Inclusivity Of Public Space: Changing Inclusivity Of An Urban Park, Genclik Parki, Ankara

Public spaces are the fundamental elements of urban space. Their quality significantly enhances the quality of urban life. Despite their inevitable significance, the &lsquo / inclusivity&rsquo / of public spaces has been threatened, especially in contemporary cities, primarily by the neoliberal policies, globalization and the recent advances in communication technologies. Besides, the declining &lsquo / inclusivity&rsquo / of public spaces is also resulted from the provision and management policies, leading to exclusive places, rather than creating inclusive spaces for all. Public spaces are no longer inclusive spaces, melting pots of the urban arena. They are rather spaces of exclusion due to exclusionary design and management policies. This research aims to examine the notion of &lsquo / inclusivity&rsquo / of public spaces and to identify the attributes, which describe this notion. It focuses on Gen&ccedil / lik Parki in Ankara &ndash / one of the biggest urban parks in Turkey and one of the most important open public spaces of the Republican regime. It examines the changing &lsquo / inclusivity&rsquo / of this urban park from its construction to nowadays under four historic periods regarding four types of &lsquo / access&rsquo / : physical access, social access, access to activities and discussions, and access to information. Based on the findings, it discusses the factors and urban design strategies for the improvement of the &lsquo / inclusivity&rsquo / of Gen&ccedil / lik Parki. It also makes more general recommendations for the enhancement of the &lsquo / inclusivity&rsquo / of public spaces in the city center of Ankara and other Turkish cities.

A partir dos conceitos de materialidade da cidade; sistema de ações e de objetos; e imaginária urbana, o objetivo desta dissertação foi evidenciar a trajetória histórica da Praça Mauá através da análise do urbanismo, da arquitetura e da arte pública. Assim, a história da cidade do Rio de Janeiro foi sintetizada, as ações transformadoras do espaço da Praça Mauá foram analisadas e foram refletidas as consequências das intervenções urbanísticas, de arquitetura e de arte pública para a identidade da praça em um recorte temporal, entre 1910 e 2017. São destacados os projetos da gestão de Pereira Passos (1906), o Plano Agache (1930), o Plano Doxiadis (1965) e a Operação Urbana Porto Maravilha (2009), visto que as transformações físicas na Praça Mauá foram caracterizadas pelas políticas higienista e de embelezamento, de 1906; de remodelação e embelezamento, de 1930; de eficiência e funcionalismo, de 1965; e de espetacularização do espaço urbano, na contemporaneidade. Concluiu-se, logo, que as quatro majoritárias intervenções na Praça Mauá estiveram atreladas à construção ou renovação da imagem da cidade do Rio de Janeiro, nas quais a Praça Mauá teve um papel de destaque. / Owning historical relevance, the Mauá Square has been present in the urban structure of the city of Rio de Janeiro since the beginning of its formation process to the contemporaneity. Based on the concepts of materiality of the city; system of actions and of objects; and urban imaginary, the objective of this thesis was to evince the historical trajectory of the Mauá Square through the analysis of urbanism, architecture and public art. Thus, the history of the city of Rio de Janeiro was synthesized, the transformative actions in the space of the Mauá Square were analyzed and the consequences of the urban, architectural and public art interventions to the identity of the square were considered in the temporal frame between 1910 and 2017. The projects of Pereira Passos management (1906), the Agache Plan (1930), the Doxiadis Plan (1965) and the Porto Maravilha Urban Operation (2009) are highlighted, since the physical transformations in Mauá Square were characterized by hygienist and embellishment policies of 1906; remodeling and embellishment policies of 1930; efficiency and functionalism policies of 1965; and urban space spectacularization policies in contemporary times. It was concluded, then, that the four main interventions in Mauá Square were linked to the making and renovation of the image of the city of Rio de Janeiro in which the Mauá Square played a prominent role.
