O cooperativismo brasileiro vive atualmente uma polarização ideológica entre duas vertentes. A partir da década de 1990, começa a se configurar uma nova vertente – a da Economia Solidária - que traz no seu bojo a reivindicação da urgente democratização das relações de trabalho. Com esse postulado, contrapõe-se ao sistema da Organização das Cooperativas Brasileiras (OCB), fundado em 1970, que defende uma concepção de cooperativismo focada na eficiência econômica. O embate encontra também sua tradução no plano associativo no qual o monopólio de representação da OCB é contestado de facto pelo surgimento de entidades de representação de cooperativas solidárias. O presente trabalho parte desse contexto para analisar os mecanismos institucionais que a nova vertente constrói no que se refere à representação política das cooperativas. Como objeto de análise foram selecionadas duas entidades dos campos que se opõem: a Organização das Cooperativas do Estado de São Paulo (OCESP), que faz parte do sistema OCB, e a União e Solidariedade das Cooperativas e Empreendimentos de Economia Social do Brasil (UNISOL/Brasil), da Economia Solidária. A análise comparativa dos mecanismos internos de representação apontou para uma diferença pouco expressiva entre as entidades. / Brazilian co-operativism is currently facing a polarization among two ideological trends. Early in the 90’s a new trend begun to take shape, i.e., the Solidary Economy, that brought along a demand for mandatory democratization of the work relations. This postulate is in opposition to the ‘system of Brazilian Organization of Co-operatives’ (OCB) which has been established in 1970 and defends a concept of co-operativism aiming at economic efficiency. The clash is also meant by association when the OCB’s monopoly for representation is contested de facto, because of the fact, that entities representing solidary co-operatives are appearing. The present work takes this context to query what kind of institutional and innovative mechanisms the new trend is up to build, regarding the political representation of the co-operatives. Two entities from opposite sides have been chosen to serve as object for analysis: the Organization of Co-operatives in São Paulo State (OCESP) which is integrated with the system OCB and the Union and Solidarity of Co-operatives and Enterprising of Social Economy in Brazil (UNISOL/Brasil), from the Solidary Economy trend. A comparative analysis of its internal mechanisms of representation pointed out to a less substantial differentiation between them.

Work cooperate system: a possible alternative to work and revenue generation. / Cooperativismo de trabalho: alternativa de geração de trabalho e renda

Esta pesquisa tem como objetivo geral, a verificação do Cooperativismo de Trabalho como uma possível alternativa à geração de trabalho e renda. Sendo assim, procurou-se descrever os principais conceitos que definem a Economia Solidária e o Cooperativismo, dando um maior enfoque à experiência brasileira, mostrando suas origens históricas e evolução contemporânea. Passou-se a analisar a Cooperativa e sua atuação que vai além da geração de emprego e renda. A pesquisa foi do tipo exploratória, com os dados coletados por meio de pesquisa bibliográfica e analisada de forma documental. Apesar da crise do mercado de trabalho apresentar um quadro de complexo enfrentamento e dos desafios enfrentados pelas cooperativas não serem poucos, pôde-se concluir que essa forma de trabalho pode ser considerada uma alternativa aos trabalhadores excluídos, desde que estes desfrutem de uma ideologia de vida que permeie a colaboração, a cooperação e a solidariedade, sejam direcionados por políticas públicas de apoio e incentivo, e organizem suas ações por um projeto, tendo como objetivo principal o resgate social e a cidadania. / This research had as an objective to verify the Work Cooperate System, as a possible alternative to work and revenue generation. Following this, described into the main contents, which arrange the Solidary Economy and the Cooperate System, with a closer approach to the Brazilians historical origins and contemporary evolution. Once this subject was understood, the research turn to analyze the Cooperative, and its performance, which goes beyond the generation of job and revenue. The research was descriptive type and all data base had been collected by means of bibliographical researches and by documentary form analyses. Despite of the crisis on the offering job market showing a complex scenario of confrontation and many challenges by the cooperatives. It follows that this form of work could be considered as a good alternative way to allow the integration of excluded workers, since they embrace this ideology of life, which consist into mutual contribution, cooperation, solidary, by a public politics of support and incentive, and an action plan regarding their projects. All this in order to achieve the social rescue and citizenship.

Despite the management and recycling of solid waste be the purpose of researchers personal concern, most of the times the studies have been emphasizing only technical aspects of its administration, in detriment of matters related to the changes on the life quality of communities that are wrapped up in these procedures. Therefore, the intent of this research was to study the changes related to the quality of life of those whom integrate the Co-operative Society of Garbage Recycling (COOPREC), located at the east part of Goiania. The research was made throughout interviews (personal statements) which were recorded, transcribed and submitted, then, to thorough content analyses. The results out pointed a great influence of the partnership on COOPREC about several aspects of the co-operativists life quality. The main changes observed concern the enhancement of economical power as well as professional possibilities and knowledge acquirement. And all of this reflected straightly on the daily tasks concerned to environmental and social matters and also increase of self-esteem and personal appreciation. So, the connection among these aspects as a whole sponsored an upbringing of conscious individuals, conscientious of their roles facing the environment contemporary issues, besides promoting, on a general view, a life with better conditions, worthy lives. That is why the importance of Recycling Co-operative Societies. These Co-operatives matter greatly to the social, economic, professional and personal development of the portions of a population which finds itself excluded from the labor force, be it due to the lack of professional experience or even be it due to age or gender. / As usinas de reciclagem de resíduos sólidos e as cooperativas de reciclagem apresentam-se como uma alternativa para auxiliar na resolução de problemas sócioambientais locais, minimizando a quantidade de resíduos no meio ambiente e criando melhores expectativas de vida para pessoas que estão à margem do mercado de trabalho e encontram nesta atividade uma fonte de sobrevivência. Apesar do gerenciamento e a reciclagem de resíduos sólidos serem objeto de interesse de pesquisadores, na maioria das vezes os estudos focam apenas aspectos técnicos de sua gestão em detrimento a questões relacionadas às mudanças na qualidade de vida de comunidades envolvidas nestes processos. Assim, o objetivo do trabalho foi estudar mudanças relacionadas à qualidade de vida de pessoas que integram a Cooperativa de Reciclagem de Lixo (COOPREC) situada na região leste da cidade de Goiânia. A pesquisa foi realizada por meio de entrevistas (depoimentos pessoais) gravadas, transcritas e submetidas à análise de conteúdo. Os resultados indicaram uma forte influência da participação na COOPREC sobre diversos aspectos da qualidade de vida dos cooperados. As principais mudanças observadas estão relacionadas à ampliação do poder aquisitivo, das possibilidades profissionais, da aquisição de conhecimentos, que refletiu diretamente nas práticas cotidianas relacionadas a questões ambientais e sociais, e aumento da auto-estima e da valorização pessoal. A inter-relação entre todos estes aspectos promoveu a formação de indivíduos conscientes de seu papel frente às questões ambientais contemporâneas, além de proporcionar, de maneira geral, uma condição de vida com mais dignidade. Constata-se, dessa forma, a importância das cooperativas de reciclagem para o desenvolvimento social, econômico, profissional e pessoal de parcelas da população que se encontram excluídas do mercado de trabalho, seja por falta de experiência profissional, idade ou sexo.

Independent Voices: Third Sector Media Development and Local Governance in Saskatchewan

This dissertation examines nonprofit, co-operative, and volunteer media enterprises operating outside Saskatchewan’s state and commercial media sectors. Drawing on historical research and contemporary case studies, I take the position that this third sector of media activity has played, and continues to play, a much-needed role in engaging marginalized voices in social discourse, encouraging participation in community-building and local governance, fostering local-global connectedness, and holding power to account when the rights and interests of citizens are jeopardized. The cases studied reveal a surprising level of resiliency among third sector media enterprises; however, the research also finds that the challenges facing third sector media practitioners have deepened considerably in recent decades, testing this resiliency. A rapid withdrawal of media development support from the public sphere has left Saskatchewan’s third sector media at a crossroads. The degree of the problem is largely unknown outside media practitioner circles, even among civil society allies. I argue this relates to the lack of recognition of nonprofit, co-operative, and volunteer media as a distinct third sector, thus obscuring the global impact when hundreds of small undertakings shed staff and reduce operations in multiple locations across Canada. At the same time, there is increasing recognition that such media have the potential to fill a void left by commercial and state media organizations that have retreated from local communities. Accordingly, this dissertation makes the case for a coordinated media development strategy as a component of the social economy. The challenge is to build useful mechanisms of support among civil society allies that do not replicate oppressive donor-client relationships that are all too common in the arena of governmental and private sector support. While never simple, the opportunities and social benefits are considerable when citizens devise the means to participate in the creation of a robust, diverse media ecology.
