Panoraminio vaizdo tyrimo metodika ir taikymas (ArcGIS programinio paketo pagrindu) / Methodology of investigation and application of viewshed (using program package of arcgis)

Šiame darbe nagrinėjama panoraminio vaizdo tyrimo metodikos ir taikymo problematika. Aptariami pagrindiniai algoritmai naudojami ArcGIS programoje. Darbe pateikiama keletas pavyzdžių, kaip panoraminio vaizdo tyrimai taikant GIS programinę įrangą yra pritaikomi praktikoje. Antroje darbo dalyje yra atliekamas tyrimas, kurio tikslas išsiaiškinti, ar racionalu ir reikalinga būtų taikyti panoraminio matomumo tyrimus žemėlapyje, nekilnojamo turto reklama užsiimančiuose interneto puslapiuose. Tyrimo rezultatai atskleidžia, kad vietovės vaizdingumas yra svarbus veiksnys renkantis nekilnojamą turtą, o žmonės yra pasiruošę naudotis naujomis žemėlapio funkcijomis suteikiančiomis daugiau galimybių atliekant nekilnojamo turto vertinimą, tačiau panoraminio matomumo įrankio diegti į sistemas nerekomenduojama, dėl darbe aptariamų šios funkcijos trūkumų. Kita vertus autorius siūlo diegti naujas funkcijas, kurios pagerintų nešališką nekilnojamo turto vertinimą. / Work is developing the problem of methodology and applications of viewshed. Author is writing about main algorithms of this GIS function in ArcGIS program. Few practicable applications of viewshed are presented at work also. Item, some problems of these algorithms and applications of viewshed are developing. In second part of work author presents research about applications of viewshed for the internet web sites where is presented commercial of realty. The result consequent upon the research said that visibility is one of the main criterions of realty. Also Purchasers are ready for innovations of geographical information systems. On the other hands realty needs new GIS and mapping applications. In the conclusion of work author says that it is not worth to add the tool if viewshed to GIS systems to web pages of commercial of realty, because this tool have some problems for applications. On the other hand author suggests add some other functions to these maps which will improve neutral evaluation of realty.

Pramoninio dizaino apsaugos teisinis reglamentavimas Europos Sąjungoje / The Protection of industrial Designs in the European Union

Currently the protection of industrial designs in the European Union undergoes the harmonization process, and two legal protection systems co-exist today: Union-wide protection of Community designs and national protection of designs. These two systems do not always operate smoothly, sometimes they cause difficult problems for the common market. The so-called spare parts problem is one of them. Some problems have been successfully removed in the past by applying the exhaustion of rights doctrine. In fact, applying the doctrine amounts to restriction of intellectual property rights. Examining current harmonization efforts in the EU, we see that the design property rights are in a constant state of adjustment. The restriction of these rights seems to solve successfully the problems of the single market as well as those of free competition – it is a universal legal instrument indeed. The restriction must be motivated, however. The consumers‘ rights must be involved to substantiate the restriction. The design property rights amount to exclusive rights for certain modes of information usage. We have applied this information approach to substantiate the restriction of design property rights when solving the spare parts problem. According to this approach, consumer should have the inalienable right for a free usage of design information to restore the original appearance of a product. Šiame darbe tiriami ir lyginami Lietuvos, Latvijos, Estijos įvaizdžiai tarptautinėje spaudoje po įstojimo į NATO ir ES. Kiekybinės ir kokybinės turinio analizės metodu analizuojami Baltijos valstybių įvaizdžių panašumui ir skirtumai teminėse ir vertinamosiose kategorijose. Įvaizdį suvokiant santykyje su identitetu analizuojamos Baltijos valstybių regioninės identifikacijos ir išskiriami pagrindiniai naratyvai, apibūdinantys „Baltijos šalis“ kaip regioną. / In the International Relations state image is perceived not only as the source of soft power but also as identity. Identity is more of how we see us, and image is about how they see us. Image is especially important for so called new states which have emerged or returned to the international arena after collapse of the Soviet Union. They had to position themselves on to the geographical and mental map of Europe and the entire world. So what is the image of the Baltic States when they became the real members of NATO and the EU, how they are portrayed in the international media, what are differences and similarities between them and are they seen as one region? The purpose of this study: to reveal what are the image of each Baltic state and the whole image of the Baltic region in the international press. The content analysis of the articles in ‘Financial Times’ and ‘The Economist’ (in the period from 1 of May 2004 until the end of 2007) was carried out. The main findings are summarized below: • During the analyzed period Estonia was most visible in ‘The Economist’, but Lithuania was most visible in ‘Financial Times’. Aggregated results of both newspapers show that Lithuania was most visible, Estonia is slightly less visible and Latvia is least visible. • The image of Estonia was most positive, the image of Lithuania was less positive and Latvia’s image was least positive.
