The European Foundation for Quality Management (EFQM) excellence model is used increasingly in the public sector in the Middle East. This thesis addresses a shortage of empirical research in this field and extends the, so called, dynamic capabilities perspective by investigating how the EFQM model can contribute to developing organisational capabilities. A research model was developed based on the theory of structuration and the dynamic capabilities perspective. A multiple case study design was used in three public sector organisations in the United Arab Emirates (UAE). The unit of analysis was the activity configuration involved in the deployment of the EFQM model. This research investigates how activity configurations changed over time, their effect on the organisational social structure and their outcomes in developing new capabilities. In-depth data were collected using interviews and archival sources. The thesis suggests that motives for using the EFQM model represent an important factor in defining the type of activities in its deployment and for its success. It was found that external and internal motives can both have positive impact. The findings showed that organisations experienced with the EFQM model tend to follow similar paths of deployment and achieve comparable results. An indicative model is proposed describing the three stages the organisation can go through in the deployment of the EFQM model. Firstly, the organisation develops the capability to understand the benefits of the model and to plan for its successful deployment. Secondly, the organisation focuses on developing operational capabilities, using the EFQM model. Thirdly, the organisation improves existing capabilities and develops new ones in a recurring cycle, referred to as the cycle of dynamic capabilities. This research contributes to the perspective of dynamic capabilities by investigating the sources of capabilities and how they are shaped through the deployment of the EFQM excellence model. The theoretical background and the research methodology used in this research extend the research application of the structuration theory by linking it with the dynamic capabilities perspective. Suggestions for further research include investigation of the learning cycle of dynamic capabilities through the lens of organisational learning. The research methodology can also be extended to consider strategy formation. An investigation of the EFQM model, which is the basis for assessment in the government award scheme, carries inevitable sources of limitations and bias. A significant proportion of the data collected and analysed was confidential in nature and presented challenges in relation to dissemination of the results.

The thesis present usage of information technologies in public sector and is focused on e-procurement. The aim is to inform about possible solutions which increase transparency and efficiency of public tenders. It begins with theoretic aspects of public sector, corrupt conduct, assumptions and barriers of implementing information technologies in the public sector. E-procurement is mentioned together with the European and national approach and both are compared. Furthermore, special tools and systems, which are available in the Czech Republic at all levels of public administration, are described. Finally, the closing part illustrates the usage of e-procurement tools in the environment of particular public authority.

Work motivation is one of basic methods of management, it is a specific scientific field containing many scientific theories. An Effective motivation must be focused on characteristics of both the subject and the target. The greatest economic subject is the national economy with two cooperating sectors -- private, based on private ownership, and public sector financed by public sources. People engaged in one of these sectors can have various ideas and claims. For all managers, it is essential to know these claims and interests in order to apply a convenient motivation method. The aim of the proposed diploma thesis is to contribute to a solution of the following question -- is it necessary to motivate employees in public sector differently than employees in private sector? For this purpose I designed and evaluated a questionnaire. In last chapter, I suggest what measures are most convenient in order to reach the most effective motivation of employees in a public sector as well as in a private sector.

Final section presents recommendations on how such findings can help companies improve the behaviour of their workforce.

Objective of this diploma thesis is to identify risks and barriers connected with expansion of using the Public-Private Partnership concept, fractional objective is to identify limiting factors which affect still not very developed PPP projects in the Czech Republic. The theoretical part of the thesis is dedicated to definition of PPP concept and explanation of its specific characteristics in providing of public goods. The practical part is focused on chosen projects. On this sample are limits of expansion of using PPPs identified and analysed using the method of partial generalization. On the basis of analysis of available literature and qualitative research made there are suggested possible solutions.

The outcomes of the model should be taken from the public sector point of view as the basic source for making decision if PPP method is the most efficient for this project.

The subject of this diploma thesis is PPP projects in healthcare. The thesis is focused on assessment of relevance of PPP projects securing public services in the healthcare sector in the Czech Republic. It is intended to assess whether PPP projects are a suitable instrument for securing public services in the healthcare sector and if so, under what conditions and to what extent. The first part of this thesis inquires into the definition of public private partnership and PPP projects in a strict sense and describes individual types of PPP projects. Second part defines in more detail the legal and institutional framework for implementation of PPP projects and discusses the current status of PPP projects in the Czech Republic. Third part analyses in detail the assessment instruments for PPP and guidelines for such assessment concerning projects in healthcare. Fourth part is focused on analysis of implementation of PPP projects abroad and fifth part evaluates PPP projects in healthcare implemented in the Czech Republic. Sixth part reviews this actual experience and findings concerning PPP projects in healthcare. The conclusion summarises results of the assessment.

This thesis is dedicated to a partnership of public and private sectors and to its usage at the sphere of providing public goods. Introductory chapter is oriented on characteristics, classification and possible backup of public goods. Next chapter is focused on PPP method - history of PPP projects, their characteristics, pros and cons. Legal aspect of PPP projects, their institutional backup and their comparison with public tenders are also included in the thesis. Analytical part shows various ways of implementation of PPP projects in the Czech Republic -- e.g. Accomodation capacities and parking of The Central Military Hospital in Prague and Aquapark in Olomouc, as representatives of local autonomies. Questionnaire research of locally autonomous units with the objective of finding out the level of knowledge and access to PPP projects, is another important part of this thesis. The objective of the thesis is the evaluation of a partnership of public and private sectors, as one of possible solutions of providing public goods.

One of the main objectives of this thesis is to present the issue of internal audit and define its corresponding place in the management of an organization. Furthermore, the goal of this thesis is to highlight the fact that human resources are one of the key success factors of an organization and, therefore, to highlight the need for a personnel audit. Last but not least objective of thesis is to create a basic idea about how personnel audit is done. The target area of this diploma thesis is the government, particularly local government. This corresponds with the structure of the thesis which is initially focused on the area of internal audit, namely in the personnel audit with its specifications applicable to the public sector. Consequently the thesis introduces the local government of Slovak Republic. Finally selected methods used in personnel audit are processed and applied directly to the Municipality of Martin.
