Civil Society, Good Governance and the News Media: A case study of civil society inclusion in Winnipeg Free Press coverage of Lake Winnipeg nutrient loading

Governance and participatory democracy theory suggest that strong policy can stem from the inclusion of all societal voices in discussion of options, and that the public must have a strong base of information in order to participate fully in democracy. The news media can be an important vehicle for these voices and a central source of information. However, academic literature has recorded that “elite” sources, such as government, dominate news coverage to the disadvantage of “non-elite” sources, such as civil society groups and citizens, a situation that results in imbalanced information in the news. This thesis examines patterns of civil society inclusion in Winnipeg Free Press coverage of Lake Winnipeg water quality, and discusses the implications of findings for good governance. Three methods of inquiry are used: 1) a literature review, 2) a quantitative content analysis of newspaper articles published in the Winnipeg Free Press from August 1991 through December 2008, and 3) interviews with civil society members with an interest in Lake Winnipeg water quality. Content analysis findings indicate that civil society sources generally received less coverage than “elite” sources, were used less frequently, were given lower prominence within articles, had fewer chances to “define” coverage and were less often used in “hard” news compared to opinion sections. Interview findings challenge the dominant view within media literature that journalists are fully responsible for “elite” source dominance due to journalist bias in source selection, the “beat system” of journalism that focuses on governmental institutions, decisions made by editors and corporate or political preferences of news entities. While journalism practices are undoubtedly a factor, this study finds that there are also shortcomings within civil society organizations and the framework within which they operate that limit their engagement with the media. Four key factors are identified. Registered charities are often hesitant to speak with the media due to real and perceived legal restraints on their communications activities under Canada’s Income Tax Act. Many organizations are apprehensive about voicing concerns in the media for fear of losing funding. Few organizations have communications staff, or even staff members trained in media outreach, resulting in a passive approach to communications. And few organizations have the capacity to deal with media requests for information within journalism deadlines. In addition, the interview data indicate that those organizations actively pursuing media coverage are focusing attention on smaller newspapers, alternative media and self-published pieces, which suggests that the mainstream news media are perhaps of less importance to such organizations than in the past. Alternatively, it is possible that organizations are finding access to the mainstream media effectively cut off. Finally, recommendations are made to civil society organizations on how they can increase their prominence in the news and conquer their reluctance to deal with the media, and to the media on how to improve attention to civil society voices. For the latter, ideas are drawn from public journalism, a journalism movement which emphasizes citizens as sources.

Use of In-Stream Water Quality Measurements and Geospatial Parameters to Predict Consumer Surfactant Toxic Units in the Upper Trinity River Watershed, Texas

Surfactants are used in a wide assortment of "down-the-drain" consumer products, yet they are often discharged in wastewater treatment plant effluent into receiving water, potentially causing environmental harm. The objective of this project was to predict surfactant toxic units and in-stream nutrients in the upper Trinity River watershed. Surface and pore water samples were collected in late summer 2005. General chemistries and surfactant toxic units were calculated. GIS models of anthropogenic and natural factors were collected and analyzed according to subwatersheds. Multiple regression analyses using the Maximum R2 improvement method were performed to predict surfactant toxic units and in-stream nutrients using GIS and in-stream values. Both geospatial and in-stream parameters generated multiple regression models for surfactant surface and pore water toxic units, as well as in-stream nutrients, with high R2 values. Thus, GIS and in-stream parameter modeling have the potential to be reliable and inexpensive method of predicting surfactant toxic units and nutrient loading in the upper Trinity River watershed.

Impact of land use on water quality and aquatic ecosystem health of stream networks in the upper uMngeni catchment feeding Midmar Dam, KwaZulu-Natal, South Africa.

Freshwater in adequate supply and quality is vital to life on Earth; however, land-based activities such as development, agriculture, mining and industry, and their associated contaminants, pose a major threat to the quality of freshwater water resources and health of aquatic ecosystems. The upper uMngeni catchment draining into Midmar Dam is a strategically significant water resource, supplying clean drinking water to the eThekwini, uMgungundlovu and Msunduzi municipalities. The quality of this resource is under threat from current land-based activities such as Mpophomeni settlement and agriculture and emerging threats in the form of the Khayalisha social housing project. Monitoring sites were established in varying land use types in three sub-catchments of the upper uMngeni, to assess water quality and ecosystem health impacts of current land uses on Midmar Dam. A suite of physical, chemical and biological water parameters were sampled in conjunction with SASS5 bio-monitoring to assess the associated impacts. Water quality and ecological condition were highest in forested land use and upstream of Mpophomeni where natural land cover and sparse settlement occurred. Marked declines in water quality and ecological condition were observed at areas under commercial agriculture, indicated predominantly by rises in nutrient concentrations and declines in the SASS5 indices. The most notable declines in water quality and ecological condition were observed at sites downstream of Mpophomeni settlement as a result of severe sewage contamination, indicated by high E. coli counts. Nutrient concentrations downstream of Mpophomeni settlement ranged from mesotrophic to hypertrophic, with nitrogen to phosphorus ratios indicative of nitrogen limitation. Ecological condition remained in the ‘seriously/critically modified’ category over the study period. Nutrient loads produced by Mpophomeni are the highest of all the land uses, followed by that of commercial agriculture; both should be viewed as a concern, more so when viewed in terms of their compound effect on Midmar Dam water quality. Current water quality draining the commissioned Khayalisha social housing development area is good and although not natural, is of no contamination concern to Midmar Dam. Results indicate that with current land use activities, urban development and agriculture pose a potential threat to the quality of Midmar Dam resource and that further development in the form of the Khayalisha social housing project may replicate impacts already prevailing in Mpophomeni, whereby a principle water resource may be threatened by eutrophication. / Thesis (M.Sc.)-University of KwaZulu-Natal, Pietermaritzburg, 2012.
