Faz-se necessária, no ambiente industrial atual, a participação ativa dos colaboradores, proporcionando melhorias de processo / produto e correção de problemas. A utilização de metodologias de projetos em grupo para resolução de problemas, tais como os Círculos de Controle de Qualidade (CCQs), criados há mais de 40 anos, resulta na motivação dos colaboradores, por meio da melhoria do ambiente de trabalho e, consequentemente, de processos e de custo. Um dos objetivos deste estudo é verificar resultados que justifiquem, ou não, a continuidade da utilização do CCQ em uma empresa multinacional com unidade fabril no Brasil. Outro objetivo é comparar a metodologia CCQ com a metodologia Seis Sigma por meio da aplicação de um projeto piloto Seis Sigma nesta mesma empresa. Os resultados sugerem a continuidade do uso da metodologia CCQ na empresa analisada para resolução de problemas de baixa e média complexidades, com adoção de pequenas adequações fornecidas pela análise da metodologia Seis Sigma, além da adoção da metodologia Seis Sigma para condução de projetos de resolução de problemas complexos. / It is necessary in the current industrial environment, the active participation of employees, providing improvements in product / process and problem correction. The use of methodologies of group projects to solve problems, such as QCC (Quality Control Circle), established over 40 years, results in employee motivation by improving the work environment and, consequently, processes and costs. One purpose of this study is to verify results that would justify, or not, the continuing of the use of the QCC in a multinational company with manufacturing unit in Brazil. Another purpose is to compare the QCC methodology with the Six Sigma methodology by implementing a Six Sigma pilot project in the same company. The results suggest the continuing use of the QCC methodology in the analyzed company to solve problems of low and intermediate complexity, with the adoption of small adjustments provided by the analysis of Six Sigma beyond the adoption of Six Sigma methodology to conduct projects to solve complex problems.

Empirical Research on Importing ISO Quality Management System Nantzu Police Precinct of Kaohsiung City Government Police Bureau

The police organization is a link to the executive organizations of the government. It is the closest, most direct and most frequently used bridge between the government and the public. Therefore, on the one hand, the police organization has to bear its responsibilities in handling the problems of social order; on the other, greater efforts should be made to maintain good service. In order to pursue a balanced development of these two aspects and to face the new challenges in future management, the National Police Administration starts to promote the import of ISO9001 Quality Management System to police organizations. The Nantzu Police Precinct is the first to import this System. Through investigation and analysis of the certification process and the achievements of the police precinct, this research hopes to provide other police organizations with the transfer of this system and a deepening direction. The research results show that through the policeman¡¦s cognitive degree of ISO9001, the attribute of the basic personal background of a police officer affects the officer¡¦s verification effects of ISO9001. After analysis is made regarding the question of cognitive degree of ISO9001, it is found that the cognitive degree of ISO9001 has 3 factors of composition construct: ¡§cognition,¡¨ ¡§attitude¡¨ and ¡§confidence.¡¨ The results indicate that different attributes of the basic personal backgrounds of police officers can develop different factors of composition constructs of their cognitive degrees of ISO9001. And there exists an obvious relation between the attributes of the basic personal background of police officers and the groups with high and low cognitive degrees of ISO9001. In addition, factor analysis is made on the question of the verification effects of ISO9001. It is found that there are 3 index kinds of verification effects of ISO9001: ¡§efficiency,¡¨ ¡§effectiveness¡¨ and ¡§quality.¡¨ Through typical relativity analysis, the results show there is an obvious relation between the composition construct of the cognitive degrees of ISO9001 and the index kinds of verification effects of ISO9001. In the groups with high and low cognitive degrees of ISO9001, the index kinds of verification effects of ISO9001 are different. Among the police officers with different attributes of basic personal backgrounds, the index kinds of verification effects of ISO9001 are also different. After the relevant analyses are made, the results reveal that there is an obvious positive correlation between the various factors of composition construct of the cognitive degrees of ISO9001 and the index kinds of verification effects of ISO9001. The research results prove that the high and low cognitive degrees of ISO9001 can positively affect police officers¡¦ promotion of the verification effects of ISO9001. Starting from literature reviews, the difficulties found in the importing process of ISO System, and the significant affecting factors of its success and failure, the researcher makes synthesis and integration, proposes for police organizations the workable strategies of transfer and deepening in times of importing ISO Quality Management System, and suggests the future research directions.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The use of methodologies such as Quality Control Circle (QCC) involving group activities to identify and solve problems in the workplace results in the improvement of this site and in employee motivation. Thus the employee has the opportunity to make suggestions to improve and to be more involved with the company. This research aims to propose and implement a system of QCC in a small business located in the central region of Rio Grande do Sul. This research is characterized as an action research with qualitative approach of exploratory, descriptive and explanatory character. From the main results obtained, we highlight the importance of this work to the area of Production Engineering before the activities developed, where it was shown that the QCC can be deployed in a small business. It is important to point that a proposal for a systematic of QCC was created and deployed; a training was provided to employees on the methodology and quality tools; projects were developed within established goals for quality, productivity and safety; development of a simplified QCC manual. In addition, the research provided a cultural change within the company, increasing the motivation of QCC members in becoming more involved. The environment of the company became cleaner and more organized with the implemented projects. Finally, we highlight the importance of research for small and medium businesses. / O uso de metodologias como o Círculo de Controle da Qualidade (CCQ) que envolvem atividades em grupo para identificação e solução de problemas no ambiente de trabalho resulta na melhoria deste local e na motivação do colaborador. Pois, esse tem a oportunidade de dar sugestões de melhorias e de ser mais participativo dentro da empresa. Essa pesquisa tem por objetivo propor e implantar uma sistemática de CCQ em uma empresa de pequeno porte, localizada na região central do Rio Grande dos Sul. A pesquisa caracteriza-se como pesquisa-ação, com abordagem qualitativa de caráter exploratório, descritivo e explicativo. Como principais resultados obtidos, destaca-se a importância desta pesquisa para a área de Engenharia de Produção perante as atividades desenvolvidas, onde se comprovou que o CCQ pode ser implantado em uma empresa de pequeno porte. Salienta-se que foi elaborada uma proposta de sistemática de CCQ e implantada; proporcionou-se treinamento aos colaboradores sobre a metodologia e ferramentas da qualidade; desenvolvidos projetos dentro das metas estabelecidas quanto a qualidade, produtividade e segurança; elaboração de um manual de CCQ simplificado. Além disso, a pesquisa proporcionou uma mudança cultural dentro da empresa, aumentando a motivação dos circulistas em tornarem-se mais participativos. A empresa tornou-se um ambiente mais limpo e organizado com os projetos implantados. Por fim, destaca-se a importância da pesquisa para empresas de pequeno e médio porte.
