Previous issue date: 2005 / Resumo: Este trabalho destaca a importância dos municípios recuperarem sua capacidade gerencial utilizando ferramentas e instrumentos capazes de disponibilizar informações atualizadas sobre o território municipal, proporcionando maior segurança nas tomadas de decisão e no cumprimento dos objetivos e metas estabelecidos pela administração. Apresenta a importância da estruturação de um banco de dados com informações confiáveis e manutenções sistemáticas, ressaltando o valor de se trabalhar com bases cartográfica e alfanumérica atualizadas. Discorre sobre as estratégias adotadas pela prefeitura de Santo André ¿ SP na implantação do Sistema de Informações Geográficas, apresentando as etapas realizadas e alguns resultados obtidos. Aborda as dificuldades e resistências encontradas no processo de implantação de um SIG. Como resultado, apresenta uma proposta básica de banco de dados para prefeituras, bem como as estratégias de implantação de um SIG e finaliza ressaltando a importância da utilização desta tecnologia num processo de modernização da gestão municipal / Abstract: The present work highlights how important it is for municipalities to improve their managing know-how using tools and instruments which can make updated information about the municipal territory available, leading the administration to a more assured decision making and established goal accomplishing. It presents the importance of building a framework to produce a database with reliable information and continuous maintenance, stressing the importance of working with updated cartographic and alphanumeric bases. It discourses about the strategies adopted by the municipality of Santo André ¿ SP along the implementation of a Geographic Information System (GIS), presenting the accomplished stages and some results. There is also an approach to the difficulties and resistances found during the process of establishing a GIS. constraints, management competencies, strategic and structural constraints on the
performance of black-owned small, medium and micro-sized enterprises (SMMEs) in
City of Tshwane Metropolitan Municipality (CTMM). A quantitative survey was
conducted using the probability sampling (N=353) of the black-owned SMMEs in
CTMM. The Pearson’s correlational analysis was used to determine the relationship
between institutional constraints, management competencies (as composite sets of
human resources, financial resources and information resources), strategic and
structural constraints, and the performance of the business (as composite sets of
financial growth and organizational growth). The results indicated a negative
relationship between the dependent variables and independent variables. The item
analysis, dimensionality analysis, confirmatory factor analysis and structural equation
modelling were performed to determine the factor structure of all the independent and
dependent variables, the results yielded a good fit of all the measurement models.
These findings may provide new practical knowledge for the financial and non-financial
institutions to consider the position of black-owned SMMEs when they design policies,

M. Tech. Business Administration / Small and medium enterprises (SMEs) are increasingly seen as playing an important role in the economies of many countries. Thus, governments throughout the world focus on the development of the SME sector to promote economic growth. However, SMEs suffer from a high failure rate. The adoption of corporate governance is one of the factors that can help to improve the performance and reduce the high failure rate of SMEs in South Africa. The primary objective of this study was to establish the adoption of corporate governance principles by small and medium enterprises (SMEs). In addition, the study investigated the barriers to the adoption of corporate governance by SMEs. Principles adopted from the King 111 report were used to measure the corporate governance of SMEs. Four principles were used by this study to measure the adoption of corporate governance by SMEs. These were (1) Management of risk: this included accounting measures, control system and risk management. (2) Use of information technology. (3) Responsible and ethical leadership and (4) Compliance with applicable laws and rules. The study area was Tshwane Central Business District.

The research was based on a 5-year follow-up study (2007 to 2012) of a random sample of 349 small and medium-sized business enterprises that operate in and around the City of Tshwane in South Africa. Data was gathered from each of the businesses on socioeconomic factors that are known to affect the long-term survival of small, micro and medium-sized businesses. The objective of the study was to identify and quantify key predictors of viability and long term survival.

This study is an assessment of the effect of absenteeism on service delivery in the Eastern Cape Department of Health: Nelson Mandela Bay District Municipality. The work was a corollary of repetitive negative feedback from the press that the researcher was concerned and embarked to investigate possible causes of these allegations by the press. The Department of Health being a public entity has a responsibility to provide quality health services to the community. Government introduced a service delivery mechanism which is enshrined in the White Paper on the Transformation of the Public Service in 1997, through the Batho Pele principles. The researcher argued that if the Batho Pele principles were practiced in the delivery of services the aforementioned repetitive feedback on health services would be minimal. Among a variety of possibilities that could cause the Batho Pele principles not to be practiced the researcher was interested to ascertain if absenteeism could be among them. The researcher asserted that, if human capital is the delivery tool of services, the absence of the human capital therefore posed a negative effect on the delivery of such services. Therefore an inverse relationship exists between absenteeism and service delivery. This relationship was affirmed by the responses of participants through the analysis of questionnaires on absenteeism and service delivery. Absenteeism is a management aspect that has a negative effect in both the financial and delivery aspect of the organisational performance. It is therefore the researchers’ sincere hope that the Department of Health will consider the deductions drawn from this study and recommendations thereof. The researcher further hopes that this study contributes to the existing body of knowledge in relation to organisational behaviour and becomes employer ammunition for service delivery.

Strategy formulation and implementation in non-profit organisations in the Nelson Mandela MunicipalityButler, Lauren January 2015 (has links)
Literature indicates that the sustainability of Non-Profit Organisations (NPOs) is important as they provide pivotal services to the community. In this study, the researcher investigates common problems associated with strategy formulation and implementation in NPOs in the Nelson Mandela Metropole. The researcher reports on the importance of strategy within all organisations and outlines a strategy process that can be used as a guide to measure strategic planning in NPOs. In pursuit of conducting qualitative research, a self-constructed questionnaire was used to perform telephonic interviews with managers of NPOs. The study yielded a low response rate, but based on the analysis of the data collected, findings indicate that the main problem is not with strategy formulation or implementation, but with the understanding of the concept of strategic planning. During the interview process, it became evident that there is a common misconception that the annual operations planning constitutes a strategic plan. A major limitation to this study was the absence of a benchmark against which to measure success. Unlike a for-profit organisation where success is measured by profit margins, NPOs have different priorities and therefore successful strategic planning differs from one organisation to another. A recommendation for managers at NPOs is that they start thinking strategically about their organisation, its planning, and methods for doing so (which is discussed in Chapter Five).

Municipalities in South Africa, especially rural ones, have been struggling to deliver services
to communities to the extent that government placed those worse-off under Project
Consolidate. The implementation of Project Consolidate indicate that the capability of
municipalities to deliver services to their communities faced several challenges. Most
challenges are attributed to skills, processes, procedures and resources. During the dawn of
democracy municipalities were merged into manageable demarcated areas for efficiency,
effectiveness and inclusive governance to improve service delivery. The study primarily
looks into whether DSS are implemented in Letsemeng Local Municipality and what the
benefits are for service delivery to the community.
The study was conducted in Letsemeng Local Municipality because it is representative of
rural municipalities facing similar changes. It focuses on the administrative and political
capability to transform Letsemeng Local Municipality into an effective service delivery
vehicle. Administrative capability primarily concentrates on the ability of procedure, systems
and management skills to manage a transformed municipal institution within the new
democratic dispensation, while political capability concentrates on the role of politicians
(councillors) on support and facilitation to meet the needs of the community. Taking these
factors into consideration the role of DSS and IKM in successful service delivery was
investigated through interviewing key managers (municipal, financial, technical and
corporate managers) and analysing support documentation used by the municipality. It was
discovered that the performance of Letsemeng Local Municipality is affected by the lack of
DSS to support management and politicians, absence of appropriate IKM application for
continuous service improvement, high turnover of staff leaving mostly unskilled and less
experienced and to a lesser extent political interference. It was also concluded that the
implementation of DSS and IKM cannot on its own improve service delivery, but
improvement might be achieved if accompanied by Letsemeng Local Municipality BPR
(Business Process Re-engineering). / AFRIKAANSE OPSOMMING:
Munisipaliteite in Suid-Afrika, veral dié in landelike gebiede, sukkel dermate om dienste aan
gemeenskappe te lewer dat die regering dié wat die slegste gevaar het, moes plaas onder
Projek Konsolideer. Die implementering van Projek Konsolideer is ‘n aanduiding dat
munisipaliteite se vermoë om dienste te lewer voor verskillende uitdagings te staan kom. Die
meeste van die uitdagings word toegeskryf aan vaardighede, prosesse en hulpbronne. Met
die aanbreek van demokrasie is munisipaliteite saamgesmelt in beheerbare afgebakende
gebiede met die oog op doeltreffendheid, doelmatigheid en inklusiewe bestuur wat gemik is
op verbeterde dienslewering. Hierdie studie ondersoek primêr of beslissingsteunstelsels
(DSS) geïmplementeer word by die Letsemeng Plaaslike Munisipaliteit en watter voordele dit
vir die gemeenskap inhou insoverre dit dienslewering betref.
Die studie is in Letsemeng onderneem aangesien hierdie munisipaliteit verteenwoordigend is
van munisipaliteite met soortgelyke uitdagings. Dit fokus op die administratiewe en politieke
vermoë om die Letsemeng Plaaslike Munisipaliteit te omvorm in ‘n effektiewe instrument vir
dienslewering. Administratiewe vermoë konsentreer primêr op die vermoë van prosedures,
stelsels en bestuursvaardighede om ‘n getransformeerde munisipale instelling binne die nuwe
demokratiese bestel te bestuur, terwyl politieke vermoë gerig is op die rol van politici
(raadslede), ondersteuning en fasilitering om in die behoeftes van die gemeenskap te voldoen.
Met inagneming van hierdie faktore is die rol van DSS en IKM (Inligting- en Kennisbestuur)
in suksesvolle dienslewering ondersoek deur onderhoude te voer met sleutelbestuurders
(munisipale-, finansiële-, tegniese- en bedryfsbestuurders) en deur ondersteunende
dokumentasie wat deur die munisipaliteit gebruik word, na te gaan. Daar is bevind dat
Letsemeng Plaaslike Munisipaliteit se werksverrigting geraak word deur ‘n gebrek aan DSS
ter ondersteuning van bestuurslui en politici, die afwesigheid van toepaslike IKMaanwending
vir voortgesette verbetering in dienslewering, hoë personeelomset as gevolg van
werknemers wat bedank en minder geskoolde en minder ervare werknemers agterlaat en, in
‘n mindere mate, inmenging deur politici. Daar is ook vasgestel dat die implementering van
DSS en IKM nie op sigself dienslewering sal verbeter nie, maar dit kan verbetering meebring
indien dit saamval met die Letsemeng Plaaslike Munisipaliteit se BPR (Herbouing van die
Bedryfsproses).
