Relationships between protected natural areas and local human populations: Application for sustainable land use planningBusch, Miriam Leah, 1961- January 1989 (has links)
Two parks are studied as successful examples of protected natural areas in developing countries to demonstrate the importance of addressing local human needs while caring for the park ecosystem. Nominated as successful in a survey of park experts, Pakistan's Kirthar National Park and Nepal's Royal Chitwan National Park are presented as case studies. Strategies reported to be successful in dealing with conflicts with local human populations in 28 protected areas in 18 countries are also discussed. The need for cultural sensitivity by land use planners and managers in protecting and creating sustainable natural areas is stressed.

Philosophical foundations and conceptual bases of administrative procedures of multiple use management of natural resourcesSmith, David Anthony January 1970 (has links)
In attempting to determine the background to the controversial term "multiple use," it was deemed necessary to briefly examine preceding social behaviour and legislation. A brief study of early European agricultural practices, through to the Industrial Revolution, allows an insight into the rural background of the early immigrants to North America.
The Conservation Movement of the early 1900s was a result of socially unacceptable exploitation of natural resources and dissatisfaction with the American governments' methods of land disposal in the name of "progress." The rapid demise of the Movement is attributed to its failure to produce practical guidelines for resource management. Subsequent resource development in North America has been fragmentary; a major cause of inefficiency and a disregard for social implications.
The definition of "multiple use" that appeared in the 1960 Act, like the principles of the Conservation Movement, relied on platitudes rather than practicalities. The goals of multiple use are examined, and a new definition is proposed, as is the substitution of "integrated resource management" for the shibboleth of "multiple use."
The history of the development of Canada's resources parallels that of the United States. Yet because of the smallness of the population in relation to the size of the country, the exhaustibility of natural resources has been barely contemplated. Serious public concern for the manner in which Canadian resources are being managed is only of recent occurrence. The responsibility for integrated resource management lies with provincial governments.
Except for the United States Forest Service, the case studies conclusively show that the biggest obstacles to the implementation of integrated resource management, are of a political nature.
Some techniques of economics that pertain to the allocation and distribution
of wealth generated by natural resources are examined. While none of these are entirely satisfactory, Benefit-Cost Analysis is proposed as a possible first step toward better control of resource development.
In including man and his social structures within its deliberations, the discipline of ecology gains sounder foundations for analyzing the effects of resource management on society. The application of systems analysis to such complex ecological problems has great potential in allowing management strategies to be explored before being implemented. A hypothetical model is developed in which systems analysis is used to effect integrated resource management.
Such a form of management presently remains as an ideal because of existing governmental, and industrial relations. Since voluntary cooperation for the public welfare appears unlikely in the near future, research will be needed to determine at which level of government to establish a department, whose function will be that of integrating resource management. / Forestry, Faculty of / Graduate

A bioeconomic analysis of altering instream flows anadromous fish production and competing demands for water in the John Day River basin, OregonJohnson, Neal S. 28 July 1987 (has links)
The growing demand for water in the arid regions of the West
increases the need for optimal allocation of water among competing
uses. An efficient allocation of water between instream and out-of-stream
uses has been impeded by institutional constraints and the
scarcity of information regarding instream flow benefits. The
objectives of this thesis were to provide preliminary economic data on
the value of instream water in "producing" recreational fishing and to
examine the effect of forestry, agriculture, and livestock practices
on temporal streamflow patterns and anadromous fish production. The
steelhead trout (Salmo gairdneri) sport fishery within the John Day
River basin in north-central Oregon provided the setting for this
research.
The interdisciplinary methodology employed in estimating the
marginal value of water with respect to steelhead production consisted
of two tasks. The first task involved valuing a marginal change in
the quality of the steelhead recreational fishery. The contingent valuation method (CVM) was selected for this purpose. Both open- and
closed-ended willingness-to-pay (WTP) questions were included in a
questionnaire administered to John Day River steelhead anglers during
the 1986/87 steelhead fishing season. Survey data were analyzed to
arrive at individual and aggregate bid functions relating WTP to
expected angling success rates. Results indicate that, under current
conditions, the average angler is willing to pay approximately $7.20
to catch an additional steelhead.
The second task of the instream water valuation methodology was
directed at deriving a streamflow/steelhead production relationship.
By including variables influencing steelhead production in a Ricker
stock-recruitment model, it was possible to develop a model which
could be estimated using linear regression techniques. Some
difficulty arose, however, with interpretation of the model due to the
unavailability of cohort escapement data and the subsequent use of
standing crop data. While possibly masking the true magnitude of
streamflow's effect on fish production, this drawback was not deemed
limiting within the general context of the interdisciplinary
methodology. Results of the biological model conformed to a priori
expectations. Increases in summer and winter streamflows led to
increased steelhead survival, whereas higher spring flows increased
mortality levels. Other results indicate that the John Day Dam was
responsible for a 31.5 percent decline in the population index for the
1969-1983 period.
Combining the economic and biological results into one equation
yielded an estimate of the marginal value of summer instream water in
"producing" recreational steelhead angling. Similar equations were developed for winter and spring flows. The marginal value of water in producing recreational steelhead fishing within the John Day basin was
estimated at $0.56 per acre-foot for summer flows, $0.046 for winter
flows, and -$0.075 for spring flows. By including out-of-basin
benefits, these values increased to $2.26, $0.19, and -$0.30,
respectively. In comparison, water's value in irrigation within the
John Day basin has been estimated at between $10 to $24 per acre-foot.
However, nonuse values of steelhead, as well as the increased
production of other fish species (such as spring chinook salmon) were
not included in the instream water values. In addition, no attempt
was made at valuing instream water's contribution to boating, camping,
or other benefit-producing activities.
A secondary objective of this thesis was to briefly examine the
possible benefits accruing to other instream and out-of-stream users
due to an alteration in streamflow patterns. In addition, the impact
of activities by other resource users -- namely forestry, agriculture,
and livestock production --on anadromous fish production was
reviewed. Improper management practices by these activities can
negatively impact the aquatic and riparian ecosystems. While no firm
conclusions were drawn, it appears the quality of these ecosystems, as
opposed to the amount of streamflow, has the largest marginal impact

A conspiracy of optimism: Sustained yield, multiple use, and intensive management on the national forests, 1945-1991.Hirt, Paul Wayne. January 1991 (has links)
This is a historical study of the intersection of political economy with natural resources management, as played out on the national forests between 1945-1991. Specifically, it focuses on two core national forest management policies; sustained yield and multiple use. These two policy directives represent an attempt by the public and elected officials to apply principles of sustainable development to publicly-owned forest lands, and to ensure that a wide variety of both market and nonmarket forest values are preserved for the benefit of present and future generations. Interest groups, the Forest Service, and policy makers have conceived of sustained yield and multiple use in different and evolving ways over the years. This study explores how these principles have been variously defined and either implemented or thwarted. After World War Two, with escalating demands on national forest resources, the U.S. Forest Service turned to "intensive management" as a technological method of enhancing natural forest productivity and mitigating the environmental effects of increased use. But the agency's optimistic vision of efficient, sustained production of forest commodities through technical mastery over nature has met overwhelming fiscal, environmental, technical, and political obstacles. Nevertheless, agency leaders, industry advocates, and politicians have consistently promulgated an optimistic faith that intensive applications of labor, capital, and technology can maximize and harmonize multiple uses, rehabilitate damaged resources, and sustain high levels of outputs in perpetuity--despite repeated failures to achieve balanced multiple use management and to manage grazing and timber extraction at sustainable levels. The conspiracy of optimism ideologically justifies continued unsustainably high levels of resource extraction. Changing public values since the 1960s and the popularization of ecology have initiated a growing skepticism toward the premises of intensive management. At the same time, field level forest managers have grown frustrated with top-down imposition of resource production quotas and the lack of adequate political, fiscal, and organizational support for sound forest management. As the last old growth forests fall to the chainsaw, and as the federal subsidies required to access these remote timber stands on the national forests escalate, public controversy deepens. In this decade of the national forest centennial a revolt of conscience has erupted among grassroots Forest Service personnel, and a strong challenge from the environmental community has gained momentum. Another major period of policy evaluation and revision appears to be taking place. Whether the conspiracy of optimism can continue to sustain the old status quo is questionable.

Multiple-resource modelling in the forest and woodland ecosystems of ArizonaBojórquez, Luis Antonio,1956- January 1987 (has links)
Management, under the concepts of multiple-use and adaptive management, requires the assessment of potentials and limitations of the natural ecosystems to provide satisfaction to human needs, to protect long term productivity, and preserve biological diversity. Overstory-understory relationships were developed for ponderosa pine (Pinus ponderosa) ecosystems to help managers to evaluate herbage production potentials. Secondary data sources from the Beaver Creek and the Heber Watersheds were divided as follows: igneous soils, igneous clay loam, igneous loam-sandy loam, sedimentary soils, alluvium, and sandstone. Regression models were fitted to the raw data by the least squared method. The dependent variables were herbage production (lb/ac) by component; namely total, grass and grass like plants, forbs and half shrubs, and shrubs. The independent variables were total and ponderosa pine basal area (ft 2 /ac). Semilogarithmic models fitted the data from igneous soils, while logarithmic transformations of hyperbolic models fitted the data from sedimentary soils. For igneous soils, ponderosa pine basal area suffice for adequate predictions of herbage production. Significant differences were found between equations for alluvium and sandstone. The resulting equations for ponderosa pine integrate the core of the model UNDER. Mathematical functions developed elsewhere are included in UNDER to compute herbage production in pinyon-juniper and mixed conifer ecosystems. UNDER is linked to other simulators by MICROSIM. MICROSIM, a multiple-resource simulation model, is a tool to assist in the assessment of potentials of forest and woodlands of Arizona. MICROSIM is a menu driven program for IBM or compatibles it contains the module Flora, for estimating plant responses, and module Fauna, to evaluate impacts on animals. Further development of MICROSIM should include the linkage to more modules and models, and to Geographical Information Systems.

Då Sverige redan nått flera av de energi- och klimatpolitiska målen kan målet om att skapa ett fossilfritt samhälle stå som ytterligare drivkraft för att fortsätta utvecklingen av de hållbara bränslena. Bidrag finns att få för att anlägga våtmarker, minska klimatpåverkan, förbättra naturmiljön och för utvecklandet av ny teknik samt bygga upp anläggningar för biobränsleproduktion. Trots detta har odling av våtmarksgrödor för energiutvinning ännu inte etablerats på energimarknaden. Denna studie är en del i kartläggningen av vad som kan komma att driva utvecklingen av våtmarker som källa till bioenergi framåt, och vilka delar som saknas i det arbetet. Efter intervjuer med intresserade och kunniga aktörer inom ämnet presenteras här de drivkrafter och hinder som påverkar denna utveckling. Drivkrafterna grundar sig i viljan att komma bort från fossila bränslen, att minska utsläppen av näringsämnen samt ge utrymme för biologisk mångfald, samtidigt som åtgärderna kan göra nytta för samhället och hjälpa till att nå klimat- och miljömålen. De största hindren utgörs av att speciella maskiner kan behövas för behandling av våtmarksgrödorna där terrängen är känslig och att mycket stora ytor skulle behövas för att öka lönsamheten. De ekonomiska stöd som finns att tillgå täcker inte heller alla nödvändiga steg i produktionsledet. Eftersom priserna på el och fossila bränslen är låga finns ännu ingen etablerad marknad för denna typ av energikälla och produktionen leder därför inte till någon större förtjänst. Biobränsleproducenter har även svårt att på ett tillräckligt effektivt sätt utvinna energin från grödorna. Detta gör att efterfrågan på energigrödor från våtmarker idag är mycket låg. Trots detta kan våtmarker bidra med en rad viktiga ekosystemtjänster i samband med produktion av energigrödor. Det rekommenderas därför att ett sådant system präglas av förvaltningsfilosofin mångbruk, där en naturresurs syfte är att nyttjas för flera ändamål samtidigt. Detta multifunktionella synsätt kan hjälpa till att öka våtmarkernas roll i uppfyllandet av flera av de nationella klimat- och miljömålen, om dess ekosystemtjänster vägs in tydligare i kalkylerna vid energiproduktion. / Sweden have already reached several of their goals for energy consumption, but the overall goal to become a fossil free society can still be seen as a driving force to keep developing renewable fuels. There is financial support for wetland construction, reduce impact on the climate, improve the natural environment, for developing new techniques and for biomass fuel plants. Still, cultivation of wetland crops for energy extraction are not yet well established on the energy market. After interviews with actors interested and knowledgeable in this field, this study presents driving forces and barriers affecting the development of this energy source. Driving forces comes from the ambition to move away from fossil fuels, decrease emissions of nutrients, make room for biodiversity, and provide services for the society while helping to reach climate and environmental goals. The barriers affecting this development is that special machines might be needed for handling of the crops and also to harvest the sensitive wetlands while large areas would be needed to increase profitability. The financial support available is not enough to cover the costs for production. Also, the prices on electricity and fossil fuels are low, which lowers the profitability for this type of energy source. Bioenergy producers have not yet found an effective way to extract energy from the crops. All of this makes the demand for energy crops from wetlands small. Despite this, wetlands provide several important ecosystem services and it is therefore recommended to use the management philosophy of multiple-use. With a multifunctional view of wetlands, the value of its ecosystem services can be added to the calculations of energy production and increase its role in reaching several national climate and environmental goals.

Instructional needs assessment for managing conflict between watershed resource users in Oregon : the OWIC case studySaeed, Ikram 11 November 1993 (has links)
The purpose of the study was to explore a needs
assessment method for suggesting target-based training
interventions for managing conflict between the resource
user/interest groups in Oregon's riparian zones. An
instrument was developed and then validated by an expert
panel. The questionnaire addressed three potential
conflict management factors: multiple-use orientation,
abundance philosophy, and conflict management styles. The
instrument was distributed to members of the Oregon Water
Improvement Coalition (OWIC) and to samples of its members'
constituencies. Responses from the environmental,
business, and professional groups were then compared to the
OWIC responses as well as to each other's. Usable
information was provided by 95% of the subjects (n=19)
from OWIC and 55% of the subjects (n=158) from the
constituencies.
The OWIC and environmental group members were
relatively less multiple resource use oriented than
business and professional groups. The OWIC group was
relatively more abundance philosophy oriented than
professional and business groups. The professional and
business groups in turn were significantly different than
the environmentalist members. Both OWIC and professional
groups were relatively more solution oriented than business
and environmentalist under the riparian zones' resource use
conflict situation.
The instrument appeared to be sufficiently reliable
and valid for its purpose. Future research should employ
an interdisciplinary approach for improving the instrument
by adding questions on facilitating communication between
and among the interest groups. The utility of gathering
information on the nonconfrontation and control conflict
management styles and philosophy of land management factors

Comparison of Single-Use and Multiple-Use Electrodes for Sensory, Motor Threshold Amplitudes and Force ProductionMaloy, Lucia 12 December 2009 (has links) (PDF)
Context: Electrodes play an important role in interfacing tissue with electrical stimulation devices. Manufacturers recommend that adhesive metallic mesh cloth electrodes be used no more than 10 times before they are discarded, however, clinically the electrodes are often used up to 30 times. Another concern is sanitation. When electrodes are used on different patients, there is a chance for cross-contamination and bacterial growth on the electrode. Objective: To compare amplitudes of perceived sensation, motor twitch and force produced at specific amplitudes using single-use electrodes that run no risk of cross-contamination, and multiple-use electrodes. Design: Mixed model ANOVA with the subject blocked. Setting: Therapeutic modalities research laboratory. Patients or Other Participants: 20 subjects comprised of 7 males (age 24.7 yrs ± 2.3 yrs, skin fold thickness 5.9 mm ± 2.4 mm) and 13 females (age 21.5 yrs ± 2.3 yrs, skin fold thickness 10.7 mm ± 4.1 mm) recruited by volunteer sample mainly from athletic and athletic training populations. They drew random numbers to determine which group they were assigned to. Interventions: Each subject had electrodes placed on their wrist extensors muscles. Measures were recorded of what intensity it took to achieve perceived sensation, motor twitch, and force produced at a specific intensity. To determine decay, multiple use electrodes were tested initially and on the 10th use. After the multiple use electrodes were tested initially, they were leached out. After eight uses, pretest procedures were repeated (10th use electrode) as the final trial on the subjects. Single use electrodes were tested one time. Main Outcome Measures: The dependent variables were sensation, motor twitch and force production. The experiment was a repeated measures study, using mixed models ANOVA with subjects blocked. Alpha was set at p<0.05. Data was analyzed using a SAS proc mixed 9.1. Results: There was no statistical difference between the measures taken during the initial trial and final trial of the multiple use electrodes for muscle twitch (FMUI MUF muscle twitch= 107.3, p= 0.09) and force production (FMUI MUF force production=28.7, p= 0.11). There was a significant difference between the single use and the multiple use electrodes for the initial and final trial. Average values in mA for perceived sensory were: single use 9.73, multiple use initial 16.70 , multiple use final 21.03; observed muscle twitch: single use 15.87, multiple use initial 29.16, multiple use final 31.78; and force produced: single use 22.8 Newtons, multiple use initial 10.0 Newtons, multiple use final 5.0 Newtons. Conclusion: Single-use electrodes produce more conductive power with fewer milliamps compared to multiple-use electrodes. Single use electrodes are just as, or more efficient as the multiple use electrodes and have the added advantage of eliminating the possibility of cross-contamination of bacteria from patient to patient.

Developing a spatial decision support system for timber sale planning on a national forestKenney, David Peter 30 December 2008 (has links)
Resource planning on National Forests has become a complex and time consuming process. On the Jefferson National Forest (JNF), "Opportunity Area Analysis" (OAA) is used to implement the resource use mandates of the JNF Land and Resource Management Plan. Timber sale planning is an important component of the OAA process that requires the evaluation and analysis of large amounts of site-specific data and complex spatial relationships. Since geographic information systems (GIS) can manage spatial information efficiently, a prototype spatial decision support system (SDSS) was developed that integrates the data, GIS analysis routines, graphical map and tabular displays, and user interface utilities to interactively support the timber sale planning process.
The objectives of this research are: (1) to model the timber sale planning decision process, (2) develop the SDSS model, (3) demonstrate the use of SDSS on a case study area in the JNF, and (4) compare the SDSS approach to current manual methods for timber sale planning.
The SDSS model is structured to assist the planner in four areas: (1) identification of suitable stands for timber sale planning in the opportunity area, (2) evaluation and analysis of environmental and social objectives specific to each candidate stand, (3) economic analysis of the candidate stands, and (4) development of timber sale alternatives for a short term planning period. When compared to the manual methods currently used, the SDSS approach to timber sale planning provides faster access to current resource information, helps define and structure the timber sale planning process,a1lows flexibility in plan development, and assembles information for map production and report generation. Recommendations for future SDSS research are also discussed. / Master of Science
