Postkrizová intervnční péče v situacích ohrožení u Policie České republiky / POSTCRISIS INTERVENTIONAL TREATMENT IN SITUATIONS OF THREAT AT THE POLICE OF THE CZECH REPUBLIC

SAIDA, František January 2011 (has links)
Post-crisis intervention care in situations of danger in the Police of the Czech Republic. The topic of this diploma thesis consists in taking a deeper view into post-crisis intervention care in the Czech Police. The primary goal of the diploma thesis is to verify whether in the Czech Police a functional system of post-crisis intervention care is created that policemen or also their families can use if necessary. Further, we were interested whether there are opinions, attitudes and prejudice among policemen concerning the use of post-crisis intervention care. Therefore, in the theoretical part the diploma thesis deals with basic psychological terms that are closely related to the field of post-traumatic care in the Czech Police and summarizes issues of psychological care in the Czech Police. The entire object of the research is mapping the current situation of providing post-crisis care to policemen, the degree of awareness of this service, attitudes of policemen to using this service and last, but not least, purposefulness and efficiency of this service. An integral part of the goal of the work was an analysis of factors that facilitate or complicate the process of providing post-crisis care and suggestion of possible measures to make its functioning more efficient as well as finding main causes of insufficient utilisation of post-crisis intervention care by policemen. In compliance with the goal of the thesis a quantitative survey was carried out and the most suitable methods were used in such a way that the specified goal could be achieved in the most efficient way. The results of the survey carried out by us have confirmed that in the Czech Police a functioning system of post-crisis intervention care is created that policemen can use if necessary. The survey has also indicated that policemen are sufficiently informed about the system of post-crisis intervention care and that this system corresponds to the needs of police practice. However, the survey has also revealed that negative opinions, attitudes and prejudice concerning the psychological service of the Czech Police persist in policemen's minds. Reducing these negative tendencies would certainly contribute to more efficient utilisation of this service.

Úloha a možnosti nestátních neziskových organizací při řešení krizových situací a systém spolupráce mezi nimi a orgány krizového řízení / The role and options of nongovernmental nonprofit organizations in dealing with crisis situations and a system of cooperation between these organizations and emergency management.

NĚMEC, Petr January 2012 (has links)
I chose the topic of my diploma thesis ?Role and Compass and Potential of Non-government Non-profit Organisations when Solving Crisis Situations and System of Co-operation between them and Bodies of Crisis Management? because I believe that non-profit organisations play a key role at providing help to people in distress. I pay high attention to the non-profit organisations which, within their compass, try to help people in distress. They attempt to mitigate the consequences of emergencies or crisis situations, which can affect any human being at any time. It was only when I started studying at the University of South Bohemia and when working for the police that I found out that the non-profit organisations which operate in the Czech Republic depend mainly on the grant policy, sponsorship and human approach of the people who are employed in these organisations or support them in whatever way. Having chosen the topic of my diploma thesis, I have tried to summarize and submit as much information for the readers of this paper to absorb as many data as possible on the non-profit organisations which work within the South-Bohemian region and are available when preparing and solving emergencies and crisis situations. I have made an attempt to describe their role, compass and employment at emergencies. The other objective of my thesis is to describe their communication within the Emergency Services and with the bodies of Crisis Management. The objective of my diploma thesis is to analyse the activities of non-government non-profit organisations when dealing with crisis situations and emergencies. Based on qualitative research, this goal was met. Nowadays, in the time of economic crises both in the Czech Republic and in the world, I must state that to secure funding, material and human resources, which would enable their workers to perform the activities given by their mission, represents for the non-profit organisations a superhuman task. The hypothesis that the system of co-operation of the bodies of Crisis Management and non-profit organisations is sufficient has been confirmed. The hypothesis that the activities of non-profit organisations when dealing with crisis situations and emergencies represent an important factor has been confirmed as well.

Efficiency in international climate funds / Efficiency in international funds for climate change

Husová, Kateřina January 2009 (has links)
In years long negotiations on the new global climate change regime, financial support provided for adaptation and mitigation in developing countries have been one of the most contentious issues. Billions dollars are in questions annually, disbursed both by private investments, as well as substantially via public funds. The fundamental question resonating in the negotiations and elsewhere though is the issue of efficient delivery. Given the scale of resources, which should be mobilized and disbursed, given the current experience with inefficiencies in ODA, given the fact that existing climate change funds are now disbursing millions but not billions, the efficiency is really the key for success of future climate regime. Moreover, efficient delivery is a pre-condition for "preventing dangerous interference with climate change", which is the ultimate goal of climate change policy enshrined in the UN Framework Convention on Climate Change envisages. It is a widespread belief that inefficiency in disbursing public funds remains at the recipient's side. This paper tries to approach the efficiency question at the case of the Global Environment Facility, the Kyoto Protocol Adaptation Fund and the World Bank Climate Investment Funds. It asks the question whether the existing funding mechanisms in climate change are set up optimally in order to disburse funds efficiently. When looking at their internal policies and guidelines, it focuses on the four leading questions -- how can funds be accessed, who decides, who and how implements and how are funds held accountable. It finds that there are major differences between the tree funds in how and by whom are priorities and objectives decided, what are the fund's requirements on recipients, and how does the fund control the efficiency of its spending. This paper brings an in-depth analysis of weak and strong policies in existing climate change funds with regard to efficient delivery.

Funkčnost příspěvku na péči / Functionality of care allowance

Hemelík, Rudolf January 2020 (has links)
My work offers a view of the care allowance as one of the sources of funding for social services, which over time has become a support for people with disabilities, which greatly helps sustain the limited number of social services - residential or field. Allowance realy gives recipients purchasing power pay part of the service / private assistance at their decision. I perceive the care allowance as an important state support for people dependent on the help of another person and I consider it a tool that should help to live a free life for people with disability. The allowance became very non-individualized (inflexible) - it is unable to respond to changes or adapt to the needs of its beneficiaries. Act on Social Services is strict in the individual approach, setting, way of working with people in the framework of social services, but in the care allowance practice does not apply this. The granting and payment of contributions is not individualized, each of them must be assigned / be classifiable in four levels. Ruthless whether it needs it and it uses the level of support it need. The care allowance system does not have one problem, but several that they do a lot. This is nothing without which the system should not function, it's something that could be better.

Ročejdlová, Markéta January 2015 (has links)
Presented thesis Programs of the European Union of supporting regional interparliamentary cooperation in the region of Western Balkans as an instrument of regionalisation is focusing on regional parliamentary cooperation in the region of Western Balkans and programs of the European Union which are programmed to support this particular cooperation. The study is framed in the theory of new regionalism and the approach of socialization in international relations, which both offer in the case of European integration explanation of why regionalization takes place. The aim of the thesis is to answer the question whether the European Union is successful in its support of regionalization via regional parliamentary cooperation. Meaning if the mechanism of socialization chosen by the Union is effective and if institutional capacities of the national parliament in the region to conclude this cooperation are being built either via direct engagement with the Union, or via indirect way by engaging with regional initiatives active in regional parliamentary cooperation such as Regional Cooperation Council, COSAP and Cetinje Parliamentary Forum. By analyzing the mechanism of socialization and the environment in which the socialization takes place the thesis identifies if, and how much is the European Union able to...
