The Quartet Road Map: A Study on its Solutions to Israeli-Palestinian Conflict / 四方路徑圖:對其解決以巴衝突方案之研究保經榮, Pao, Ching-yung Unknown Date (has links)
自十九世紀中葉,猶太人第一次遷徙到巴勒斯坦,已經過一百五十餘年。猶太民族與世居巴勒斯坦的阿拉伯人,原本還算和睦相處。惟隨著歐洲民族主義的復興,猶太人在受到歐洲人迫害後,亦隨之興起在巴勒斯坦建國的思想。猶太復國主義崛起(Zionism),巴勒斯坦的歷史,從此展開了新頁。
猶太人自廿世紀第二次遷徙至巴勒斯坦後,採取激進的屯墾措施,以巧取豪奪的方法自巴人手中不斷取得土地,擴大版圖,排除在佃地世代務農的巴勒斯坦農民,改僱猶太人,造成佃農生活難以為繼,紛爭於是展開,難以平息,逐漸惡化成衝突,最後導至1936年巴人大規模反抗行動,以巴衝突正式展開,直至二十一世紀。
本論文從歷史發展的脈絡來分析四方路徑圖所提出的解決方案,首先研究自1948至1990年來,在以色列佔領下,以巴衝突的特質(第二章)。其次研究自1991至2002年,第一次巴勒斯坦人民起義後,奧斯陸原則宣言至美國大衛營談判破裂,以巴雙方在終止占領、建立自治政府、移轉權力、交還土地(包含屯墾區)等四方面的履行的情形,來觀察以色列在締結和平協定背後的戰略意圖(第三章)。再研究第二次巴勒斯坦人民起義後,由美國領導,歐盟、俄羅斯及聯合國四方共同參與的四方路徑圖,其所提出的兩國方案,是否可以消弭以巴衝突,從而建立雙方和平。其中值得注意的是以色列所採取的兩手策略:─面進行和平談判,一面準備單方隔離計畫。並對路徑圖未來可能的發展提出看法(第四章)。
最後的結論是四方路徑圖所提出的兩國方案似難解決以巴間長期衝突,而達成和平,將來可能的發展是一國方案(第五章)。 / In mid-nineteenth century, the first wave (aliyah) of Jews started to immigrate to Palestine. Jewish immigrants and indigenous Palestinians were getting along peacefully in Palestine at the outset. But after a spate of nationalism rose in Europe, Jews became the persecuted. Political Zionism thrived among Jews, which initiated the idea of building their own state in Palestine. A new chapter in the history of Palestine was written.
Jewish immigrants to Palestine since the second aliyah were much more progressive. They were particularly interested in establishing a Jewish state and hoped to create Jewish settlements independently worked by Jewish farm laborers. This land buying policy led to tensions with Palestinian peasants, who were unable to find work among the new immigrant communities. Numerous land disputes deteriorated into tension between the two communities, as more Palestinians were displaced by Jewish land buying policy. Unemployed Palestinians became increasingly hostile towards the Zionists. At last, the first Arab revolt burst out in 1936. From there, the Israeli-Palestinian conflict began and has continued into the 21st century.
The thesis analyses the solutions of the Road Map to the Israeli-Palestinian conflict in the context of history. It studies first the characteristics of the conflict from 1948 to 1990 (Chapter One). Then, it observes the past record of the peace process from 1991 to 2002 by the two sides through implementations of DOP, until the collapse of the Camp David Talks that caused the second intifada. By reviewing the past record of peace in contrast with its implementations regarding ending Israeli occupation, building a Palestinian self-government (PNA), transfer of powers and land (including Israeli settlements) to the PNA, one is able to realize the Israeli strategic intentions hidden behind those peace agreements (Chapter Three). Next, the thesis studies the two-state formula proposed by the US-led Quartet Road Map (the US, the EU, Russia and the UN), to understand its feasibility to solve the second intifada and build peace. It should be noted that Israel took a two-handed strategy: preparing for a disengagement plan while negotiating for peace. An appraisal of the future prospect of the Road Map is included in this chapter (Chapter Four).
The conclusion of the thesis is that the Quartet Road Map could not solve the prolonged Israeli-Palestinian conflict and reach a sustained peace between the two peoples. Future development of the conflict may result in a one-state solution (Chapter Five).

O crescente desempenho competitivo, galgado com base na aplicação continuada do paradigma da produção enxuta nas suas operações, vem sendo atestado pelos extraordinários resultados obtidos pela montadora japonesa. Como conseqüência, os tradicionais líderes da indústria automobilística como a GM, Ford e Chrysler vêm cedendo, paulatinamente, os seus lugares no ranking dos maiores produtores mundiais, à Toyota. A despeito de todos os esforços por parte da maioria das empresas industriais, em especial, das grandes montadoras, em tentar replicar o referido sistema de produção, freqüentes têm sido os insucessos. Tais processos têm se caracterizado, com poucas exceções, pela ausência de uma abordagem de longo prazo na condução da implementação e pela carência de compreensão sobre os conceitos e princípios que regem e embasam o STP. Com isso, se multiplicam as cópias de técnicas e ferramentas enxutas nas mais variadas realidades industriais, as quais são geralmente aplicadas com o objetivo de auferir resultados imediatos. Essas aplicações são feitas sem o necessário entendimento sistêmico sobre a função que cada ferramenta deve executar dentro do sistema de produção como um todo. Dentro deste contexto, as lideranças não têm mostrado suficiente compreensão sobre o aprendizado subjacente que caracteriza esses processos de mudança. contemporary iconography that contains religious themes. From the theoretical stance of Visual
Culture iconography can be defined as ‘context-specific visual language’. I suggest that meaning is
created not only through material usage but also through the hermeneutic content of images. By
means of a comparison between an example of what I deem literal iconography and another of
figurative iconography, I explore two divergent methods through which religiously-inspired
iconography can be employed in the construction of visual texts. The two examples comprise of
the evangelical poster Die Smal en Breë Weg (The Broad and Narrow Way) and Willem Boshoff’s
Bread-and-Pebble Road Map (2004). / AFRIKAANSE OPSOMMING: Hierdie skripsie omvat ‘n kritiese analise van die verhouding tussen die aard en die funksionering

El desarrollo de la presente tesis forma parte de un estudio realizado en una empresa que brinda servicios de mantenimiento y reparación de motores eléctricos para minería, industria y generación de electricidad.
La tesis tiene como finalidad proponer un modelo de gestión que permita agilizar el tiempo de reparación de motores eléctricos de corriente continua, debido a que los clientes se vienen quejando por incumplimientos en la fecha de entrega del servicio, esto genera pérdida de credibilidad, imagen de la empresa y futuros negocios.
Para remediar la problemática se utilizaron herramientas de mejora continua tales como análisis de Pareto, espina pescado, 5 por qué y matriz de priorización para determinar el estado actual del servicio de reparación de motores y determinar cuál será nuestro foco para la investigación, basado en este diagnóstico se ha establecido un estándar en la nomenclatura de actividades de un servicio completo de reparación de motor y se implementó un análisis de muestreo de trabajo para determinar el tiempo de estas actividades sin cabida a los tiempos improductivos.
Una vez determinado los tiempos se implementó la Hoja de Ruta la cual sirve de fuente para el seguimiento y supervisión más exacta de las actividades durante la ejecución del servicio y de esta manera cumplir con el tiempo de entrega prometido al cliente.
El modelo propuesto logra disminuir el tiempo de ejecución de un servicio completo de motor eléctrico del tipo CC en un 17%, así mismo se obtuvo un incremento significativo en nuestro indicador de cumplimiento con la fecha de entrega pactada y una disminución de quejas de los clientes.
The development of this thesis is about of a company that provides maintenance and repair services of electric motors for mining, industry and electricity generation.
The thesis aims to propose a management model that allows speed up the repair time DC electric motors, because customers have been complaining about violations on the date of delivery of the service, which entails loss of credibility, image of the company and future business.
To remedy the problems we used quality tools such as Pareto analysis, fishbone, 5 why’s and prioritization matrix to determine the current state of the service engine repair and determine what will be our focus for research, based on this diagnosis it has set a standard in the nomenclature of activities of a full-service repair, also Work sampling was used to determine the time to accommodate these activities without downtime.
Once determined the times we set the Roadmap which serves as a source for more accurate monitoring and supervision of the activities during the execution of the service and thus meet the promised delivery time to the customer was implemented.
It managed to reduce the execution time of a full service type DC electric motor by 17%, also a significant increase was obtained in our indicator of compliance with agreed delivery date and a decrease in customer complaints.

New concepts in assembly technology boost our daily life in an unknown way. High end semiconductor industry today deals with functional structures down to a few nanometers. ITRS roadmap predicts an ongoing decrease of the “DRAM half pitch” over the next decade. Packaging of course is not intended to realize pitches at the nanometer scale, but has to face the challenges of integrating such semiconductor devices with smallest pitch and high pin counts into systems. Advanced techniques of nondestructive evaluation (NDE) with resolutions in volume better than 1 micrometer vixen size are urgently needed for the safety and reliability of electronic systems, especially those that are used in long living applications. The development speed of integrated circuits is still very high and is not expected to decrease in the next future. The integration density of microelectronic devices is increasing, the dimensions become smaller and the number of I/O's is getting higher. The development of new types of packages must be done with respect to reliability issues. Potential damage sources must be identified and finally avoided in the new packages.
In power electronics production the condition monitoring receives a lot of interest to avoid electrical shortcuts, dead solder joints and interface crac king. It is also desired to detect and characterize very small defects like transportation phenomenon or Kirkendall voids. For this purpose, imaging technologies with resolutions in the sub-micron range are required.
