This is inserted in the research line Institucional Evaluation and University Management of the Mastership Program of PUC-Campinas. The methodology used consisted of a bibliographical study on the subject from the 1960, based mainly in Paulo Freire, over the half-structured interviews with educators who participated directly in the projects: Gin?sios Vocacionais (S?o Paulo state schools, 1961 1969), Programa Est?gio Capacita??o Docente (State University of Campinas - Unicamp, 1993 2000) and the Movimento de Pedagogia Waldorf (Campinas, 1987 - 2005). The analysis basis is the historic-dialectic, since it has searched the interests and resistances of the participative democratic process inside a partner-politicianeconomical contexts. The main contribution of the study is in the understanding of how the participation of educators estimates a social positioning, supported for a personal utopia, for the participative management and for a project of education that if proposes to surpass the established neoliberal culture in the individualism, in the competitiveness and efficiency.
