Analysis Of Local Sectoral Policies Via System Dynamics Approach: The Case Of Alanya Tourism Sector

The purpose of this work is indicating System Dynamics Approach to be an appropriate tool for analysis of policies suggested for local sectors. Local sectors are very important for stability of the country&rsquo / s economy as well as welfare of the local community. Therefore, feasible and effective policies should be created and implemented in order to contribute to the local sectoral development. But before any policy implementation, policy analysis is required on to evaluate whether effectiveness and feasibility would be ensured in alternative policies. In this study, firstly the issues of Local Sectoral Dynamics and Policies are examined and specifically, the situation in Alanya Tourism Sector is studied. Afterwards, in accordance with policy analysis steps, problems of Alanya Tourism Sector are detailed and alternative policies that would aid in solution of the problem are idenfined. For evaluation of alternative policies, Dynamics of Alanya Tourism Sector are modeled by System Dynamics approach and the &lsquo / Formal Model&rsquo / is implemented in Stella 9.0.1. The model is simulated for all policy alternatives and the policy outcomes of each alternative are forecasted. Finally the performance of each policy are evaluated using the previously established criteria and combined policies having more superior outcomes than the present ones are created.

This thesis seeks to examine Russian foreign policy in the post-Soviet era and its evolution in terms of Russia&rsquo / s use of soft power in the post-Soviet space. Contrary to the views that consider Russia exclusively as a hard power, this thesis argues that Russia has started to develop its soft power capabilities and how to use its soft power effectively in the post-Soviet space, especially since the beginning of Vladimir Putin&rsquo / s second Presidential term in 2004. In this context, Russia pursues a proactive foreign policy particularly in the spheres of language and education, which are important elements of its soft power. The thesis is composed of three main chapters in addition to the introduction and conclusion chapters. The first main chapter discusses the evolution of the soft power concept in Russian foreign policy by analyzing the period of 1992-2008. The second chapter seeks to analyze the position of Russian language in the CIS countries as lingua franca. The last chapter examines the Russian education system and the attraction of its higher education institutes for students from the CIS countries.

A system dynamics study for city developmet and activity of controlling Hsichin flood

From the beginning of 1980s, Hsichin has become a dreaming heaven of emigrants who move to the urban area of Taipei because the fever of housing market and the policy of government. As the high density development of slope land, the runoff capacity will be increased. On the other hand, river land will be decreased by city growth. Impacting by the above two reason, Hsichin is called as the flown city by the mass media. The goal of this research is discussing the reaction between the city development of Hsichin, the flood event, and the flood prevention activities. This research uses ¡§System Dynamics¡¨ as a research method, simulating with ¡§iThink¡¨ computer software, building a model of Hsichin city growth and flood event, using this model to precede the policy test to find out which policy will be the economic benefit. The research conclusion is: 1. The aspect of engineering activities: We adopt three policies including Yuansantze activity, dike building activity, and dredging activity. Under the same cost, we¡¦ll find out Yuansantze activity is the most benefit one. When mixing all policies, the most benefit one is putting the fund as 25% in dike building and 75% in dredging. These activities are focused on lowering flood damage directly. In the short term, the outcome is very obvious. However, in the long term, combining city growth management will be the only solution to solve problems of not only city overgrowth but also land development disequilibrium. 2. The aspect of city growth management: We adopt three policies including slope land conservation, converting land to flood storage area, and limiting of population and business. By this research, we¡¦ll find out limiting of population and business is the most efficient method focused on controlling population scale and lowering land development. This research provides an alternative way which is combining limiting high density development and slope land conservation to solve the situation of land development disequilibrium. In my opinion, the authority government cannot take engineering activities as the only way to control flood damage, however, the government should combine two aspects of controlling flood activities to solve Hsichin flood problem.

<p>The aim of this study is through a policy analysis to illuminate the decisions that the EU has taken to respond to the terrorist attacks in the US, Madrid and London and through this analysis try to explain the problem of each decision and find out if these decisions might risk the individual rights of the European Union’s citizens.</p><p>In order to reach this purpose the following questions are to be answered: In what way has the EU’s decision-making process, regarding its fight on terrorism, been affected by the terrorist attacks in Madrid and London? What consequences may the EU’s decisions against terrorism have on the individual rights?</p><p>The method that has been used is qualitative studies of literature and the main material is overarching policy documents from the EU.</p><p>The conclusions are that the bombings in Madrid and London have increased the speed of the decision-making process and more areas have been included in the union’s fight against terrorism. If individual rights are at risk by the union’s decisions there are reasons to be concerned. But my conclusion is that the European Union has to have strong and effective instruments to answer to the threat of terrorism.</p>

The process of becoming : the political construction of Texas’ Lone STAAR system of Accountability and College Readiness

As systems of accountability and efficiency continue to permeate public education institutions it is important that research engage the various factors that embody how these systems come to be, whose knowledge gains access to informing their designs, and whose interests are served. Texas has long been recognized as a testing ground for such policy designs, although researchers’ points of departure on such systems have solely focused on the outcomes of these policies in practice. Research on the political construction and discourses that define the underlying goals of these systems continue to be ignored by researchers. Analyses of Texas-inspired federal policies have also predominantly taken an outcomes-based approach, or at most have had episodic engagements with political processes peering down from the balcony to observe the interaction of the obvious actors. To this end, this three-year ethnographic study conceptually and methodologically engages the various dimensions—such as race, class, history, interest, power, and agency—that embody the political lineage of Texas’ new system of Accountability and College Readiness across various contexts. This study further contributes to the dearth of literature that examines the role of research and university researchers in policy debates, and the limits and possibilities of politically engaged scholars in such processes. / text

A policy analysis of community college funding in Texas

The purpose of this investigation was to analyze the public policy guiding the funding of community colleges in Texas. In essence, the history of community college funding from 1942 to 2006 has been documented. Specifically, the study focused on the funds community colleges have received from the State of Texas, analyzed the funding shares from state and local sources, assessed the changes in the state/local source relationship over time, and detailed the development of the Texas community college formula system. A two-phase research process was used for this policy analysis. First, an archival analysis located both primary and secondary documents related to Texas community college funding. After examining these records, a revenue database for Texas community colleges was created. Second, thirteen open-ended interviews of individuals with knowledge of community college funding were conducted. Based upon the analysis of state funds and other revenue sources, several conclusions were reached including: 1) During the pre-formula period (1942-1973), state funds were provided solely as an instructional supplement to public community colleges. This was known as the sufficient-to-supplement policy; 2) There has been an agreement between the State of Texas and the community colleges regarding community college funding as the formula system was implemented. The state would fund instruction and the college districts would pay for facilities; 3) The proportion of Texas community college operating revenues from the state has decreased relative to the other sources of revenue available to community colleges; 4) Full formula funding is a concept that is much discussed among Texas community college leaders. However, it has never been realized in the history of funding Texas public community colleges; 5) "Sufficient-to-supplement" is not an adequate or meaningful policy for funding community colleges in Texas. The policy recommendations that emerged from the study were: 1) The State of Texas should establish an explicit policy on how public community colleges will be financed, and 2) The State of Texas should adequately fund the new policy. / text

A multifocal analysis of Korean educational policies on the teaching profession

Korean education policies were derived from the 5.31 Education Reform oriented to the increase of autonomy and accountability for school effectiveness and the quality instruction through teacher professionalism enhancement. The policies are related to the influences of historical events and contexts embedded in the interactions of policy players who have their own arguments, particularly professionalism versus managerialism. The policies have been driven by right-wing perspectives. As a result, the roles, powers, functions, and structures of teaching profession have gradually changed. From the structural analysts, Basil Bernstein and Michel Foucault, teaching profession has become a system of supervision, compliance, normalization, isomorphism related to the collection code. The dynamic, complex and multilevel policy implementation need to be analyzed from a multifocal approach coupled with historical institutional, political, and structural analysis. This analysis contributes to understanding the changes of teaching profession resulted from intricate and dynamic interactions embedded in policy environments causing or influencing policy implementation directly and indirectly. Korean educational policy analysts, generally, tend to use one of the institutional, the political, and the structural perspective. Most policy analyses are concerned with the political analysis focused on exploring the political interaction between policy players, presenting policy issues and alternatives, analyzing the new institutionalism of education policy formation and implementation process, and influencing of policies on school organization and teachers apart from the political environment and the political interactions. In this respect, the multifocal policy analysis will be beneficial to shed light on a multifocal analysis of Korean educational policies. / text

San Antonio v. Rodriguez : understanding Texas school finance history through a Latino critical race theory framework

The current economic conditions in the United States have contributed to budgetary cuts to public education at both the federal and state levels. This attention to educational funding and political decisions regarding spending are linked to beliefs about what is valued in education and what proper policy solutions exist. Yet, contemporary actions and issues do not exist in isolation. These economic difficulties are situated in a specific context, history, and have been shaped by political ideologies. This dissertation is directly focused on critically examining the history and context of school finance policy. School finance policy has been an important political issue for over 40 years, beginning with the San Antonio Independent School District v. Rodriguez case (Koski & Levin, 2000). This case was first filed in 1968 and serves as the unit of analysis for this study. While much of the body of work regarding school finance is framed according to traditional economic methods and beliefs, this study is a historic narrative that utilizes critical policy analysis to examine educational funding. Though Rodriguez was a case filed by Mexican American parents on behalf of students in the Edgewood school district, which served a student population that was over 90% Latino, Mexican Americans and the voices of Mexican Americans were glaringly absent from the arguments made in court. This absence of race marks a need for critical policy analysis and work that calls attention to this silent area of political discourse. The purpose of this paper is to examine the inclusion and exclusion of race in the Rodriguez case to find out what is missing from the dominant narratives of school finance and begin to understand how current policies continue to ignore race. Historic methods, guided by a Latino Critical Race Theory (LatCrit) framework, are employed to analyze archival records, newspaper articles, legal documents, and oral histories. Narratives reveal themes of the social context that lead to legal action, the language used in the courts cases, and the lasting implications for continued understandings of school finance policy. / text

A narrative policy analysis of the Accessibility for Ontarians with Disabilities Act, 2005: Exploring implementation in municipal recreation

The presence of disability in the political sphere has increased with the enactment of the Accessibility for Ontarians with Disabilities Act (AODA) in 2005. In 2008, implementation of the first standard focused on Customer Service began in accordance with the AODA. While this legislation was in its early phase, it was crucial to conduct research to understand the ways the legislation was being expressed in practical terms. Research makes it possible to point to areas of unmet promises between theoretical and practice application of the AODA so that it may attain its full potential. The purpose of this study was to conduct a narrative policy analysis during the implementation phase of the AODA to identify the parallel and divergent stories that arise from policy actors. Using an interpretive stance, this study was conducted with key people who played a role in implementing the AODA in the municipal recreation context. Participants included both persons responsible for implementing the AODA (i.e., city employees) and people with disabilities who have been directly affected by this policy. This narrative policy analysis sought to uncover the stories (stories that are repeatedly told), counter-stories (those that run counter to dominant stories), and non-stories (stories that are not present) (Roe, 1994). Three groups of narratives arose from this study. Narratives about creating and implementing the AODA included stories about clear steps to implementation, enforcement guidelines, and proactive steps to achieve accessibility. Counter-stories described a need for more specific details, explicit enforcement guidelines, and a “deal with things as they come up” course of action. Narratives about disability examined meanings of disability present in the AODA for people with and without disabilities. Additional narratives explored discrimination against people with disabilities, links between accessibility standards and the removal of barriers for people with disabilities. Issues of accessibility were further explored in the context of leisure and recreation. Analysis revealed the diversity in leisure experiences of people with disabilities, and the need to expand the definition of accessibility for better inclusion in municipal recreation. These narratives were then contrasted and combined to form a metanarrative (alternative to consensus) to recast issues surrounding the AODA in a new light. The metanarrative highlighted a gap between the theory of the AODA and its practical applications. In theory, a policy was needed to improve the inclusion of people with disabilities in community; however, in practice, the AODA might not have the desired impact due in part to the interplay of policy and disability issues. This study suggests that the AODA is much more than what is written on paper in that it has the power to transform our society. The full intent of the AODA will be difficult to achieve until more people are aware of the legislation, its impacts, and its importance.
