Presented in this thesis is the design and implementation of a fast, compact, and flexible multi-tasking operating system. This system is designed for use in small computers which must deliver real-time performance in extremely constrained environments. The operating system is implemented in the "C" language to allow portability between different computers systems. A number of useful features are provided which support dynamic task management, message passing, a hierarchial file system, device drivers, and a command line interpreter. Modularized construction enables the user to prune unnecessary system features for specific applications. Presently, the system is operational on a personal computer which is also used for system development. This serves as a realistic environment for testing system response to real-time events.

The purpose of this experiment was to implement an alternative mapping realization of the hierarchical abstract simulator on the Intel Multibus 1 microprocessor system. Utilizing three 286/10 single board computers, integration of the M286 monitor with the hierarchical abstract simulator algorithm and execution of the distributed simulator system (DSS) was studied. Seven experiments were done on the DSS showing that the DSS correctly executes the algorithm of the hierarchical abstract simulator. An additional benefit is that parallelism is achieved even without external input: one simulator executes the internal transition function, with other executing the external transition function. This system has demonstrated that the hierarchical abstract simulator concept can be implemented on present-day, available hardware.

This thesis deals with the problem of locating emergency vehicles in an urban area. An optimization model is formulated that extends previous work by allowing stochastic travel times, unequal vehicle utilizations, and backup service. The heart of the model is a procedure similar to the Hypercube approximation model. Ten pair-wise interchange heuristics are developed and tested on 240 test problems. Demand and service time components of the test data have been generated using characteristics of the Tucson Emergency Medical System. Geographical components of the test data have been generated using actual city shapes as models. It is believed that these test problems are more indicative of actual emergency vehicle location problems than those previously presented in the literature.
