui-se em elemento essencial para que alunos desenvolvam habilidades fundamentais tais como autonomia, capacidade de argumentação, pensamento crítico e reflexão. Para que ocorra colaboração em um grupo de estudantes, é necessário que haja mecanismos de coordenação que organizem este processo. Investigou-se de que forma ferramentas de gerência de projetos, comumente encontradas em softwares utilizados no mundo do trabalho, podem favorecer a coordenação da aprendizagem colaborativa. Foi conduzida uma pesquisa baseada em design, com dois estudos de caso em sala de aula e implementação de solução. Ao longo da investigação, foi definido um modelo de coordenação compatível com os pressupostos teóricos da aprendizagem colaborativa e com os elementos existentes nos gerenciadores de projeto. Os achados da investigação apontam para a conclusão de que é possível fazer uso de gerenciadores de projetos para apoiar aprendizagem colaborativa sob determinadas condições. Concluiu-se que a transposição deste tipo de ferramenta do mundo do trabalho para o contexto educacional exige mudança na forma de utilização. Por esta razão, foi definido um novo modelo de coordenação da colaboração. Ao contrário de grande parte dos pesquisadores que fazem uso de scripts de colaboração pré-determinados, tal modelo baseia-se na participação ativa dos alunos na construção de esquemas de colaboração adequados às mais diversas situações. O primeiro estudo de caso, realizado com um gerenciador de projetos de domínio público, demonstrou a viabilidade da utilização deste tipo de ferramenta sob um novo modelo de coordenação, mas apontou a necessidade de adaptações. Os dados obtidos permitiram o desenvolvimento de um gerenciador de projetos mais adequado ao ambiente educacional. O segundo estudo de caso, realizado com o novo software, permitiu identificar a viabilidade de se utilizarem gerenciadores de projetos para a coordenação da aprendizagem colaborativa, adotando-se um modelo de coordenação que permite a definição de modelos de colaboração adequados a diferentes circunstâncias. / The present study investigates the usage of technology to support collaboration as a learning activity. Following Vygotsky theories, collaboration is considered essential in the development of student skills like autonomy, reasoning, critical thinking and reflection. Without coordination mechanisms, groups of students do not collaborate. We investigated how project management tools, usually found in corporate environments, could benefit the coordination of collaborative learning. A design-based research, which includes two case studies and software development, was carried out. Throughout the investigation, a coordination model compatible with the theoretical assumptions of collaborative learning and the elements in the existing project managers was defined. The research findings indicated that it is possible to use project management tools in order to support collaborative learning under certain conditions. The migration of such tools from work context to educational context demands a change in its usage. For that reason, a new coordination model was defined. Unlike most of the researchers, who use pre-defined scripts, this model is based on the active participation of students in building collaborative schemes appropriate to different situations. The first case study, conducted with a public domain manager, demonstrated that it is viable to use this type of software under a new paradigm, but pointed some necessary adjustments. The obtained data allowed building a new project manager, more adequate to educational environment. The second case study, carried out with the new software, conclude that it is possible to use project management tools in order to support coordination of collaborative learning, adopting a coordination model which allows the definition of collaboration models that fit different situations.

nÃo hà / A escassez de recursos hÃdricos pode causar sÃrios conflitos de interesse devido aos seus mÃltiplos usos. A gestÃo dos recursos hÃdricos em uma bacia hidrogrÃfica à a forma mais segura de garantir esses usos mÃltiplos, por meio da adoÃÃo de instrumentos, tais como a cobranÃa pelo uso da Ãgua. A cobranÃa tem sido implementada de uma forma muito lenta no Brasil, mesmo tendo o respaldo na Lei n 9.433/97 e nas PolÃticas Estaduais de Recursos HÃdricos. A cobranÃa pelo uso da Ãgua bruta no Cearà teve inÃcio em 1996, tendo a Companhia de GestÃo dos Recursos HÃdricos do Cearà â COGERH, como o ÃrgÃo responsÃvel pelo seu cÃlculo e sua efetivaÃÃo. Atà a presente data nenhum trabalho foi feito com o intuito de avaliar o desempenho desse instrumento por categoria de uso nas bacias hidrogrÃficas do Estado do CearÃ. O objetivo principal deste trabalho de doutorado à propor uma metodologia, por meio da anÃlise por envoltÃria de dados, que avalie o desempenho do instrumento da cobranÃa pelo uso da Ãgua bruta aplicada as principais categorias de uso (indÃstria, abastecimento pÃblico e irrigaÃÃo) nas bacias hidrogrÃficas do Estado do CearÃ. O modelo proposto para a anÃlise do desempenho foi composto por seis variÃveis (sendo quatro inputs e dois outputs) e o mÃtodo usado foi o DEA-BCC, com orientaÃÃo a output, utilizando como ferramenta computacional o software DEA-Solver, professional version 7.0. Ao todo foram analisadas 33 DMUs de todas as bacias hidrogrÃficas cearenses. Dessas unidades, treze foram classificadas como eficientes e consequentemente vinte foram classificadas como ineficientes. O conjunto das 33 DMUs apresentou uma eficiÃncia mÃdia de aproximadamente 64,80%. O setor que se mostrou com maior eficiÃncia em todo o Estado foi a indÃstria, com uma eficiÃncia mÃdia de aproximadamente 97,97%, seguido pelo setor do abastecimento pÃblico com uma eficiÃncia mÃdia de aproximadamente 68,17%. O setor da irrigaÃÃo foi o setor mais ineficiente de todo o Estado, com uma medida de eficiÃncia mÃdia igual a aproximadamente 28,25%. Ao todo oito DMUs da irrigaÃÃo se apresentaram com baixÃssimas eficiÃncias, medidas abaixo de 6,5%, se destacando, negativamente, a DMU24 (bacia do AcaraÃ), como sendo a unidade mais ineficiente de todo o conjunto analisado, com uma eficiÃncia relativa de aproximadamente 0,08%. Dentre os critÃrios usados para anÃlise se destacam os inputs IUO (Ãndice de usuÃrios outorgados) e IBH (Ãndice de balanÃo hÃdrico), e os outputs IFVC (Ãndice de faturamento por volume consumido) e TMF (taxa mÃdia de faturamento). Em relaÃÃo aos critÃrios propostos neste trabalho, podem-se observar usuÃrios de recursos hÃdricos que se apresentam em desacordo com as legislaÃÃes vigentes no Estado em relaÃÃo aos recursos hÃdricos, como usuÃrios faturados que nÃo possuem outorgas ou usuÃrios que apresentam consumos superiores as suas outorgas. / The scarcity of water resources can cause serious conflicts of interest due to its multiple uses. The management of water resources in a watershed is the safest way to ensure these multiple uses, through the adoption of instruments, such as charging for water use. The collection has been implemented very slowly in Brazil, even though the trust of the Law No. 9433/97 and State Policies on Water Resources. The charge for the use of raw water in Cearà began in 1996 and the Water Resources Management Company of Cearà - COGERH, as the agency responsible for its calculation and its implementation. To date no work has been done in order to evaluate the performance of this instrument by use category in the watersheds of the State of CearÃ. The main objective of this doctoral work is to propose a methodology through data envelopment analysis, to evaluate the performance of the instrument of charging for the use of raw water applied the main use categories (industrial, public supply and irrigation) in the basins river of CearÃ. The proposed performance analysis model was composed of six variables (with four inputs and two outputs) and the method used was the DEA-BCC, with the output orientation, as computational tool using the DEA-Solver, professional version 7.0 software. Altogether 33 DMUs of all Cearà basins were analyzed. These units, thirteen were classified as efficient and consequently twenty were classified as inefficient. The set of 33 DMUs showed an average efficiency of approximately 64.80%. The sector that has proved more efficiently throughout the state was the industry with an average efficiency of about 97.97%, followed by public supply sector with an average efficiency of approximately 68.17%. The irrigation sector was the most inefficient industry throughout the state, with an average efficiency measure equal to approximately 28.25%. Altogether eight DMUs irrigation presented with very low efficiencies, measures below 6.5%, highlighting negatively to DMU24 (Acaraà basin), as the most inefficient unit all analyzed together with a relative efficiency of approximately 0.08%. Among the criteria used for analysis stand out iuo index (granted users) and IBH index (water balance) inputs, and outputs IFVC (billing index volume consumed) and TMF (average billing rate). In relation to the criteria proposed in this paper, we can observe water users which are in disagreement with the laws in force in the State in relation to water resources, billed as users who do not have licenses or users who have higher intakes their grants.

Cette recherche vise à comprendre comment est pensé l’apport de l’informatique de gestion dans l’organisation. Elle s’appuie sur une analyse des discours des responsables de l’informatique de gestion entre 1970 et 2000. Elle confronte les archives d’une association de professionnels, le Club Informatique des Grandes Entreprises Françaises (CIGREF), avec des publications d’époque et des témoignages rétrospectifs. Elle montre l’évolution des représentations portées sur l’informatique de gestion dans leur contexte historique. Au-delà des périodes, elle met en évidence deux conceptions différentes de la technique, qui guident le management de la fonction. Dans un cas, l’informatique de gestion est pensée comme une technique pure qui porte intrinsèquement des vertus pour la gestion. Le temps réel, par exemple, est à envisager parce qu’il accroît la rapidité de circulation de l’information, considéré comme un élément essentiel de la compétitivité des entreprises. La fonction développe alors le potentiel technique à la disposition de l’entreprise. Dans l’autre, elle est considérée comme un outil de gestion qui encastre dans un support technique une vision des méthodes et des relations à déployer dans l’entreprise et véhicule le changement organisationnel. La fonction se doit alors d’appréhender les enjeux opérationnels pour proposer un agencement technique pertinent. Enfin, la recherche montre que la seconde conception est promue afin de renforcer la légitimité de la technique et de la fonction dans les organisations. / This research aims at understanding how the contribution of information technology within the organizations is thought. It is based on an analysis of discourses of Information Technology business leaders between 1970 and 2000. It confronts the archives of a professional association, the Club Informatique des Grandes Entreprises Françaises (CIGREF), with historical publications and retrospective interviews. It presents the evolution of the representation given to InformationTechnology in their historical context. Beyond historical periods, it highlights two different conceptions of technology, guiding the IT function management. On one side, IT management systems are conceived as a pure technique that inherently carries virtues for business management. The real-time technology, for example, should be considered because it increases the speed of information flows, considered as a key element of companies’ competitiveness. The IT function then develops the technical potentials available to the company. On the other side, it is seen as a management tool that enables the implementation of methods, organizations and processes within a technical framework and, thus, drives the organizational changes. The IT function must then understand the business issues todevelop a relevant technical solutions framework. Finally, research shows that the second conception is promoted in order to strengthen the legitimacy of the Technology and the IT function in organizations.

Selection and implementation of open source tool for project portfolio management / Výběr a implementace open source nástroje pro řízení portfolia projektů

Methods and ways of implementation of changes and innovations in companies through project management are in today's society very well established. There exists methodologies, techniques and tools for the management of individual projects. However in a role of project manager, I very often faced the fact that companies are performing the project portfolio management in very intuitive way. This in itself leads to failed and prematurely terminated projects, initiation of the wrong projects or realisation of correct projects, but at the wrong time. Very often I have also recognized, that there is lack of awareness of fact, that there are also Open Source applications that can help with the organization's portfolio. This thesis deals with the definition of requirements, search and selection of proper OSS application and subsequent implementation. In the first part of this thesis I prepare a theoretical framework about PPM, and on that basis then identify and verify a set of requirements for selection of right OSS PPM application. The next section of thesis describes searching for suitable applications from a variety of sources, assessment against the requirements and the final selection. In the last part the implementation project is drafted, which aims to serve other colleagues in project management as one of the possible implementation paths. The outputs are then continuously confronted with experts in matter of projects and project management in the field of IT in order to maximize symbiosis between theory and real life experiences. Virtually every project management methodology defines the collection of already-proven techniques, best practices or lessons learned from the previous similar implementations. The main contribution of this thesis I see in fact that it contains not only the design of the project implementation, but also describes a logical path, what leads to the result. Therefore this thesis could be used as a base or discussed best practice, when a project of implementation of PPM application in place.

A travers l’étude d’un outil d’évaluation des besoins dans huit associations de parents de personnes en situation de handicap intellectuel, pendant cinq ans, nous avons enquêté sur la place qu’il prend dans la construction du sens de l’action collective. Nous inspirant de la théorie de la rationalité ordinaire de Raymond Boudon et des travaux de Jacques Girin sur le langage dans les organisations, nous proposons une approche originale de la notion d’institution, considérée comme un processus de stabilisation d’un système de croyances collectives. Nous montrons que l’institution est essentiellement œuvre de langage et que les outils de gestion participent à l’appauvrir. En structurant l’activité que l’instrument est censé outiller, il contribue à diminuer les discussions des utilisateurs et donc la construction du sens de l’action collective. / Through the study of a needs assessment tool in eight associations of parents of people with intellectual disabilities, for five years, we investigated the place it takes in the construction of the sense of collective action. Inspired by Raymond Boudon's theory of ordinary rationality and Jacques Girin's work on language in organizations, we propose an original approach to the notion of institution, considered as a process of stabilization of a system of collective beliefs. We show that the institution is essentially a work of language and that management tools help to impoverish it. By structuring the activity that the instrument is supposed to equip, it contributes to reducing the discussions of the users and thus the construction of the sense of the collective action.

Les organisations du service public sont particulièrement concernées par l'instrumentation intensive de leur gestion. A cet effet, le management public mobilise des outils de gestion issus du secteur privé tout en composant avec des organisations de type wébérienne.En 2008, la création d'un nouvel organisme, Pôle emploi, issu de la fusion de l'Assedic et de l'ANPE est une opportunité pour étudier les outils mobilisés à cette occasion.Suite à la fusion, Pôle emploi fait face à de nombreux bouleversements d'ordre identitaire, culturel et organisationnel. Ils concernent tout autant la ligne managériale que les agents, à la fois tiraillés entre les acquis historiques de leurs institutions d'origine et les nouveaux repères qui forgent cette nouvelle institution publique. La solution opérationnelle se traduit par l'instrumentation de son management autour du dispositif de gestion Système de management par la qualité. Notre étude de cas décrypte la trajectoire longitudinale de l'outil de gestion, amené à s'adapter pour légitimer la philosophie gestionnaire de performance qu'il porte. Nous interrogeons les acteurs d'un pôle emploi régional, plongés dans un jeu social complexe dominé par un changement organisationnel et gestionnaire imposé par le sommet, sous la pression d'un contexte de crise et de chômage endémique.Cette étude s'articule sur deux questions de recherche. La première repose sur la perception des acteurs managériaux qui contrôlent le Système de management par la qualité et celle des acteurs utilisateurs qui le pratiquent. La deuxième interroge les stratégies que développent ces mêmes acteurs, issus de groupes professionnels distincts. Dans une approche contextualiste et dynamique, notre cadre d'analyse s'articule autour de la théorie des instruments, la théorie de la régulation sociale et la théorie néo-institutionnaliste. L'enjeu repose sur la conciliation des cultures-métier et managériales historiquement ancrées en vue d'imposer progressivement une culture commune parmi les employés de Pôle emploi. / The public service organizations are particularly concerned with the intensive instrumentation management. Our case study deciphers the longitudinal trajectory of this management tool, brought to adapt itself to legitimize the philosophy administrator of performance whom it carries. We question the actors of a regional employment agency, plunged into a complex social game dominated by an organizational change and the administrator been imperative by the summit, under the pressure of a context of crisis and endemic unemployment.This study focus on two research questions. The first one bases on managerial actors' perception who control the Quality management system and on user actors who practice it. The second questions the strategies which develop the same actors, stemming from different professional groups. In a contextualiste and dynamic approach, our framework articulates around the theory of instruments, the theory of the social regulation and the new institutional theory. The stake bases on the conciliation of the cultures-job and managerial historically anchored to impose gradually a common culture among Pôle emploi employees.

Development Of A Tool Management System For A Job Shop

A tool management system for a job shop was developed in this study. The system is based on the rules of the plant of T&uuml / rk Trakt&ouml / r ve Ziraat Makineleri A.S. in Ankara. An object-oriented methodology was used during the system development. Unified Modeling Language (UML), which is the standard diagramming notation for object-oriented development, is used to model the system. Entity-Relation (E-R) modeling is used during the construction of the database. System was developed using three-tiered Microsoft Windows Distributed Internet Applications (DNA) Architecture. Microsoft Visual Basic 6.0 and Visual InterDev 6.0, which are the members of Microsoft Visual Studio 6.0 were used as programming tools. Internet Information Server was used as web server and Microsoft Transaction Server was used as object broker. Microsoft SQL Server was used as database server. Software was developed in three modules: gage-fixture, cutting tool-tool holder and tool requirement plan modules. Gage- fixture module tracks the location of measuring equipment, fixture and fixture assemblies / keeps the related data about these tools and manage calibration of the measuring equipments. Cutting tool-tool holder module tracks the issue and return of cutting tools and tool holders / sharpening of cutting tools / keeps the related data about these tools. Tool requirement plan module tracks the purchase orders and cutting tool receivings from vendors / prepares tool requirement plan and suggests purchase orders according to the requirement calculation.

Nas Instituições de Ensino Superior (IES), o Plano de Desenvolvimento Institucional (PDI) tem-se consolidado como instrumento de planejamento estratégico, porém, muitas vezes, representa apenas o cumprimento de uma formalidade institucional, sem maiores preocupações com os benefícios que pode proporcionar, quando adotado como instrumento de gestão. Neste contexto, o presente trabalho concentra-se em analisar o planejamento estratégico no âmbito das Instituições de Ensino Superior, buscando identificar elementos críticos para sua integração com as ações realizadas. Por meio de estudo de caso, observou-se a influência dos elementos críticos para a integração entre o planejamento estratégico institucional do IFPE, e as ações realizadas no âmbito do Campus Afogados da Ingazeira. Para a compreensão do fenômeno no âmbito das IES, recorreu-se à pesquisa bibliográfica como ferramenta útil para explorar o conhecimento científico existente acerca do tema e analisar quais elementos são considerados relevantes no processo de implementação do plano. Quando se abordou a esfera institucional do IFPE, utilizou-se das pesquisas documental e de campo, por meio da análise do PDI, do Plano de Ação do Campus Afogados da Ingazeira e da aplicação de entrevistas semiestruturadas, para assimilar a relação das ações do dia a dia com os instrumentos de planejamento. Após a análise dos elementos críticos e sua relação com a integração das ações do Campus Afogados da Ingazeira ao planejamento estratégico da Instituição, os principais resultados da pesquisa apontam que o planejamento estratégico ainda não é efetivamente utilizado como instrumento de gestão de maneira sistemática. Os responsáveis pela execução das ações que atingiriam os objetivos nele determinados não percebem a presença do planejamento como um legítimo norteador das ações cotidianas. A proposta de ação, para iniciar o ciclo de aperfeiçoamento contínuo de integração entre o planejamento estratégico e as ações regulares, concentra-se em torno do envolvimento da gestão ao adotar o planejamento estratégico como instrumento de gestão; designação de líderes para facilitar o processo de elaboração, acompanhamento e avaliação do plano com a articulação de Reitoria e Campi, e promoção do planejamento participativo. As demais soluções surgiriam em consequência destas ações, à medida que o processo fosse sendo aperfeiçoado pelos novos ciclos de aprendizagem, promovidos pelo seu acompanhamento e revisão. / Strategic planning is being adopted by public institutions in a very successful way. In Higher Education Institutions (IES), the Institutional Development Plan (PDI) has been consolidated as a strategic planning tool, however, often it is worked out just for the fulfillment of an institutional formality, with no major concerns with the benefits it can provide when adopted as a management tool. In this context, this paper focuses on analyzing the strategic planning in the context of Higher Education Institutions to identify critical elements for its integration with the actions which are taken. Through case study, it was observed the influence of the critical elements for the integration between the IFPE's Institutional Strategic Planning, and the actions carried out under the Campus Afogados da Ingazeira. To understand the phenomenon within the IES, it was used the literature as a useful tool to explore the existing scientific knowledge on the subject and to analyze which elements are considered relevant in terms of the implementation process. When it approached the institutional sphere of IFPE, we used the documentary and field research, by analyzing the PDI, the Campus Afogados da Ingazeira's Action Plan and application of semi-structured interviews to assimilate the ratio of day by day shares with the planning tools. After the analysis of the critical elements and its relation to the integration of Campus Afogados da Ingazeira's shares with the strategic planning of the institution, the main results of the research show that strategic planning is not effectively used as systematically management tool. The responsible for the implementation of actions that would achieve the objectives it determined not realize the presence of planning as a legitimate guiding of daily actions. The proposed action to start the continuous improvement cycle of integration between the strategic planning and regular actions, focuses around the involvement of management to adopt strategic planning as a management tool; designation of leaders to facilitate the process of developing, monitoring and evaluation plan with the articulation of Rectory and Campi, and promoting participatory planning. The other solutions would arise as a result of these actions, as the process was being improved by new cycles of learning promoted by its monitoring and review.
