Migration patterns of refugee immigrants : Evidence from Swedish municipalities

This thesis examines if Swedish municipalities that receive a greater share of refugee immigrants relative to the municipality population, also experience an increased share of foreign born people over time. For smaller municipalities in Sweden, refugee recipient can be a way to grow in terms of population in a longer time perspective, given that refugees choose to stay in the municipality. The analysis is conducted at municipality level for Sweden’s 290 municipalities during the period of 2005 to 2016. The results from the analysis show that there is a positive relation between new refugee immigrants per capita that a municipality receives and the share of foreign borns per capita in a municipality. Further, the analysis shows that there is a positive and significant relation between the share of refugees per capita that a municipality receives and the share of foreign born people living in the municipality three to five years later.

Ancorado na Análise do Discurso Francesa (AD), que tem como base os estudos de Michel Pêcheux e Eni Orlandi, este trabalho se volta para o discurso deste estrangeiro e o discurso da Cáritas Arquidiocesana do Rio de Janeiro, instituição que o acolhe nesta cidade, com o objetivo de analisar as tensões que comparecem neste imaginário de acolhida. O corpus foi constituído por alguns materiais, dos quais indicamos dois que serão analisados com mais vagar no capítulo 4: (i) um proferimento de Charly Kongo, imigrante refugiado da República Democrática do Congo e (ii) uma apresentação institucional da Cáritas RJ. Destas materialidades foram destacadas sequências discursivas cujas marcas linguísticas permitiram analisar diferentes funcionamentos nos discursos do imigrante refugiado e da instituição. As noções de sujeito, formações imaginárias, interdiscursos e também outras noções da AD foram mobilizadas, considerando as contradições inscritas nestes discursos. Assim, a análise do proferimento de Charly foca no funcionamento da designação e da imagem do imigrante refugiado, nas diferenças que surgem nos processos discursivos com o outro que habita o país e a cidade destinatária e nos discursos referentes ao trabalho do imigrante refugiado, tratando dos estereótipos e da alteridade, entre outras questões. Nos slides destacados da apresentação da Cáritas são analisados o conceito de refugiado, o acolhimento e as tensões na relação com o outro. Nos dois materiais há ampla utilização da negação. No proferimento, o sujeito primeiro nega para depois afirmar e significar o imigrante refugiado num imaginário de Brasil e de Rio de Janeiro como lugares acolhedores e abertos à diversidade. Na apresentação institucional, a negação comparece como aquela que produz sentidos de impedimento. Por fim, este trabalho possibilita compreender efeitos de sentido que podem ser produzidos pelos discursos do e pelos discursos sobre o imigrante refugiado neste imaginário. A pesquisa mostra que o Brasil acolhe, mas... É este mas – e outras marcas linguísticas − que se busca analisar para mostrar que o discurso do imigrante refugiado e o discurso institucional fornecem pistas que problematizam este acolhimento, bem como mobilizam sentidos sobre as tensões que surgem neste imaginário de Brasil como lugar de acolhimento para o estrangeiro em situação de fuga / The research performed at Master's degree, which resulted in this dissertation, proposes a discursive reflection about the foreigner who takes the place of refugee immigrant, when it comes to how this foreigner speaks about him(her)self, based on what it is said about him(her), in a welcoming image assigned to Brazil. Anchored in French Discourse Analysis (DA), which is based on the studies of Michel Pêcheux and Eni Orlandi, this work turns to the discourse of this foreigner and the discourse of Cáritas Arquidiocesana do Rio de Janeiro, the welcome institution for refugee immigrants in this city, with the purpose of analyzing the tensions that come up from this welcoming image. The corpus was made up of some materials, of which we indicate two that will be slowly analysed on chapter 4: (i) a speech of Charly Kongo, refugee immigrant from the Democratic Republic of the Congo and (ii) an institutional presentation of Cáritas RJ. Discursive sequences, whose linguistic marks allowed analyzing different operations in the discourses of the refugee immigrant as well as the institution, were highlighted from these materials. The notions of subject, image formations, interdiscourse as well as other notions of DA were deployed, considering contradictions inscribed in these discourses. Thus, the analysis of the speech of Charly focuses on operation of designation and image of the refugee, on differences that arise in the discursive processes between refugees and people who live in the host country and host city and on discourses regarding the work of the refugee immigrant, when it comes to stereotypes and alterity, among other issues. Concept of refugee, welcoming image and tensions in the relationship between the immigrant and the other are analyzed in the slides highlighted from Cáritas’ presentation. Both materials reveal a wide use of denial. In the speech, the subject first denies than presents a statement to uphold and signify the refugee immigrant in a welcoming image of Brazil and Rio de Janeiro as welcoming and open places to diversity. In the institutional presentation, the denial appears as one that produces meanings of impediment. Finally, this work makes it possible to understand effects of meaning that can be produced by discourse of and by discourse about immigrant refugee in this welcoming image. The research shows that Brazil welcomes foreigners, but… It is this but – and other linguistic marks – that sought to show that the discourse of the refugee as well as the institutional discourse provide clues which problematize this welcoming, as well as mobilize meanings about the tensions that arise in this imaginary of Brazil as a host for the foreigner in escape situation
