Teacher Professionalism and New Public Management: a Study of Teachers Sense of Professionalism in Swedish Ethnic Segregated Schools

Tsehaye, Adiam January 2014 (has links)
The aim of this thesis is to examine the impact of new public management (NPM) reforms on teacher professionalism in Swedish ethnic segregated schools. As a result of the various NPM reforms implemented in the education sector, the work of teachers has changed considerably in the last twenty years. The introduction of the new form of control has intensified the work load of professional teachers and led to standardization of teaching. Some scholars argue that NPM has led to professional losing control of their work resulting in de-professionalization of teachers while others argue that professional might acquire new skills that enhance their professionalism leading to re-professionalization. The theoretical basis for the thesis is Evetts (2009) occupational and organizational professionalism which is used to investigate the links between NPM and professionalism in the contexts of the public services professionals. The empirical study consists of five semi structured interviews with teachers working in four ethnic segregated schools. The findings show that teachers working in ethnic segregated schools encounter a challenging teaching environment that affects their teaching quality and diminish their professional autonomy. The result indicates the expansion of organizational professionalism and the demise of occupational professionalism. The only aspect of occupational professional that is apparent in this study is collegial relations. Moreover the findings of this study indicate the tendency towards de-professionalization.

Lean som styrmodell i offentlig sektor : en kvalitativ fallstudie av kommunala förvaltningar i Växjö

Lundgren, Emmelie, Petersson, Sophia January 2014 (has links)

A new better future? : A qualitative study of the governmental system in the city of Arkhangelsk, Russia.

Pirogovskaya, Marina January 2010 (has links)
Municipal government is responsible for public safety, maintenance of city streets and parks, wastewater treatment, trash removal, fire and rescue services, public transportation, and other essential services which mean that it plays a big role in the life of the city and its citizens. The efficiency of the work of the municipality largely depends on the work of its top management. Most common forms of the head of a municipality in Russia is a mayor or a city manager. The purpose of this thesis is to analyze municipal officials’ views on a proposed change from a system with a mayor to a city manager system in the city of Arkhangelsk, Russia. In order to understand this, I look at the history of the country and interviews, study the theoretical material as well as the media. The thesis is qualitative and aimed to find out what the new system of city manager mean in practice and see the benefits and downsides of the new system according to those who are involved in the local government. In the case study I interview civil servants and councilors. The theoretical framework is based on the theories of Weber, Simon, Du Gay, Christensen & Lægreid, Pierre & Rothstein and others. The result shows that both civil servants and councilors see the possibilities of more efficient work of the municipal government if one has the city manager system of governance. They see the city manager to be a professional manager who would be out of politics and not dependent on the opinion of certain group of people. At the same time, I can point out that the ideas of New Public Management help the public sector to be productive. NPM-ideas are often argued to enhance efficiency, but they are not fully compatible with the Russian context. Due to the history and realities in Russia, I have come to a conclusion that the city manager system has weak points such as the lack of professional managers and the power vertical built in Russia, whose representatives mostly belong to one political party.

Changing the Culture of Technically Oriented Public Sector Organisations: Transformation, Sedimentation or Hybridisation?

Waterhouse, Jennifer Marie January 2003 (has links)
Over the last two decades the public sector has been the target of significant change driven primarily by advocates of public choice theory who argue that the public sector is too large and inefficient. Changes, grouped under the banner of New Public Management, have therefore been aimed at achieving greater financial accountability through the adoption of private sector management techniques and the opening up to competition of monopolistic government supplied services. Recent reappraisals of these changes have suggested that they have failed to adequately address issues of social justice. It has therefore been proposed that public sector organisations now need to consider more egalitarian methods of service delivery through greater public consultation and involvement in decision making processes. Studies over the last 20 years in the public sector have tended to concentrate on change aimed at achieving New Public Management outcomes. This study adds to theory of culture and culture change in public sector organisations through exploring a change purposefully enacted to enable an organisation to meet both economic rationalist and egalitarian objectives. The primary aim of this thesis is to explore a planned process of cultural change within a technically oriented, public sector organisation to determine the processes used to undertake such change, the resulting outcomes and why these outcomes occur. A case study was used to investigate these areas. The study was longitudinal and used a combination of methods including focus groups, interviews, non-participant observation and document analysis. Historical data was first obtained to form a base from which to examine the process of planned change over a two year period. This method allowed consideration of the impact of contextual changes on the planned process that resulted in some unintended consequences in regard to how change was being driven. The findings conclude that models of planned change that include mechanisms through which diversity is encouraged may provide arenas through which conflict can act as a positive dynamic for change. The outcome of the planned change evidences how a purposefully created hybrid organisational form may be capable of addressing the sometimes conflicting goals of economic rationalism and citizenship participation.
