Shocks, the state, and support under electoral authoritarianism

The literature on authoritarian politics emphasises the threat unexpected shocks such as economic downturns or political and security challenges pose for regime stability. However, we know relatively little about how incumbents can influence the process by which citizens evaluate government performance and attribute blame in non-democratic regimes. To gain insights into these questions, I study how government responses to collective shocks to citizen income and security influence support for electoral authoritarian regimes, i.e. those that combine authoritarian practices with multiparty elections. I propose that when shocks make information about government performance publicly observable, illiberal governments can take action that moderates or ameliorates their effect on the levels of support they enjoy. Little constrained by constitutional rules, critical media or coalition partners, electoral authoritarians can use tactical redistribution to appease the discontented electorate on the one hand and propaganda to manipulate attributions of responsibility for the shock on the other. Repression against opposition parties and activists in this context is used rarely, and only after targeted transfers and propaganda have failed to prevent support from eroding and crowds from taking to the streets. The thesis illustrates arguments with the case of contemporary Russia - an electoral authoritarian regime with high levels of personalist rule - and leverages evidence from government and citizen responses to natural disasters, economic downturns, terror attacks and electoral protests. Empirical analysis combines original datasets on the framing of economic news in Kremlin-controlled media, the forced dismissals of government actors, the provision of tactical redistribution, and the use of repression against opposition parties and activists with over 60,000 responses from nationally and regionally representative public opinion surveys. Bringing new data and evidence from individual-level surveys to bear on the debate of how non-democratic governments manage public opinion, the thesis makes an original contribution to scholarship on authoritarian vulnerability and resilience.

Justified by the growing number of older people in contemporary society there is a need for further investigation, which encompass not only in the natural sciences, but also encompassing the social sciences and humanities. This research proposal aims to identify the challenges and progress in the implementation process of the policy senior care, based on the theoretical knowledge about the establishment of these policies, the period after the adoption of the Statute of the Elderly as reassuring those rights. From this historical landmark, is an analysis based on authors researching this topic, in order to ascertain the ways in which this service has occurred. The challenges and advances in care for the elderly, will be identified from a search of the activities developed by the Senior Center in the city of Prudentópolis-Pr. Still, it is noteworthy that for the realization of this work we conducted a field study with a qualitative approach, which occurred primarily through three stages: the first was that dedicated on the review of literature on this subject, description, analysis and interpretation of the structures of health care to the elderly, the second step made references to his own field research, from a questionnaire to elderly patrons of the Senior Center, which listed thirty-eight (38) and elderly subjects in this study. It should be noted that the Municipal Center for the Elderly is a specific space in the old city of Prudentópolis This was followed by the third step, which refers to the analysis of data obtained from the questionnaires and the observations made in the said Center, noting that the observations were started in 2012, when the space was being structured. In short, it is concluded that there are policies that ensure access of the elderly in educational spaces, however, there are few actions that ensure the realization of these rights. / O envelhecimento humano se manifesta como um fenômeno mundial de grande repercussão, o que demonstra um novo desenho demográfico, o qual interfere diretamente na estrutura social, política e econômica no Brasil. Justificada pelo crescente número de idosos na sociedade contemporânea surge a necessidade de novas investigações, as quais abarquem não apenas nas áreas das ciências naturais, mas também englobam as ciências sociais e ciências humanas. Esta proposta de investigação busca identificar os desafios e os avanços no processo de implementação da Política de atendimento ao idoso, partindo do conhecimento teórico a respeito do estabelecimento destas políticas, no período posterior à aprovação do Estatuto do Idoso como assegurador desses direitos. Partindo deste marco histórico, foi realizada uma análise com base em autores que pesquisam esta temática, no intuito de averiguar as modalidades em que este atendimento vem ocorrendo. Os desafios e avanços do atendimento à pessoa idosa, foram identificados a partir de uma pesquisa das atividades desenvolvidas junto ao Centro do Idoso no município de Prudentópolis-Pr. Ainda, cabe ressaltar que para a efetivação deste trabalho foi realizada uma pesquisa de campo com abordagem qualitativa, a qual ocorreu basicamente a partir de três etapas: a primeira foi a que se dedicou à revisão de literatura sobre esta temática, descrição, análise e interpretação das estruturas da política de atendimento ao idoso; a segunda etapa fez referencias à própria pesquisa de campo, a partir de aplicação de questionário aos idosos freqüentadores do Centro do Idoso, sendo elencados trinta e oito (38) idosos como sujeitos desta pesquisa. Cabe salientar que o Centro Municipal do Idoso constitui um espaço específico do idoso no município de Prudentópolis, Posteriormente, foi realizada a terceira etapa, a qual se refere à análise dos dados obtidos a partir dos questionários bem como das observações realizadas no referido Centro, ressaltando que as observações foram iniciadas ainda em 2012, quando o espaço estava se estruturando. Em suma, conclui-se que existem políticas que garantem o acesso do idoso em espaços educativos, porém, ainda são poucas as ações que garantem a efetivação destes direitos.

Class along the color line

This thesis traces the contours of the Black-White color line in modern America by illuminating how Whites' racialized political behavior varies across local geographic contexts. In a critical reinterpretation of the racial threat hypothesis, I argue that local geography conditions the relationship between Whites' racial orientations and their preferences on policies related to race - but not because Whites are passively threatened in proximity to a Black population. Rather, Whites are active, subjective perceivers of their surroundings who have an interest in maintaining their racial privilege. This conceptual shift not only challenges the assumed neutrality of Whites' vision; it also enables me to identify the range of contextual indicators that Whites might construe as threatening, and the range of White attitudes that are activated as a result. My empirical evidence comes from three case studies. The first two use geocoded survey data to analyze White opinion on welfare spending in 2000, and on affirmative action between 2006 and 2010. The third study draws on in-depth interviews conducted in 2016, exploring an issue related to school desegregation in Louisiana. Each study affirms the core findings of the thesis: Whites' policy preferences are polarized according to racial orientations in settings where race is salient; and a shared White perspective is evident even across polarized attitudes. My findings offer hope, showing that a sign of threat to some Whites may activate racially tolerant behavior in others; as well as reason to restrain our optimism, challenging the assumption that affluent Blacks, unlike the 'undeserving' Black poor, will not be perceived as threatening by Whites. Ultimately, only by recognizing the color line's responsiveness to local geography - and its resilience even as White attitudes liberalize and Black class positions improve - can we understand the line's persistence or the possibility of one day dismantling it.

For managing a city, the role of city marketing becomes more and more important. Modern cities are all hoping through every event to satisfy city residents or marketing the city externally. Therefore increase the approval rating of residents or create the image to boost the tourism or attract investors. City marketing also involved self-identification and uniqueness. Therefore, marketing framework directly impact the identification and perspectives both internally and externally. This research tracked marketing tactics of The World Games in Kaohsiung after the Mayor Chen Chu was elected. This paper also discussed the marketing framework and the reasons behind that, so the future city managers can use it as reference. The research questions as follows: 1. What framework was used in marketing the World Games in Kaohsiung? 2. Is frame alignment used? This research is based on Frame Theory as the core research structure, through newspaper reports analysis data, and concludes the framework that was used by The World Games in Kaohsiung. Also combined the in-depth interviews with the officials who are responsible for marketing The World Games. Understanding the framework and the planning that was used by the organizer to market the World Games, in order to conduct the research of this topic. The result show, the World Games in Kaohsiung existed two main frameworks including the World Games and the elected official politics needs . Under these two main frameworks also have several sub-frameworks, along with diversity tolerance values and people¡¦s affairs, which are two mixed frameworks. Between each framework have certain degree of coalition. The base of mobilization therefore extended through the framework coalition. The organizer successfully marketing the city through the World Games, also help the residents identified themselves with the city and presents the uniqueness of the city. It is also a successful politics public relations and push Mayor Chen Chun to another high point to her career. She later won the 2010 mayor election by a landslide victory, taking over 50% (52.8%) of the votes.
