Fiscal Management Practices and Quality Programming in Early Childhood: The Impact of Administrator Preparation

The early childhood administrator is tasked with overseeing all operations within the early childhood program. Operational functions include functions traditionally associated with education including the design and implementation of curriculum, creating and maintaining the learning environment, and ensuring the health and safety of children enrolled in the program. The administrator of the early childhood program is also tasked with other functions including human resource functions, budgeting, as well as income and cost management. Additionally, the administrator should be an advocate within public policy concerning early childhood education. Research has acknowledged the functions associated with the early childhood administrator role. In 1992, Paula Jorde-Bloom named the early childhood administrator as the “Gatekeeper of Quality”. Since then, research has supported that establishing and maintaining quality is yet another responsibility of the early childhood administrator. The current study examined the role of the administrator, particularly the preparation that the administrator receives, in an effort to determine the impact that the administrator has on the quality of the program. A sample (n = 224) was pulled from early childhood administrators in Mississippi. The preparation received by these administrators, including formal education and additional training, was measured and regression analysis with Early Childhood Environment Rating Scale Revised (ECERS-R) scores measuring quality of the early childhood program regressed with an aggregated early childhood administration preparation variable to determine if administration preparation could predict overall quality within the early childhood program. As the literature indicated that fiscal management practices also fall under the scope of responsibilities of the administrator, fiscal management preparation was isolated and regression analysis with ECERS-R scores was conducted to determine if fiscal management preparation could predict overall quality within the early childhood program as well. The study found that administration preparation was a significant predictor of quality. However, preparation specific to fiscal management knowledge was not found to be a predictor of overall quality. Practical implications and suggestions for future research are addressed.

It focuses on graduates of a course of Education subsidized by the program in pre-school schools where they work, their fellow teachers and school managers. The research is part of the third phase of this project and aims to contribute to studies on the possibilities of training policy of consolidation in schools, focusing on teachers' knowledge, graduates, teachers and administrators from the same school units concerning the quality of early childhood education. This study intends to highlight convergences with the potential to maintain and strengthen the training declared by graduates as forged in the completed course. It is understood that the convergences constitute as links to promote their consolidation. The study is based on literature about education quality in schools with emphasis on early childhood education. It also highlights the training of teachers at school and their work conditions. The research adopts a data integration approach, meeting documents and testimony during the investigation: observation, questionnaire applied to 24 Parfor graduates, teachers and their managers and interview with the managers of two municipal preschools. The results call for more concerns that have become knowledgeable about school, childhood, early childhood education, quality and quality in early childhood education. It risks some thoughts to contribute to improving the quality of early childhood education offered by both schools maintained by the Government: engage Parfor graduates and teachers in administrative, educational and social aspects of school; encourage and invest in the training of professional management and teachers; ensure moments of collective training (attendants and teachers), with discussions related to childhood and human rights; closer relationship between attendant and teacher; and speed reforms and implementation of educational policies that stimulate and develop the professionals who work with children in early childhood education. / Trata-se de pesquisa inserida em projeto do Observatório de Educação da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (OBEDUC/CAPES), centrado na implantação do Plano Nacional de Formação dos Professores da Educação Básica (Parfor). Focaliza egressos de um curso de Pedagogia subsidiado pelo referido programa nas escolas de educação infantil em que atuam, bem como seus colegas professores e gestores escolares. A investigação integra a terceira fase desse projeto e tem como objetivo contribuir com estudos sobre as possibilidades de consolidação de política de formação nas escolas, enfocando a compreensão de professores-egressos e demais professores e gestores das mesmas unidades escolares a respeito de qualidade na educação infantil. Intenciona destacar convergências com potencial para manter e reforçar a formação declarada pelos egressos como forjada no curso concluído. Entende-se que as convergências constituem-se como laços passíveis de favorecer a sua consolidação. O estudo fundamenta-se em literatura sobre qualidade na educação escolar, com ênfase na educação infantil, destacando a formação de professores na escola e suas condições de trabalho. A pesquisa adota uma abordagem de integração dos dados, documentos e depoimentos reunidos no decorrer da investigação: observação, questionário aplicado a 24 egressos Parfor, professores e seus respectivos gestores, além de entrevista com os gestores de duas escolas municipais de educação infantil. Os resultados despertam para mais inquietações que se transformaram em conhecimento sobre escola, infância, educação infantil, qualidade e qualidade na educação infantil. Nesse sentido, arriscam-se algumas reflexões no sentido de contribuir para a melhoria da qualidade da educação infantil ofertada pelas duas escolas mantidas pelo Poder Público: envolver os egressos Parfor e os professores nos processos administrativos, pedagógicos e sociais da escola; incentivar e investir na capacitação dos profissionais de gestão e docentes; garantir momentos de formação coletiva (atendentes e professores), com discussões inerentes à infância e aos direitos humanos; estreitar a relação atendente e professor; e acelerar/agilizar as reformas e a implementação de políticas educacionais que estimulem e desenvolvam os profissionais que atuam com crianças na educação infantil.

[pt] Esta pesquisa busca estabelecer relações entre as capacidades estatais e a qualidade da oferta de educação infantil em dezessete municípios do Estado do Rio de Janeiro, no período entre 2014 e 2019. O período se justifica pelas mudanças legais na educação infantil, como a escolarização obrigatória a partir dos 4 anos de idade (BRASIL, 2009b) e das metas de universalização da pré-escola e expansão do atendimento em creches previstas no Plano Nacional de Educação (BRASIL, 2014). Com isso, os municípios, responsáveis constitucionais por esta etapa, tiveram que elaborar e/ou adequar seus Planos Municipais de Educação (PME), integrando metas e estratégias com vistas a ampliar a oferta de vagas em creches, universalizar as pré-escolas e garantir a qualidade da educação infantil. Considerando que o histórico da educação infantil aponta que a qualidade foi muitas vezes preterida no processo de expansão, nos questionamos se os municípios estariam observando a qualidade da educação infantil ao ampliarem suas redes e se a qualidade da educação infantil está de alguma forma relacionada com as capacidades estatais municipais. Dessa forma, nos baseamos na literatura para selecionarmos as dimensões da qualidade da educação infantil a serem consideradas - oferta da educação infantil, infraestrutura e formação docente. Já com relação às capacidades estatais analisamos, em diálogo com Souza (2004; 2020), Pires e Gomide (2016) e Souza e Fontanelli (2020), informações relativas ao desempenho dos municípios em indica-dores socioeconômicos, demográficos e educacionais. Também foram investigadas as iniciativas dos municípios destinadas a creches e pré-escolas, por meio de dados do IBGE, PNUD, INEP e de um survey direcionado às secretarias municipais de educação, além dos PME. A tese identifica dimensões que podem ser consideradas como proxy de capacidades estatais municipais – recursos humanos, infraestrutura e definição de metas e estratégias de ampliação da oferta de vagas para as crianças de 0 a 6 anos de idade presentes nos planos municipais de educação. The period is justified by the legal changes in early childhood education, such as compulsory schooling from 4 years of age (BRASIL, 2009b) and the goals of universalization of pre-school and expansion of care in daycare centers provided for in the National Education Plan (BRA-SIL, 2014). With this, the municipalities, constitutionally responsible for this stage, had to elaborate and / or adapt their Municipal Education Plans (PME), integrating goals and strategies with a view to expanding the offer of places in daycare centers, universalizing preschools and ensuring the quality of early childhood education. Considering that the history of early childhood education points out that quality has often been neglected in the expansion process, we question whether municipalities are observing the quality of early childhood education by expanding their municipal school systems and whether the quality of early childhood education is in any way related to municipal state capacities. Thus, we used the literature to select the quality dimensions of early childhood education to be considered - provision of early childhood education, infrastructure and teacher training. Regarding state capacities, we analyzed, in dialogue with Souza (2004; 2020), Pires and Gomide (2016) and Souza and Fontanelli (2020), information related to the performance of municipalities in socioeconomic, demographic and educational indicators. Municipal initia-tives aimed at day care centers and preschools were also investigated, using data from IBGE, PNUD, INEP and a survey directed at municipal education departments, in addition to Municipal Education Plans. The thesis identifies dimensions that can be considered as a proxy for municipal state capacities - human resources, infrastructure and the definition of goals and strategies for expanding the offer of places for children from 0 to 6 years of age present in municipal education plans. It also shows that these capacities vary between municipalities and in the way they seem to affect local educational indicators. Despite the exploratory nature of the research, it was not possible to observe direct relationships between state capacities and the quality of early childhood education, in the municipalities that comprised our sample, it was possible to identify that there are indications that this quality has been observed in a heterogeneous way by municipalities studied.

A questão que norteou a pesquisa foi investigar quais contribuições, limites e possibilidades a formação continuada do programa trouxe para a construção dos saberes dos diretores e coordenadores pedagógicos na perspectiva do exercício de uma gestão pedagógica e compartilhada. De abordagem qualitativa, a investigação foi realizada com base nas seguintes fontes: revisão do ordenamento legal e dos documentos normativos sobre educação infantil, tendo como ponto de partida a publicação da Constituição de 1988; pesquisa documental no arquivo da Memória Técnica Documental da Secretaria Municipal de Educação de São Paulo, ambos com a finalidade de contextualizar os processos de formação continuada na rede municipal paulistana; documentos produzidos no âmbito do programa investigado, buscando compreender os princípios que nortearam as ações de formação dos gestores escolares e; entrevistas semiestruturadas, envolvendo gestores em exercício na rede municipal paulistana, em escolas de educação infantil, na perspectiva de analisar as apropriações dos gestores quanto aos conteúdos tratados no programa de formação. As análises que respondem à questão foram apoiadas em Nóvoa (1992; 1999; 2008; 2010; 2011), Imbernón (2009; 2010), Schön (1992), Tardif (2012), Moss (2005; 2009) e Cury (1998; 2010). Os resultados mostraram que algumas condições devem ser consideradas na proposição de programas de formação continuada, como a continuidade, o acompanhamento e a articulação das ações de formação, envolvendo os diferentes segmentos profissionais que atuam nas unidades educacionais. Esses resultados apontam que o presente estudo pode contribuir para o adensamento da reflexão acerca da proposição de programas de formação continuada em redes públicas de educação infantil, com vistas à consolidação de práticas de gestão numa perspectiva pedagógica e compartilhada para essa modalidade de educação. / The continuous training offered to managers of public education system and the coherence between the content treated in this training and their management practices is the focus of this research. The objective was to analyze the training activities of a program called A Rede em rede – a formação continuada na Educação Infantil (The School System in the Network - continued training in Childhood Education) and investigate the appropriation of managers about concepts of pedagogical and shared management in Early Childhood Education Centers and the Municipal Schools Children's Education in the São Paulo city. The question that guided the research was which contributions, limits and possibilities the continued training program has brought for the construction of knowledges of the directors and coordinators in view of pursuing a pedagogical and shared management. From the qualitative approach, the research was based on the following sources: review of the legal system and of the normative documents on early childhood education, taking as its starting point the publication of the Brazilian Constitution of 1988; documentary research in the archive of memory Technical Document of the Municipal Education of São Paulo, both in order to contextualize the continued education process in São Paulo municipal network; documents produced under the program investigated, in order to understand the principles that have guided the training activities for school managers and; semi-structured interviews, involving exercise for managers in São Paulo municipal network, in elementary schools in the perspective of analyzing the appropriation of the managers about the contents treated in the training program. The analyzes that respond to the question were supported by Nóvoa (1992; 1999; 2008; 2010; 2011), Imbernón (2009; 2010), Schön (1992), Tardif (2012), Moss (2005; 2009) and Cury (1998; 2010). The results showed that some conditions must be considered in the proposition of programs of continuing formation, such as the continuity, monitoring and articulation of actions for training activities, involving different professional sectors who work in educational units. These results suggest that this study may contribute to the deepening of reflection on the proposition of continuous education programs in public networks of early childhood education, with a view to the consolidation of the practices of management in a pedagogical and shared perspective for this type of education.
