The master's thesis is focused on the current topic of aging population. This coincided with the growing need for care for the elderly, and this fact is reflected in the Czech legislation. Thesis is focused on care allowance and its use for the care of social services specific clientele consisting of seniors. This thesis is composed of a total of four chapters. The first chapter is mentioned the history of social legislation. In the second chapter is analyzed the phenomenon of aging and old age, including its downsides, and demographics. The third, crucial chapter of this thesis is devoted to the institute of care allowance in terms of its use by the addressees - particularly by the seniors. This chapter also mentions the conditions for entitlement to care allowance and control its use. The third chapter also contains demographic data and analysis of the purchasing power of the care allowance in relation to period of care for a dependent person. It contains analysis of care allowance use with a budget for individual days to payment care of dependent person. Last, described the shortcomings of the legislation and any attempt to outline possible solutions de lege ferenda. My master's degree thesis focuses on special Czech social security benefit, which can be perhaps called "benefit for personal care". In the first chapter I explicate the topic and conceptions I will work with in the following text. The second chapter describes legislation which precedes the Act of social services containing the "benefit for personal care". This Act had come in force in 2006 and has come into effect since 1st January 2007. I compared construction of previous supports and " benefit for personal care" The third chapter explains in detail rules of law which regulate conditions of claim for benefit for personal care, administrative procedure, etc. The level of benefit relates to the degree in which needy person depends on help of other individual. The method used for establishing this degree is highlighted in the 4th chapter. The 4th chapter is subdivided into two major parts according to operations and procedures used to establish degree of applicant's dependence. I especially focused on aspects of establishing proper degree of dependence for visually impaired people. In the society, due to many changes in demographic population development, it should be paid more attention to the adequate setting of the social security system to avoid the social risks. One of the pillars of social security system in the Czech Republic is social care, which also includes social services. After 1989 the setting of social services was not effective, did not respond asked needs and there was no space for development. The Act No. 108/2006 Coll., on social services, which the social services are currently defined, is a prerequisite for the current organization of social services. This diploma thesis compares the expenditures expended on social services before the effectiveness of this Act, in the period 1996-2006, and in its period of validity, 2006.

Analýza systému zdravotnictví a jeho financování / Analysis of health care system

This master's thesis is focused on the comparison of different systems of payment for health care in the Czech Republic. Insurance companies play an essential part in financing health care and they are also responsible for setting the rules for health care providers, who in turn modify the systems of financing health care that had been set out. This is the reason why the issues concerning insurance companies are discussed in both parts of this thesis, firstly the theoretical side and secondly the practical one. The theoretical part of this thesis discusses the structure of the czech healthcare system as a whole and then the payment systems set up for individual providers of health care are analysed in the following chapters. The practical part shows examples of how the payment system for health care works, what problems it encounters, what exactly is the role of insurance companies and how to deal with presented problems. The aim of this thesis is to provide an overview of the types of payment systems for health care used in the Czech Republic and further focus on the specifics and details that are analysed along with their potential impact on the amount of the final payment.

Health care expenditure in the EU countries: A panel data approach / Výdaje na zdravotní péči v zemích eurozóny

This thesis examines the convergence in health care spending in euro area member countries during the period 1995-2010 and the influence of joining euro zone on convergence of health care expenditure. Panel data set covering 17 cross-sectional units (current eurozone member countries) over 15-years time period is examined using the classical approach to convergence. The analyses presented in this thesis provide evidence of sigma-convergence of HCE as a share of GDP. Conditions for sigma-convergence of HCE per capita are not satisfied. As for beta-convergence, the analysis of HCE as a share of GDP confirm the absolute convergence, conditional convergence did not occur. As for HCE per capita, absolute and conditional convergence hypotheses were affirmed. In both cases of absolute convergence, joining the euro area significantly supported convergence of HCE.

The aim of this diploma work is to search the answer to question: What are the causes for little use of advanced directives in real life from expert's point of view? Text is separated into theoretical part, methodological and analytical. In theoretical part, the autor is conceptualising basic terms from main research question and is leading the revers into the context. Methodological part is revealing the background of the research, which was carried out by qualitative research strategy through half-structured interviews with chosen experts in problems with advanced directives. In analytical part are presented results of research, which the autor is comparing to theoretical roots. Particiapnts of the research are seeing the causes of little use in advanced directives in little information about its existence, in legal format and its rising concerns from possible legal punishment and last but not least it can be caused by ethical and personal background. On January 1, 2007 there are drafting of new social benefits - care contribution. This benefit is defined by the low No. 108/2006 Coll., about social services. Making this law has brought in this area, many fundamental changes. Except that there was created a new conception of social services, their types, forms and conditions of the provision, but also introduced a new approach to finance for people in adverse social situation need help. To this time well improved allowance for the care of a relative or other person being replaced care contribution. It is conceived as a only one cash benefit social service system. It is called a subsidy on the head, the idea is the think that the person who needs care is financially at least to some extent independent and can have their choice needed service to "buy". The degree of dependence on the assistance of another person is determined in four levels - it should allow detailed, reliable and yet highly individual assessment of the needs of people. Main goal thesis was to explore experiences with inspections focusing on the use of contribution care, intermediate objectives were to identify the limits of process control from the view of social workers and detect the most common areas of deficiencies in the framework of implemented controls. Qualitative research was done by polling technique and for this reason was used semistructured interview. Concept of interview was based on six tematic parts. The data were collected from January to March 2016. The research group consisted of 10 social workers selected purposeful selecting at each contact point of the Labour Office of the Czech Republic, Regional branch České Budějovice. The results of the work showed, the control of the use of care contribution are made regularly and all contact centers Labour Office under the same methodological instruction, it means, individual social workers follow the same process. Social workers are in the process of inspections limited mainly personnel, it means a shortage of staff the department of non-insurance social benefits, deciding on benefit care contribution. The work done feedback from the perform inspections control one of the non-insurance social benefit for care and can prompt discussion on possible subsequent modifications.

The first chapter concerns hospice care - form, goals and definitions of hospice care. The second chapter focuses on hospice care in social work, which belongs to hospices. The third chapter concerns the ethics in social work, ethical dilemmas in social work and the importance of ethics in social work itself. The fourth chapter is focused on ethics in hospice care, dilemmas and ethical aspects of communication and mourning within hospice care.
