Buscávamos apreender as expectativas e motivos que orientavam as lideranças em sua interação com atores político--institucionais, as formas de interação envolvidas, os desafios e as conquistas associadas a esta relação. Constatamos que a busca de respostas a essas questões seria profícua se olhássemos para o movimento de moradia a partir de sua atuação sobre a política pública habitacional. Fazemos então uma apresentação do movimento mostrando que ao longo de sua trajetória de luta ele constrói suas demandas e a si mesmo em um constante processo interativo que envolve governos, partidos e agências públicas. Nesse processo, veremos ainda que o movimento consegue imprimir algumas mudanças nas diretrizes da política habitacional. Através de um olhar mais focado sobre os investimentos do movimento no Conselho Municipal de Habitação entre 2003 e 2011 -- onde as lideranças buscam interagir com atores político--institucionais no sentido de afetar a política habitacional e acessar os recursos associados a ela - indicaremos algumas tensões e desafios que a relação com o sistema político traz para o agir coletivo deste movimento / Abstract: This paper displays the results of an exploratory research project that draws on broad questions about the relationship of the housing movement in São Paulo with actors of the political system -- governments, political parties, the technical members of the state. We sought to apprehend the expectations and motives that guided the movement leaders in their interactions with political and institutional actors, the forms of interaction involved, the challenges and achievements associated with this relationship. We noted that a promising path to answer these questions would be to look at the housing movement in the light of its action towards the housing public policy. We introduce the housing movement showing that throughout its history of struggles it builds its demands and itself in a constant interactive process involving governments, parties and public agencies. In this process, we will see that the movement can print some changes in housing policy guidelines. Through a more focused regard on the movement's efforts in an institutional participatory space, the Conselho Municipal de Habitação (Housing Municipal Council) between 2003 and 2011 -- where leaders seek to interact with political--institutional actors in order to affect housing policy and access the resources associated with it --? we indicate some tensions and challenges that the relationship with the political system brings to the collective action of this movement / Mestrado / Ciencia Politica / Mestre em Ciência Política
