This thesis concentrates on budget management and position of municipalities in the Czech Republic on concrete example of the municipality Ruda. The thesis can be divided into two main parts -- theoretical and practical. The theoretical part is concerned with definition of position, competency, authorities and organizations of the municipality. Another part describes municipality's budget, its structure, budgetary procedure and classification of budget. The last chapter of theoretical part deals with process of obtaining the financial resources from the Funds of the European Union. Practical part focuses on the analysis of budget of the municipality Ruda between years 2005 and 2008 and on the example of financing concrete project realized in the municipality Ruda from the operational programme Environment. The analysis of budget concentrates on the analysis of budget earnings, expenses and overall budget management.

Efektivní hospodaření obce a plánování investic / Effective Economy of the Municipality and the Investmant Planning

This master’s thesis deals with an effective economy and planning of investments in a municipality. The first part of this work classifies the municipality and its entities following with a general description of municipality economy, classification of investments and their division according to the related criterion. A second part of the thesis introduces a specific village Černožice and its plans for investments. A practical part talks about a specific project „Vybudování stavebních parcel Čáslavka“ where all technical details, estimation of a price, underground utilities, following the sale, possible financial resources for the project and cash flow are described. Eventually, the conclusion of this work describes an economic analysis of the project as a whole.

The practical part is about investment project in village Černotín, the completion of the canalization, which was co-financed by the European union and the Ministry of environment. The conclusions offers alternative possibilities of financing the project.

This thesis focuses on residential suburbanization within Olomouc city and its surroundings. The aim of the thesis is to determine the degree of intensity of suburbanization of individual settlemements based on the available data. Pursuant evaluation, the settlements with higher suburbanization intensity will be selected and subjected to investigation. The purpose of the investigation is to determine the extent of influence by these processes and what the settlement with higher suburbanisation intensity brings to the citizens. Subsequently, the selected sites and their newly build environement will be assessed from urbanistic and architectural point of view. In conclusion, the detailed analysis of the most suburbanized settlement will be performed.

Vodohospodářská analýza a boj se suchem v povodí řeky Rokytné / Water analysis and combating drought in the Rokytná river basin

This diploma thesis focuses on water management analysis of the Rokytná River and finding suitable precautions usable by municipalities when dealing with drought and lack of water in their administrative district. The short research at the beginning of the thesis summarizes problematic of drought and lack of water in the Czech Republic, including the current state and overall context. Next part focuses on the assessment of current state of the Rokytná River basin, based on performed reconnaissance of the basin and processed analysis of a part of the basin delimited from km 0,0 to km 16,7 of the river, between towns of Ivančice and Moravský Krumlov. This analysis concentrates on finding factors, which can contribute to extent of drought impact in this area. It also contains a suspended load study of the waterway, which writes up granularity characteristics and calculation of the amount of transported material from a suspended load sample, taken from the bed of the Rokytná River. The overview of suitable proceedings and precautions follows, based on findings in previous parts of the diploma thesis. The conclusion of this thesis consists of very suggestion of suitable steps and precautions related to particular localities in the Rokytná River basin. Target is to enhance the retention ability of the region and to minimize the impact of both drought and floods. The result of these actions should be the empowerment of environmental sustainability in this particular area. Conclusions of this thesis can be used by municipalities and other administrative bodies when creating an approach of combating drought and when deciding about the implementation of relevant precautions.

This thesis Nonpluralistic political systems: the case of czech municipalities target problematic and occurrence of nonpluralistic political systems. Nonpluralistic political systems is little researched phenomenon and It cannot be reflected by any researche focusing mainly on this issue. Autors focusing on local politic in western systems don't deal with given problematic. My research in this work focuses on proving existence and relevance of nonpluralistic political systems on a case of czech municipalities. Research is not done on the whole Czech Republic, but only on sample of five czech districts, choosen according to municipal structure, demographic characteristic and socio-economic characteristic. Second part of my research focuses on analysis of participants of those systems, on nature of their candidacy and also on the fact, if participants of pluralistic and nonpluralistic systems are any different.

This diploma thesis deals with election campaigns in small municipalities in the context of the Czech Republic, respectively nine municipalities of Microregion of Jemnice, which were selected as a research sample. The work focuses mainly on the analysis of whether election campaigns in these municipalities can be met at all, or what form and character of they have. The subject of the research is also the question if we can meet a certain form of election campaign in those small municipalities where there are disputes about the development of the municipality. This qualitative case study mainly uses the deductive methodological approach, where the basic theoretical approaches and concepts of the researched issue are introduced, from which the specific goals related to the research of campaigns in the Czech municipal environment are proceeded. The analytical part of the thesis is based on an inquiry in selected municipalities of the mentioned microregion, where the semi-structured interviews with successful and unsuccessful candidates from the municipal elections last year, ie. 2018, were used primarily for data collection, analysis of public and virtual documents, community websites or newspaper and municipal newsletters, was used as well. Politické dopady zadlužování malých obcí v ČR / Financing of Small Municipalities in the Czech Republic and its Political Impact

The thesis, Financing of Small Municipalities in the Czech Republic and its Political Impact, reflects a complex topic currently noticeable in the Czech Republic: the existence of critically indebted small municipalities. According to the yearly monitoring provided by the Ministry of Finance, the number of ill-financed communities is increasing. Due to their financial situation, a considerable number of small municipalities are forced to suspend many of the services provided to the residents, even though the legislation in effect guarantees equal competences for both small and big municipalities. In the case of indebted small municipalities, the difficulties are even multiplied. Often, the municipality is forced to abandon the prospect of further development and mere survival is in question. In the above- described communities, the participation in municipal politics tends to be significantly low and the residents express overall disinterest in public affairs. The aim of this work is to present three examples of highly indebted small municipalities with the number of citizens under 500 and to provide a detailed analysis on their situation.
