No. of bitstreams: 1 77777.pdf: 2051645 bytes, checksum: 7010179bc9f09b881d4f2b38b3bd5dfb (MD5) Previous issue date: 2006 / Esta dissertação buscou analisar como a participação cidadã ocorre nas políticas públicas de habitação popular na Bahia, representadas pelo Programa Viver Melhor: se ela existe, como ela se dá na prática e que impactos gera, desde o planejamento à implementação destas políticas. A pesquisa delineou-se como uma pesquisa quanti-qualitativa, tendendo para uma abordagem mais qualitativa e utilizou estudo de caso com uso de análise de conteúdo para análise dos dados. Os dados analisados foram, fundamentalmente, dados secundários (documentos oficiais, bibliografia sobre o tema, publicações institucionais, atas de reuniões) e entrevistas com gestores, técnicos e sociedade civil (morador, liderança, ONG). A partir da delimitação das lógicas de ação destes atores e construção de seus discursos, foram estes dados analisados com base no referencial teórico levantado, e concluiu-se que a participação existente, apesar dos avanços, ainda não se configura como participação cidadã, seja pela desarticulação e fragilidade da população no exercício de práticas participativas e aprendizado da cidadania, seja pela falta de uma pedagogia adequada de participação, com formas de abordagem comunitária que realmente sensibilizem a comunidade, seja pela gestão política local, tecnocrática e com resquícios de autoritarismo, bem como pela divergência entre as lógicas políticas de ação dos atores envolvidos nesta problemática. Estas intervenções urbanísticas e habitacionais do Programa Viver Melhor não ocorrem segundo lógica participativa democratizante, mas camuflam interesses econômicos alinhados com o projeto neoliberal e com exigências dos organismos financiadores. Há um incremento da qualidade de vida, pela precariedade imensa de condições das populações de baixa renda na Bahia, mas não estímulo real à cidadania, conforme concebida nesta pesquisa. / Salvador

Determinant of public participation in Integrated Development Planning in Polokwane Local Municipality, Limpopo Province South Africa

(Development and Planning)) -- University of Limpopo, 2021 / The central emphasis of this study was to investigate the determinant of public participation in Integrated Development Planning (IDP) of Polokwane Local Municipality, Limpopo Province. To this culmination, precise working objectives were formulated as follows: to study the typologies and processes of public participation; to explore the roles of stakeholders in public participation; To examine the phases in Integrated Development Planning and to examine the levels of public participation in Integrated Development Planning. This dissertation studies the determinant of public participation in Integrated Development Planning. Douglas Huber (2008); Franks, Sharma, and Dayaratna (2004); Kimathi (2016) found that there is a positive relationship between public participation in the Integrated Development Planning locally and globally. From a South African perspective, the study shows that public participation is the strongest element for successful development planning. To operationalise this study, descriptive statistics were used to analyse data and data analysis was performed using inferential statistics mainly correlation and linear regression. The data collected from the Capricorn District Municipality Socio-Economic Impact Assessment Study of Integrated Development Planning (2012) was analysed using the 2013 Microsoft Excel Software for raw data and Statistical Package of Social Sciences (SPSS) to compute variables that represent the determinants of public participation in Integrated Development Planning into factors. The results of this study show that generally, there is a strong positive relationship with public participation in Integrated Development Planning in Polokwane Local Municipality with an average magnitude of 0.75 correlation. However, the most interesting discovery is that the economic factor is a determinant of public participation in Integrated Development Planning in Polokwane Local Municipality.

An evaluation of participation in the intergrated development planning processes by people with disabilities in Malemati Village in Limpopo Province : Lepelle-Nkumbi municipality

Thesis (M.Dev.) --University of Limpopo, 2011 / The intent of this research was to evaluate the participation in the IDP process by the people with disabilities at the Malemati Village in Limpopo Province: Lepelle-Nkumpi Municipality. This intent has been achieved. The question under investigation was whether people with disabilities in Malemati Village Limpopo: Lepelle-Nkumpi Municipality participate in the IDP process. The objective was thus to phantom this topic and come out with necessary findings and recommendation of the targeted population in the process under investigation had been provided. The study covered reading of both the primary and secondary sources, group focus interview of people with disabilities, interview of the assistant head men, ward committee member residing in Malemati, the mayor, the municipal manager and the IDP manager Data was collected in the manner as explained in the above paragraph following the quantitative approach. Necessary recommendations have been made in this regard.
